AMENDMENT TO ORDINANCE RESTRICTING
THE USE AND/OR OPERATION OF
BICYCLES, ROLLER SKATES, ROLLER BLADES
SCOOTERS AND SKATEBOARDS
ON PUBLIC SIDEWALKS
WHEREAS, the Town Council has determined that the Town Police
and other Town officials have received complaints regarding the riding of bicycles,
skateboards, roller skates, roller blades and scooters on the Town sidewalks, in the
Town of Pulaski, Virginia and
WHEREAS, the Town Council deems that the prohibition of the riding
of bicycles, skateboards, roller skates, roller blades, and scooters on the Town
sidewalks is compatible with the public interest, safety, health and welfare of the
citizens of the Town of Pulaski, Virginia;
NOW THEREFORE, be it ordained by the Town Council of the Town
of Pulaski, Virginia, that the previously enacted Ordinance regulating the riding of
. bicycles on Town sidewalks, be amended and read in its entirety as follows:
The purpose of this ordinance is to promote the health safety, and
welfare of all persons visiting and/or using the sidewalks in the Town of Pulaski,
Virginia. The combinations of automobiles, pedestrians, bicycles, skateboards,
roller skates, roller blades, and scooters pose an unreasonable risk of harm in the
Town due to the heavily traveled nature of the areas and due to pedestrians
alighting from vehicles, stores, and residences adjacent to sidewalks, and to the
pedestrians.
The riding of bicycles, roller skates, roller blades, scooters and skate
boards is prohibited in the following areas: on all sidewalks bounded by the
following lines: the west line of Randolph Avenue; the north line of Fifth Street, N.
W.; the east line of Madison Avenue South as if extended to the southern edge of
Norfolk Southern right of way; the southern edge of the Norfolk Southern right of
way; and the south line of Commerce Street.
Violation of this section shall constitute a civil penalty and be punishable by
a fine of not more than $25.00 for each offense.

• Signs indicating the prohibitions set forth in this ordinance shall be
conspicuously posted in general areas where use of roller skates, roller blades,
skateboards, bicycles and scooters is prohibited.
This Ordinance is effective upon adoption and is adopted by duly
recorded vote of the Town Council of the Town of Pulaski, Virginia, on this the 6~'
day of November, 2001.
