PULASKI TOjaN CODE

Amending Section 10-38 (Vehicle License due date) of the Pulaski Town Code
WHEREAS, pursuant to Section 10-38 of the Pulaski Town Code, the Town Council sets
the due date for vehicle license in the Town of Pulaski, Virginia; and
WHEREAS, on March 21, 1995, the Town Council approved Ordinance No. 95-4, which
allows for the joint enforcement of Town and County decals.
WHEREAS, currently County and Town of Dublin have a common due date of April 1 while
the Town of Pulaski's current due date is August 31; and
WHEREAS, staff recommends amending the Town's due date to April 1 so that the County,
Town of Dublin and Town of Pulaski have a common due date. This will simplify and
enhance enforcement efforts; and
WHEREAS, the Finance Department recommends approval of the ordinance because the
April due date will improve the collection of personal property taxes that are due on
December 5 of each year.
NOW THEREFORE, BE IT ORDAINED by the TOWN COUNCIL of the TOWN OF
PULASKI, sitting in regular session on June 20, 1995, that:
Section 1. Section 10-38 is hereby amended to read as follows:
• License taxes assessed pursuant to this article shall be due and payable on the first of April
of each year and shall run through the thirty-first of March of the next succeeding year.
Section 2. Effective until A~~ 1, 1_997. The schedule of fees for license taxes valid from
September 1, 1995 until April 1, 1997 shall be as follows:
Private Passen er Vehicles $30.00
Motorc cles 12.00
Trucks nder 20 000 ounds $30.00
Trucks (Over 20,000 pounds) $30.00 plus $1 per 1,000 pounds in excess of 20,000
ounds
Section 3. Effective A ri 1, 1997 and thPrPaftar. The schedule of fees for license taxes
valid from April 1 of each year through the thirty-first of March of the next succeeding year
shall be as follows until amended by Town Council:
Private Passen er Vehicles $20.00
Motorc cles 8.00
Trucks Under 20 000 ounds $20.00
Trucks (Over 20,000 pounds) $20.00 plus $1 per 1,000 pounds in excess of 20,000

Section 4. Section 10-44 is hereby amended to read as follows:
• (a) Effective until Ay~ril 1, 1997. Whenever an owner is not assessable with a license tax on
any vehicle until on or after the first of March 1996, and prior to the first of September
1996, then he shall pay two-thirds of the tax required by this article; or if he is assessable
after the first of September 1996 he shall pay one-third quarter of the tax required for one
year.

December in any current tax year, then he shall pay two-thirds of the tax required by this
article; or whenever an owner is not assessable with a license tax until on or after the first
of December in any year then he shall pay one-third of the tax required for one year.
tion 5. Section 10-41 is hereby amended to read as follows:
(a) Effective until AFri_l 1_, 1 7. Every person or estate holding a motor license or tag who
disposes of the vehicle for which it was issued and does not purchase another vehicle of the
same class, shall be entitled to a refund of the unused portion of the license tax theretofore
paid the town by him upon a surrender of the license decal or tag and the production before
the treasurer of the town of a certificate or other evidence from the state motor vehicle
commission or other proper state officer, that the state license plates and registration
certificate have been surrendered. If the license is surrendered before the first day of
March 1996, such refund shall be two-thirds of the license tax paid; should the surrender of
• the decal or license tag be made after the first day of March 1996 and prior to the first day
of September 1996, th$re shall be a refund of one-third of the license tax paid. No refund
shall be made after the first of September 1996. The refund shall be made by the treasurer
of the town when proper evidence as provided above is submitted to him.

Section. All other provisions of Article II in Chapter 10 of the Pulaski Town Code shall
remain in effect.
This ordinance is effective July 1, 1995 and is adopted by this recorded vote of the Town
