ORDINANCE APPROVING CHARTER AMENDMENT REDUCING THE
NUMBER OF ELECTED COUNCIL. MEMBERS
FROM EIGHT (8) TO SIX (6)
WHEREAS, the Pulaski Town Charter currently provides for eight (8) Council Members
to be elected; and
WHEREAS, Town Council has studied and deliberated the aforesaid issue and passed
upon said issue in open session; and
WHEREAS, a public hearing was held after at least ten (10) days' notice as required by
law on the proposed Charter changes;
NOW, THEREFORE, BE IT ORDAINED by the Town Council of the Town of
Pulaski, Virginia that the Town Council does hereby approve changes to the Town Charter to
accomplish the purpose of changing the number of elected Town Council Members from eight
(8) to six (6), not counting the position of Mayor of the Town of Pulaski;
• IT IS FURTHER ORDAINED that the Town Council of Pulaski, Virginia does hereby
request the Virginia General Assembly to make the necessary changes to the Town Charter to
accomplish these purposes. In furtherance and not in limitation of this request, the following
changes are hereby requested:
Section 3.04
That section (3.04) of the Town Charter shall be replaced by the following provision:
The Council shall be composed of six (6) Council members and-
the Mayor, to be elected from the Town at large.
The Council members and the Mayor shall be qualified voters
of the Town.

Section 3.05
That section (3.05) of the Town Charter shall be replaced by the following provision:
The Council shalt be elected in the manner provided by Virginia election .
laws. Three (3) Council members shall be elected on the first Tuesday in May 2000,
and every four years thereafter. The other three Council members shall be elected
on the first Tuesday in May 2002, and every four years thereafter.
The term of office for all Council members shall begin on July 1 next following
their election, and each shall serve for a term of three years or until his successor
shall have been elected and qualified. The Council members may succeed
themselves as often as the voters may choose.
Section 3.10
That section (3.10 E) of the Town Charter shall be replaced by the following provision:
Filling of vacancies other than office of mayor. A vacancy on the Council
• shall be filled within forty-five (45) days, for the unexpired term, by a majority vote of
the remaining members.
Notwithstanding any other provisions of this charter, if at any time the
membership of the Council is reduced to less than three (3), the remaining members
shall petition the circuit court to issue a writ for a special election to fill the
vacancies for the unexpired terms. Such special election shall be held not less than
sixty (60) days after the date on which the writ is entered and shall not be held within
sixty (60) days prior to any primary or general election.

This ordinance is effective on adoption and is adopted by duly recorded vote of the Town
Council in a regularly cal led Council meeting on Dec . , 1 6 , 19 9 9 as follows:
