HomeMy WebLinkAbout99-03• Ordinance No. 99-3 Amending the position classification plan to include the position of engineering technician I and revising engineering technician II to grade 7. • Adopted: March 2, 1999 Effective: March 2, 1999 a • • Pulaski f V I R G I N I A ORDINANCE 99-3 AMENDING THE POSITION CLASSIFICATION PLAN TO INCLUDE THE POSITION OF ENGINEERING TECHNICIAN I AND REVISING ENGINEERING TECHNICIAN II TO GRADE 7 • y BE IT ORDAINED, by the Town Council of the Town of Pulaski, Virginia, sitting in regular session on March 2, 1999, that: WHEREAS, the position Classification Plan is the official system or approved system of grouping positions into appropriate classes; and WHEREAS, the Town Manager and Department Heads are responsible for assessing the human resources needs of the Town's departments; and WHEREAS, after applying the position classification rating criteria to Engineering Technician I and Engineering Technician II, it was determined that these positions are a Grade 6, with a salary range of $19,208 to $28,811, and Grade 7, with a salary range of $21,100 to $31,368, respectively. The rating criteria for these two positions are attached to this ordinance. WHEREAS, Section 2.7 of the Personnel Policies and Procedures Manual requires that Town council approve the addition of a new position by amending the Position Classification Plan; and WHEREAS, Town Council reviewed the need for these changes and concurred with staff's recommendations and sufficient funds are available and budgeted for FY 1998-1999 to cover the Engineering Technician I change. NOW, THEREFORE, be it ORDAINED, that the Classification Plan (Attachment A-dated May 23, 1996) is hereby amended to include the position of Engineering Technician I, Grade 6 and Engineering Technician II, Grade 7. The Engineering Aide works from 8:00 a.m. - 4:30 p.m. Monday -Thursday. ° This is a part-time position that lasts twelve months each yeaz. The Engineering Aide works both outside and inside a climate controlled building with adequate lighting. This position does require physical activity on field locations. There is some risk involved on this job due to work done in dangerous areas (e.g. sewers, near traffic). Work Performance The Engineering Aide is evaluated by the Town Engineer annually on the standard performance appraisal evaluation implemented by the Town of Pulaski. Job Qualifications Upon hire, the Engineering Aide must: • Have a high school diploma or better • Have drafting skills • Have good math skills • Have general knowledge of surveying • Have a working home telephone • Have valid drivers license • After hire, the Engineering Aide must: • Be skilled in assisting with surveying • Have computer skills - • Be skilled in reading maps • Be skilled in researching deeds • • Engineering Tech I Engineering Department Job Summary The Engineering Tech I is responsible for assisting the Engineering department in providing the town with engineering and other related services. The Engineering Tech I is primarily responsible for the drafting and surveying involved in all projects. Work Activities Drawing Duties • Plots drawings • Makes drawings of crime scenes for Police department • Makes drawings for Recreation department • Makes all blueprints for bids • Updates zoning map every four to five months • Drafts project designs _ • Makes copies of design specifications for projects • Updates Town maps streets, cemetery, house numbering) Field Duties • Takes sewer samples • Takes water samples • Measures right of ways • Stakes off funeral plots at cemetery • Examines right of ways, yards, and property for trash and weeds • Helps with surveying/note taking • Posts zoning notices on property • Obtains data for "As Built" drawings • Collects data for traffic engineering problems Communication Duties • Maintains correspondence with the 911 representative • Composes letters • Conducts over the phone surveys • Conducts door to door surveys • Prepares notices • Takes price quotes from contractors • Fills out sales slips for cemetery plots • Indexes cemetery plot sales • Decision Making Duties • Evaluates right of ways to determine if obstructed • Decides whether or not a requested street light is valid and makes recommendation for approval or non-approval • Decides if property owner is in violation of nuisance ordinance (only concerning weeds and trash) • Uses survey data to develop preliminary drawings Other duties • Sells cemetery plots • Copies 911 discrepancy sheets for Police Department • Files paperwork • Updates files • Keeps a record of all engineering employees involved in the Neighborhood Grant when applicable • Looks up information concerning zoning requests • Performs all other duties as assigned by the Town Engineer Tools and Equipment • Calculation • Two computers • AutoCad, Microsoft Office, Cybernet Water Model • Plotter • Copier • Elevation rod • Surveyor's level • Transit • Tripod • Hammers • Stakes • Printer • Drafting machine • Scale • Mechanical drawing tools (e.g. triangles, t-squares) • Office supplies (e.g. pens, pencils) • Town vehicle • Telephone • Fax machine • Lab equipment (e.g. thermometer, ph meter) _ Job Contest The Engineering Tech I works from 8:00 a.m. - 4:30 p.m. Monday -Friday. Engineering Technician II Engineering Department Revised 2/22/99 Job Summary The Engineering Technician II is responsible for ensuring that all construction projects meet required specifications. The Engineering Tecluucian II is also responsible for providing technical assistance to the Town Engineer. The Engineering Technician II works both outside and inside of a climate controlled building with adequate lighting. The majority of the Engineering Technician II's time is spent outdoors. This position does require physical activity on field locations. There are periods of moderate to high levels of stress on this job due to the dangerous locations, equipment used, and the number of citizens who depend on the safety and accuracy of ali completed construction projects.
