• ORDINANCE APPROVING A CONDITIONAL USE
FOR A YOUTH EMERGENCY SHELTER AT 231 RANDOLPH AVENUE
WHEREAS, the Pulaski County Youth Emergency Shelter, Margaret Stevens, President,
submitted a conditional use application for a youth shelter at 231 Randolph Avenue; and
WHEREAS, the subject property is zoned R-O (R.esidential Office) and is identified as Tax
Map No. 072-032-B057-6, 7, 8 and 9; and
WHEREAS, in a R-O (R.esidential Office) district, the proposed use is permitted as a
conditional use. Specifically, the R-O district allows any residential use permitted in the
R-2 district. The R-2 district allows "family care homes, foster homes or group homes ... as
conditional use.°; and
WHEREAS, according to the application, the Youth Emergency Shelter proposed short-
term (4-5 day) stays for youth (0-18 years old) who are in emergency or crisis situations at
home. It will accommodate up to 21ive-in house parents, in-take area, counseling area,
eating-dining area, living room-study and sleeping quarters for 8 or less male and female
youths. A handicapped accessible restroom and bedroom will be located downstairs.
WHEREAS, after advertisement as~'required by law, the Planning Commission and Town
Council conducted public hearings on March 13, 1995 and March 21, 1995, respectively ,
wherein the comments and concerns of the public were heard; and
• WHEREAS, following its public hearing, the Planning Commission recommended approval of
the conditional use with a condition that a 6-l/2-foot solid fence be erected on the property's
north and south sides to screen the use from the surrounding residences.
NOW THEREFORE, be it ORDAINED by the Town Council of the Town of Pulaski, Virginia,
sitting in regular session on March 21, 1995, that the application of as set forth in the
application submitted to the Town is hereby approved with the condition that a 6-1/2-foot solid
fence be erected and maintained on the property's north and south sides to screen the use from
the surrounding residences unless the owner of the adjacent property waives the same in
writing.
This use is subject to any other restrictions imposed by the R-O zoning district and any other
applicable laws and regulations.
This ordinance is effective upon adoption and is adopted by recorded vote of the Town Council
of the Town of Pulaski, Virginia, on this 21st day of March 1995 as follows:
