OPPOSING LEGISLATION TO ELIMINATE
THE
PERSONAL PROPERTY TAX
WHEREAS, personal property and real estate taxes are the largest source of local
revenue available to Virginia localities, and the personal property tax accounts for 4.9°fo
of the Town's revenues; and
WHEREAS, there is no guarantee that the Town of Pulaski and other localities in the
state will recover an equivalent amount of funding (approximately $278,500 this fiscal
year for the Town) from the state to replace this revenue; and
WHEREAS, an increase in approximately twelve (12) cents in the real estate tax for the
Town would be necessary to generate enough additional revenue to compensate for the
loss of funding from personal property taxation; and
WHEREAS, this would force the first real estate tax increase in the Town since 1991;
and
WHEREAS, it takes all of the revenue collected from the real estate tax in the Town of
• Pulaski, the personal property tax, and other smaller taxes to pay for fire and police
protection, water and sewer service, and other necessary services for our citizen's
welfare; and
WHEREAS, the Commonwealth of Virginia continues to mandate that the Town of
Pulaski and all Virginia localities provide services and meet regulations without
providing State funds to pay for these mandates; and
WHEREAS, such mandates are issued without consideration of the financial burdens on
the more rural areas of the state and their citizens; and
WHEREAS, past experience indicates that any substitution for the personal property tax
would benefit the wealthier localities of the Commonwealth to the detriment of the Town
of Pulaski and its citizens; and
WHEREAS, the welfare of the citizens of the Town of Pulaski requires adequate revenue
to provide for their needs; now therefore

BE IT RESOLVED by the Town Council of Pulaski, Virginia, that this Council states
its opposition to any legislation which will reduce or cause the loss of the personal
property tax as a source of revenue for the Town of Pulaski, Virginia and other Virginia
localities. We urge the Governor and the General Assembly to provide more state funding
for Virginia's local governments and eliminate the unjust imposition of unfunded
mandates upon the Town of Pulaski and local governments throughout the
Commonwealth.
This resolution is effective upon adoption and is adopted by recorded vote of the Town
Council of the Town of Pulaski, Virginia, on this 4`~ day of November, 1997 as follows:
