REGARDING PROPOSED PHASES II - IV, NEW RIVER TRAIL
WHEREAS, the town of Pulaski has prepared construction documents for Phase I of the New
River Trail that follows portions of Rt. 99 from the present terminus at Xaloy to the First Street Parking
Lot; and
WHEREAS, Phase I is funded primarily by State funds and a Federal grant which total
approximately $250,000; and
WHEREAS, all easements have been acquired except two and the project will be bid when these
are settled; and
WHEREAS, it has also been suggested that the Town pursue Phase II through IV construction
and commit local funds for such work; and
WHEREAS, local funds would be required for a portion of such work and it has been estimated
that the cost to construct Phase III, for example, including purchases to date, will amount to $300,000 from
the General Fund balance; and
WHEREAS, pending purchases for suggested Phase III which may require legal condemnation are
in addition to the estimate above; and
WHEREAS, no economic benefit analysis has been performed to provide data that supports that
tourists will actually use such extensions and spend tourism dollars locally;
• NOW, THEREFORE, BE IT RESOLVED that the Town complete Phase I and that plans for
Phase II through IV be abandoned;
FURTHER, that local funding for suggested Phases II through IV be and hereby is canceled and
that any and all local funding appropriated for said Phases be hereby returned.
This resolution shall be deemed effective immediately upon its passage.
