HomeMy WebLinkAbout93-11ORDINANCE 93-11 • APPROVING A SUPPLEMENTAL APPROPRIATION FROM THE SERER FUND FOR THE CONSTRUCTION OF THE CRITZER SEWAGE PUMP STATION ADOPTED: April 20, 1993 EFFECTIVE: April 20, 1993 • -133- LJ ORDINANCE 93-11 APPROVING A SUPPLEMENTAL APPROPRIATION FROM THE SEWER FUND FOR THE CONSTRUCTION OF THE CRITZER SEWAGE PUMP STATION Whereas, the Critzer Sewage Pump Station was constructed by Pulaski County in 1971 and annexed by the Town in 1988. It serves Renfro's Newbern Road plant, Long-Airdox, Appalachian Power Company, Critzer Elementary School and 61 residences and carries approximately 13 percent of the Town's total wastewater flow; and Whereas, the pump station's insufficient wet well capacity requires that the pumps run almost continuously. Due to its age and short rests between pumping, the existing pump station often overheats and suffers mechanical breakdowns; and Whereas, because the pump station was not designed to handle the existing sewage volume from major industries and residential areas, the Town has an immediate need to replace the pump station; and Whereas, the Town of Pulaski Engineering Department opened bids on March 26, 1993 for the Critzer Sewage Pump Station Pumps and awarded a contract, in the amount of $83,733.00, to Emory L. Wilson and Associates, Colfax, North Carolina; and Whereas, the Engineering Department opened bids for the Critzer • Sewage Pump Station Wet Well and Piping on April 16, 1993. The Town received one bid from Structures and Utilities, Christiansburg, Virginia, in the amount of $35,874.54; and Whereas, the FY 1992-93 Sewer Fund Capital Outlay budget contains $80,000 for the construction of the Critzer Sewage Pump Station, which was based on an Engineering Department initial cost estimate in March 1992. The Engineering Department further refined their estimate in July 1992 after the adoption of the budget; and Whereas, the project cost has exceeded the budgeted amount due to design revisions mandated by the Health Department and other Engineering Department revisions since March 1992; and Whereas, the total cost of the project is $119,988.16, which exceeds the budgeted amount by approximately $40,000; and Whereas, the Acting Town Manager requested a supplemental appropriation to the Sewer Fund Capital Outlay budget, in the approximate amount of $40,000, to complete the Critzer Sewage Pump Station replacement project; and Whereas, the supplemental appropriation of up to $45,000 shall be funded by the Sewer Fund balance, which was $363,054 as of March 31, 1993. • -134- • NOW, THEREFORE, be it ORDAINED by the Town Council of the Town of Pulaski, Virginia, sitting in regular session on April 20, 1993, that up to $45,000 is approved as a supplemental appropriation to the Sewer Fund Capital Outlay Budget from the Sewer Fund balance to complete the Critzer Sewage Pump Station Replacement. This ordinance is effective upon adoption and is adopted by recorded vote of the Town Council of the Town of Pulaski, Virginia on this 20th day of April, 1993, as follows Charles D.
