S, 1993 EFFECTIVE: Jan. 5, 1993 r~ ~J - 116- • ORDINANCE N0. 93-1 ORDINANCE PERMITTING AN APPALACHIAN POWER COMPANY SUBSTATION AS CONDITIONAL USE AT ITS PROPERTY NEAR BOB WHITE BOULEVARD WHEREAS, Appalachian Power Company has requested permission to construct an electrical substation at its property near Bob White Boulevard, (Tax Map No. 073-010-0000-047) of the Town of Pulaski, Pulaski County, Virginia; and, WHEREAS, the Pulaski Station, APCO's local substation, is located on Route 99. It was constructed in the 1920s and services 88 kV transmission lines, and WHEREAS, APCO has been upgrading its transmission lines to 138 kV, which are commonly used by electric utilities across the nation. APCO requested approval of the new substation because 1) the existing Pulaski Station cannot handle the 138 kV transmission lines; 2} the Pulaski Station is located in the flood plain and 3) due to the Pulaski Station's age, replacement parts are often difficult to locate, and • WHEREAS, APCO purchased the 3.85 acre site in 1980 for the construction of the Peak Creek Station, which would replace the Pulaski Station. APCO has installed a 138 kV transmission line to the site and no additional transmission lines are required at this time, and WHEREAS, the substation will reduce the transmission voltage of 138 kV to a distribution voltage of 12 kV and 34.5 kV, and WHEREAS, the anticipated capital expenditures for the Peak Creek Station are almost $3.5 million. The upgrade of distribution line equipment is estimated to be an additional $2.5 million, and WHEREAS, the proposed Peak Creek Station will serve the same area of the Pulaski Station It includes the Town of Pulaski and the surrounding area of Pulaski County, and WHEREAS, APCO plans to remove almost all equipment from the Pulaski Station and retire and remove 49 miles of existing 88kV transmission lines and towers, including Walnut Avenue and Route 99, and WHEREAS, the subject location is zoned M-1 (Limited Industrial) and an electrical substation requires a conditional use permit; and, WHEREAS, after advertisement as required by law, the Planning Commission and Town Council held a joint public hearing on December 15, 1992, • wherein, the plans of the applicant and the concerns of the neighbors were addressed; WHEREAS, on January 4, 1993, the Planning Commission recommended -117- • approval of the conditional use. NOW, THEREFORE, be it ORDAINED by the Town Council of the Town of Pulaski, Virginia, sitting in regular session on January 5, 1993 that the application of the Appalachian Power Company to locate an electrical substation at its property near Bob White Boulevard (Tax Map No. 073-010-0000-047) as set forth in the application submitted to the Town, is hereby approved as a conditional use, subject to the following conditions which have been accepted by the applicants: 1. The applicant shall construct the substation in accordance with the November 9, 1992 conditional use application and site plan submitted to the Town; and 2. The 12 kV and 34.5 kV distribution lines shall leave the Peak Creek Station underground to improve the appearance of the station; and 3. The applicant shall retain as many trees as possible at the site; and 4. The applicant shall conform with all conditions imposed by the M-1 (Limited Industrial) District and any other applicable laws and regulations. This ordinance is effective upon adoption and is adopted by recorded . vote of the Town Council of the Town of Pulaski, Virginia on this 5th day of January, 1993, as follows: Charles D.
