HomeMy WebLinkAbout97-03ORDINANCE N0. 97-3 AMENDING THE POSITION CLASSIFICATION PLAN TO INCLUDE THE POSITION OF ASSISTANT TO THE TOWN MANAGER • 445 V I R G I N I A ORDINANCE NO. 97-3 AMENDING THE POSITION CLASSIFICATION PLAN TO INCLUDE THE POSITION OF ASSISTANT TO THE TOWN MANAGER BE IT ORDAINED, by the Town Council of the Town of Pulaski, Virginia, sitting in regular session on January 21, 1997, that: WHEREAS, the Position Classification Plan is the official system or approved system of grouping position into appropriate classes; and WHEREAS, the Town Manager and Department heads are responsible for assessing the human resources needs of the Town's departments; and WHEREAS, the Town Manager recommended to Town Council that the position of Assistant to the Town Manager be created to assist the Manager in administering the affairs of the Town, and to handle other administrative duties according to the attached job description; and WHEREAS, after applying the position classification rating criteria to this position, it was determined to be a Grade 9 with a salary range of $22,986 to $34,480. WHEREAS, Section 2.7 of the Personnel Policies and Procedures manual requires that Town Council . approve the addition of a new position by amending the Position Classification Plan; and WHEREAS, Town Human Resources Committee reviewed the need for this position during its meeting January 17, 1997 and concurred with staff's recommendation and sufficient funds have been budgeted for FY 1996-97. NOW THEREFORE, the Classification Plan (Attachment A -dated May 23, 1996) is hereby amended to include the position of Assistant to the Town Manager, Grade 9. Work Activities Finance Duties * Reviews monthly revenue and expenditure reports* * Prepares monthly revenue and expenditure reports to monitor the budget* * Assists in preparing the annual budget* * Assists in projecting revenues* * Works with department heads to balance department budgets * Assists in presenting and explaining the annual budget to Town Council * Purchasing & Procurement Law Knowledge Personnel Duties * Assists the Town Manager in personnel related matters * Assists in the interviewing and hiring of employees * * Ensures compliance with state and federal employment guidelines • * Completes annual performance evaluations for the administrative staff Community and Economic Development Duties * Assists the Town Manager in community and economic issues * Provides liason role with various community groups Town Council Duties * Assists Town Manager in Town Council Matters * Attends town council and committee meetings * Addresses administrative questions at town council and committee meetings * Prepares agenda items for each meeting * Prepares the reports of town council and committee meetings Boards and Committee Duties * Attends and represents town administration at the Architectural Review Board, Planning Commission, Board of Zoning Appeals and Housing Board of Adjustment and Appeals. * Prepares the agenda for the Architectural Review Board, Planning Commission, Board of Zoning Appeals and Housing Board for Adjustment and Appeals Miscellaneous Duties * Responds to questions or concerns of Pulaski citizens either in writing, by phone or . face-to-face & maintains inventory * Meets with department heads daily to keep informed and advise on Town issues * Meets frequently with the Town Manager to relay information or deal with town issues 447 * Reviews designs of town development projects * Performs all other job related duties as needed Tools and Equipment * Office supplies (e.g. paper, pens) * Telephone/Fax * P.C. woad processor * Code book for the Town of Pulaski * Spreadsheet & computer generated reports/forms * Town vehicle Job Context The Assistant to the Town Manager works indoors in a temperature controlled, normally quiet building with adequate lighting. The incumbent works approximately 45 hours per week, 12 month a year with little or no supervision. The position calls for the incumbent to sit for long periods of time on some days and long periods of standing and walking on others. This position has a moderate level of stress (may be highly stressful in time of town crisis). Work Performance The Assistant to the Town Manager is evaluated annually by the Town Manager on the . standard performance appraisal form implemented by the Town of Pulaski.
