• ORDINANCE NO. 95-29
AMENDING THE METHOD FOR PAYMENT AND
AUTHORIZATION OF TOWN OBLIGATIONS
BE IT ORDAINED by the Council of the Town of Pulaski, Virginia,
sitting in regular session on September 19, 1995, that:
WHEREAS, the Town of Pulaski has designated certain individuals to
sign checks in the absence or incapacity of the town treasurer or
town manager; and
WHEREAS, the Clerk of the Council, acting as deputy treasurer, has
been designated this signatory authority; and
WHEREAS, the Assistant Finance Director/Treasurer and Assistant
Town Manager have detailed responsibility and knowledge of
Departmental and Town financial transactions on a day-to-day basis
and the organization of the Department provides appropriate
internal controls for separation of duties; and
WHEREAS, obligations of the town are paid by both check and by
electronic transfer; and
. WHEREAS, in order to designate the Assistant Town Manager and
Assistant Finance Director/Treasurer with signatory responsibility
in the absence or incapacity of the town treasurer or town manager
and to permit payment of town obligations by electronic transfer as
well as check, Section 2-38 of the Town Code is amended as follows:

"(a) All vouchers drawn in connection with the payment of
obligations shall be made through the office of the town
treasurer by checks or electronic transfer. All such checks
shall be signed by the town treasurer and countersigned by the
town manager, and all such electronic transfers shall be
authorized in writing by the town treasurer and town manager.
In the absence from the town or in the event of incapacity of
either or both the town treasurer and town manager to sign
such checks or to authorize such transfers, then the -'-M'- ~F
assistant town manager,
assistant town treasurer or the mayor shall sign for the town
treasurer or town manager. The intention of the council in
naming the substitute officers for the town treasurer and the
town manager is not to permit the substitute officers to act
as a matter of convenience but only to act when the treasurer
or town manager or both of them are not available to act.
Other substitutes may be named by the council from time to
time.
(b) The signing of checks may be by facsimile signatures.

(c) (Added) Electronic transfers may be accomplished by telephone,
telefax or by an on-line electronic data link."
This Ordinance shall be effective upon adoption and is adopted this
19th day of September, 1995, by recorded vote of the Town Council
as follows:
