REGISTRATION OF VACANT BUILDINGS
WITHIN THE TOWN OF PULASKI
WHEREAS, the General Assembly of the Commonwealth of Virginia amended §15.2-
1127 of the Code of Virginia 1950 as amended to permit the Town of Pulaski, Virginia to
require owner or owners of buildings located in a conservation or rehabilitation district,
which have been vacant for a continuous period of twelve (12) months, to register said
buildings with the Town; and
WHEREAS, the Town Council conducted a duly noticed public hearing on August 15,
2006, wherein the comments of the public were heard; and
WHEREAS, the Town Council has decided such registration is in the interest of the
public, health, welfare, and safety of the citizens of the Town,
NOW, THEREFORE be it ORDAINED by the Town Council of the Town of Pulaski,
Virginia, sitting in regular session this 15th day of August 2006, that Chapter 18,
"Buildings and Building Regulations", of the Code of Ordinances of the Town of Pulaski,
Virginia is hereby amended as follows:
Article III. Registration of Vacant Buildings
Sec. 18-50. Registration of Vacant Buildings
Owner or owners of buildings that have been vacant for a continuous period of
twelve (12) months or more and are located in a conservation and rehabilitation
district of the Town shall register such buildings with the Town on an annual
basis.
Sec. 18-51. Registration Fee
Owner or owners of buildings covered under this article shall pay an annual
registration fee not exceeding $25.00.
Sec. 18-52. Registration of Structures
Registration of buildings shall be on forms designated by the Town and filed with
the agency designated by the Town.
Sec.18-53. Penalties
(a) Failure to register shall be punishable by a $50 civil penalty.
(b) Failure to register in conservation and rehabilitation districts designated by
the Town Council , or in other areas designated as blighted pursuant to
Code of Virginia §36-49.1-1 shall be punishable by a civil penalty not
exceeding $250.
(c) Notice shall be mailed to the owner or owners, at the address to which
property tax notices are sent, at least 30 days prior to the assessment of
• the civil penalty.

This ordinance is effective upon adoption and is hereby adopted this 15th day of August
2006 by the duly recorded vote of the Town Council as follows:
