, • A Resolution Requesting Industrial Access Funds
from the Commonwealth Transportation Board
for the Pulaski Business Pazk
WHEREAS, the James Hardie company entered into a firm contract to construct its
facilities on property located in the Town of Pulaski, Virginia and said property will be
conveyed to them; and,
WHEREAS, this new facility is expected to involve a new private capital investment in
land, building, and manufacturing equipment of approximately $98 million and James
Hardie is expected to employ 200 persons at this facility; and,
WHEREAS, manufacturing operations aze expected to begin at this new facility on or
about March 1, 2006; and,
WHEREAS, the property on which this facility will be located has no access to a public
street or roadway and will require the construction of a new roadway which will connect
to Va. Route 611; and,
WHEREAS, the Town of Pulaski in Pulaski County hereby guarantees that the necessary
environmental analysis, mitigation and right of way for this new roadway and utility
relocation or adjustments, if necessary, will be provided at no cost to the Virginia
Department of Transportation; and
WHEREAS, the Town of Pulaski in Pulaski County, acknowledges that the State
Environmental Review Process (SERF) must be completed prior to any construction
activity on this project as a condition of the use of the Industrial, Airport and Rail access
Fund; and,
WHEREAS, the Town of Pulaski in the County of Pulaski hereby guarantees that all
ineligible project costs and any other costs not justified by eligible capital outlay will be
provided from sources other than those administered by the Department of
Transportation.
NOW, THEREFORE, BE IT RESOLVED THAT: the Town of Pulaski in Pulaski
County, hereby requests that the Commonwealth Transportation Boazd provide financing
from the Industrial, Airport and Rail Access Fund to provide an adequate road to this new
manufacturing facility; and,
BE IT FURTHER RESOLVED THAT: the Town Council of the Town of Pulaski
hereby agrees that the new roadway so constructed will be added to and become a part of
the road system of the Town of Pulaski maintaining its own road system.
The Resolution is effective upon adoption and is hereby adopted this 1St day of March,
2005, by recorded vote of the Town Council of the Town of Pulaski, as follows:
