HomeMy WebLinkAbout96-20ORDINANCE N0. 96-20 Amending the Position Classification Plan to Include the Position of Economic Development • Specialist Adopted: June 4, 1996 Effective: July 1, 1996 392 • ORDINANCE NO.96-20 AMENDING THE POSITION CLASSIFICATION PLAN TO INCLUDE THE POSITION OF ECONOMIC DEVELOPMENT SPECIALIST BE IT ORDAINED, by the Town Council of the Town of Pulaski, Virginia, sitting in regular session on June 4, 1996, that: WHEREAS, the Position Classification Plan is the official system or approved system of grouping position into appropriate classes; and WHEREAS, the Town Manager and Department heads are responsible for assessing the human resources needs of the Town's departments; and WHEREAS, the Town Manager and Economic Development Director recommended to Town Council that the position of Economic Development Specialist be created to assist the Director in marketing and developing the Town, administering the enterprise zone and to handle other administrative duties according to the attached job description; and WHEREAS, after applying the position classification rating criteria to this position, it was determined to be a Grade 7 with a salary range of $19,492 to $29,238. The rating criteria for the Economic Development Specialist is also attached. WHEREAS, Section 2.7 of the Personnel Policies and Procedures manual requires that • Town Council approve the addition of a new position by amending the Position Classification Plan; and WHEREAS, Town Council reviewed the need for this position during its budget deliberations and concurred with staff s recommendation and sufficient funds have been budgeted for FY 1996-97. NOW THEREFORE, the Classification Plan (Attachment A -dated May 23, 1996) is hereby amended to include the position of Economic Development Specialist, Grade 7. In general these duties will improve the economic base of the Town and include, but not be limited to: research, marketing, advertising, performing town business activities, administrative activities, and business development. ' Work Activities Market/Research Activities • Carry out research on economic trends and report trends to the Duector • Write briefs on economic trends for Director, Town Manager, and Town Council • Provide technical assistance to Board of Economic Development and its committees • Assist in surveys related to economic development • Work with Director in developing marketing strategies for town • Monitor and track advertisements and results to help determine best usage of marketing funds Public Relations Activities • Encourage joint activities between town businesses and the Department of Economic Development • Provide technical assistance to local citizens and local businesses who contact office for information or assistance • Assist in developing town festivals and events, or works independently as directed by Director • Assist, or works independently, in fund raising for promotional events as directed by Director Development Activities • Assist director on projects related to economic development • Work on projects independently as directed by director • Work with Director in coordinating efforts with county governments and regional development agencies • Work with Director in developing and implementing revitalization plan(s) for the town • Assist or works independently, in researching and writing grant applications related to town development Business Retention/Expansion Activities • Work with Director to coordinate Pulaski Main Street program • Work with Director to monitor local businesses and assist businesses in need of assistance • Assist, or coordinates independently, surveys of local businesses for economic development • Handle local business requests for i~ormation or other assistance Administrative Activities • Perform general administrative tasks (arrange mass mailings, arrange schedules 8c meetings, etc.) • Perform all administrative functions requested by the Board of Economic Development • • Prepare letters, contracts, memos, etc. for use by department and distribution to other departments ~~ 394 .r Tools and Equipment • • General office supplies • Office computer and fax machine • Office phone • Calculator • File cabinets Job Content The Economic Development Specialist will spend most of their time in an office environment working with the Director of Economic Development. At times a considerable amount of time may be spent outside of the office conducting business related to economic development (i.e., meeting with local businesses or business prospects, Board of Economic Development meetings, etc.) Work Performance The Economic Development Specialist will be evaluated by the Director of Economic Development on the standard performance appraisal evaluation implemented by the Town of Pulaski, annually. Job Qualifications Upon hire, the Economic Development Specialist must: • Have a four (4) year college degree in economics, marketing, business, planning or other similar field • Be able to communicate effectively verbally and in writing • Have computer experience, including word processing, statistical data processing, and other areas, sufficient to allow employee to integrate easily with software currently in use by town • Be able to work with little or no supervision • Prior economic development experience is desired, but not required • After hire, the Economic Development Specialist must: • Become familiar with the administrative aspects of the position + Demonstrate the skills necessary to complete all assignments • 395 13 rrtle: Economic Development Specialist Department: Economic Dev ~ n r,,,._w...,..,M»,~..,,mw~.,..„„,M...y,mm. ,,...
