HomeMy WebLinkAbout97-10• ORDINANCE N0. 97-10 SETTING FORTH THE CHARGES FOR WATER SERVICE • i Adopted: June 3, 1997 Effective: After June 1997 Meter REading 457 • ORDINANCE NO.97-10 SETTING FORTH THE CHARGES FOR WATER SERVICE • BE IT ORDAINED by the Town Council of the Town of Pulaski, Virginia sitting in regular session on June 3, 1997 that the rates to be charged for water service shall be and hereby are, amended to read as follows: Charges for water service generally A. Water Rates Consumers, other than those subject to the provisions of section B of this ordinance, shall pay a fixed charged based on meter size and a volume charge based on actual consumption. 1. Fixed Charge - Each in-Town consumer shall pay a fixed charge each month based upon meter size according to the following schedule: In Town Out-of-Town Fixed Fixed Meter Size Charge Charge 5/8-inch $ 6.05 $ 12.10 1-inch $ 13.52 $ 27.04 1-1 /2 inch $ 25.71 $ 51.42 2-inch $ 40.93 $ 81.86 3-inch $ 86.50 $ 173.00 4-inch $ 131.88 $ 263.76 6-inch $ 256.65 $ 513.30 8-inch $ 405.97 $ 811.91 10-inch $ 577.97 $ 1,155.94 2. Volume Charge - In addition to the fixed charge, each in-Town consumer shall pay for actual water used, rounded to the nearest thousand gallons, according to the following schedule: Volume Charge (per thousand gallons) In-Town Out-of-Town 1,000 to 20,000 gallons $ 1.36 $ 2.72 Next 680,000 allons $ 1.11 $ 2.22 Over 700,000 allons $ 0.99 $ 1.98 The in-Town fixed charge and volume charge shall apply to customers located within the corporate limits of the Town. The out-of-Town fixed charge and volume charge shall apply to customers located outside the corporate limits of the Town. 458 • B. Rates for multi-family dwelling units, mobile home parks, commercial buildings The owners, lessees of buildings and all persons or corporations constructing and operating multifamily housing units, trailers, or mobile home parks, commercial or business buildings have the option of installing a master meter or individually metering units. If a master meter is used, the consumer shall pay a fixed charge based upon meter size and a volume charge based upon actual consumption for that meter. If the units are individually metered, but under one account, the owner or lessee may apply for the consolidated flow provision identified in Section C. If a consolidated flow provision is not in effect, the owner or lessee shall pay a fixed charge for each meter based upon meter size and a volume charge based upon actual consumption for that individual meter. If the units are individually metered and under separate accounts, each individual account shall pay a fixed charge based on meter size and a volume charge based upon actual consumption of that meter. The in-Town fixed charge and volume charge shall apply to consumers located within the corporate limits of the Town. The outside-Town fixed charge and volume • charge shall apply to consumers located outside the corporate limits of the Town. C. Consolidation of Flows for Customers with Multiple Meters The volume charge for single consumers with multiple meters at a single site shall be based upon the cumulative consumption of all meters at the single site. The consumer shall be charged a fined charge for each of their meters. The consumer bears the burden of requesting the consolidated flow provision. If a consumer who meets the criteria of the consolidated flow provision does not request approval, the consumer shall pay all normal charges until approval by the Town Engineer is granted. The consumer is not eligible to recover the benefits of the consolidated flow provision for months prior to approval by the Town Engineer. Prior to application of the consolidated volume charge, the consumer must submit a written request to the Town Engineer. The Town Engineer may request a site plan or other information to substantiate that the consumer meets the criteria for consolidated volume charges. The Town Engineer has the authority to approve a request for consolidated billing. If a consumer objects to the Town Engineer's ruling, the consumer may appeal to the Town Council, whose ruling shall be final. • The connection fee and availability charges shall remain unchanged. 459 • I,Ruth A.
