RESOLUTION AUTHORIZING ASHORT-TERM LEASE
WITH CAVALIER SUPPLY

WHEREAS, due to the sudden loss of its former place of business, Cavalier Supply
Company, lnc, was in need of a location to continue its operations; and
WHEREAS, in an effort to assist in the retention of local businesses and jobs, the Town
Administration entered into an emergency short-term lease with Cavalier Supply
Company, Inc. for the company to temporarily locate in the former Wades space in the
Maple Shade Shopping Plaza for a sixty (60) day period commencing on July 27, 2006;
and
WHEREAS, the Town Council conducted a duly noticed public hearing on August 15,
2006 to receive comments from the public regarding the temporary lease of space to
Cavalier Supply Company, Inc. in the Maple Shade Shopping Center,
NOW THEREFORE be it RESOLVED by the Town Council of the Town of Pulaski,
Virginia sitting in regular session this 5th day of September 2006, that the Town Council
hereby approves the short-term lease, attached hereto and made expressly part of this
resolution, entered into between the Town of Pulaski, Virginia and Cavalier Supply
Company, Inc. to grant Cavalier Supply Company, lnc. a 60-day lease, commencing on
July 27, 2006, for the space of the former Wades store in the Maple Shade Shopping
Plaza.
This resolution is effective upon adoption and is hereby adopted this 5th day of
September 2006 by the duly recorded vote of the Town Council of the Town as follows:

RE: Cavalier Supply Issues

The last week has been very hectic and, I am sure, traumatic, for you and your business
with the necessary demolition of a portion of Cavalier Supply. The Town of Pulaski
wants to be as helpful as possible in your transition whether it's to a new location or to
rebuilding on your original site.
As you know, on August 4, 2006 Town crews eliminated the public safety hazard that
your unstable structure was creating. I directed the Code Compliance Office, Tom
Compton, and Town Engineer, Bill Pedigo, to use Town employees and equipment to
address the situation.
Some citizens have wandered why our workers didn't "complete the job." Current policy,
unfortunately, does not allow our crews to undertake a project that should be the
obligation of the private sector. I understand that Mr. Compton has provided you counsel
on private companies that can complete the task of the further demolition and removal of
debris. Testing for asbestos and other hazardous materials will be necessary before a
contractor can provide you with an adequate bid on clearing the site.
The Town has sought to assist you with ashort-term, 60-day lease of space in the former
Wade Building at the Maple Shade Plaza. I directed the Economic Development Director,
john White, to develop such a lease. Town policy, however, requires that there be a
,,~ public hearing concerning the lease of any public property. Such a hearing is a formality,
and it will take place on Tuesday, August 15, 2006 at 7 PM.

Wade Building at the Maple Shade Plaza. I directed the Economic Developmerrt Director,
• John White, to develop such a lease. Town policy, however, requires that there be a
public hearing concerning the lease of any public property. Such a hearing is a formality,
and it will take place on Tuesday, August 15, 2006 at 7 PM.
I must underscore to you that the current arrangemern for space is short term. Should you
be interested in extending the time in Wade's or desiring some other arrangement
involving the Town; you must make that inquiry in writing to the Town Council whose
next meeting dates are August 15, 2006 and September 5, 2006. The Town's long-term
plan for the Maple Shade property, however, is in flux, thus I encourage you not to
assume continued occupancy there.
Dr. White is available to help you find a more permanent space for Cavalier Supply. It
would he helpful for you to determine your space needs, height requirements, and other
necessities such as loading docks, power requirements, and anticipated future needs.
There are other options in Town for lease or purchase. Of course, when your site on N.
Washington Avenue is cleared, the construction of a new building could take place.
Again, Town staff stands ready to assist you in this transition. We value your long
tradition of service to the community, and we anticipate your having a bright future.
