• ORDINANCE GRANTING A CONDITIONAL USE PERMIT
TO LOCATE THE HEAD START PROGRAM
AT THE RANDOLPH HOUSE,
921 R.ANDOLPH AVENUE
WHEREAS, the Randolph House Board of Directors, owners of the Randolph House,
submitted a conditional use permit, to allow the Head Start Program to locate in the first
floor of the west wing of the Randolph House, previously used as doctor's offices; and
WHEREAS, the subject property at 921 Randolph Avenue is zoned R-0 (Residential
Office District) and is identified as Tax Map No. 072-032-0000-037, 038, 039; and
WHEREAS, the operation of the Head Start Program at the Randolph House is allowed
as a conditional use; and
WHEREAS, after public advertisement required by law, the Planning Commission and
Town Council conducted public hearings on June 8, 1998 and June 16, 1998,
respectively, wherein the comments and concerns of the public were heard; and
WHEREAS, at its June 8, 1998 meeting, the Planning Commission recommended
approval of the application subject to the following conditions:
• 1. Smoke detectors shall be installed in corridors and areas open to the corridor.
2. Smoke detectors shall be inter-connected to the fire alarm system of the
Randolph House.
3. The manual fire alarm system shall be tested and maintained in the same
manner as the second floor area of the west wing of the Randolph House.
4. In the event that the fire alarm sounds, the occupants of the first floor shall
evacuate the building and shall remain outside the facility until it shall be
deemed safe by the proper authorities that the building is safe to reenter.
5. All exterior play areas shall be fenced in and gated as required by regulations.
NOW, THEREFORE be it ORDAINED, by the Town Council of the Town of Pulaski,
Virginia, sitting in regulaz session on June 16, 1998, that the application for a conditional
use permit by Randolph House, 921 Randolph Avenue, to locate the Head Start Program
in the first floor of the west wing is hereby approved. This approval is subject to the
conditions placed upon the applicant by the Planning Commission as outlined above in
this ordinance.
This use is subject to any other restrictions imposed by the R-O zoning district and any
other applicable laws and regulations.

• This ordinance is effective upon adoption and is adopted by recorded vote of the Town
Council of the Town of Pulaski, Virginia on this 16t day of June 1998 as follows:
