There were present: Mayor Andrew L. Graham, Jr., presiding Council Members: John A. Johnston, John W. Stone, Bettye H. Steger, Roy H. D'Ardenne, Jr., W. Edgar Hale, Alma H. Holston Also Present: Frank Terwilliger, Town Attorney Thomas M. Combiths, Town Manager Robert J. Lyons, Assistarrt Town Manager Ruth A. Harrell, Clerk Visitors: Dee Lindsey and Paul Dellinger, News Media Carrie McConnell, Student Georgianna Aust, Student Valencia Johnson Ronald Vaughan Jake Blevins Suzanne Kirby, VA Tech Student The meeting was called to order by Mayor Graham. Councilman Stone led the Pledge of Allegiance and Councilman Hale gave the Invocation. Mayor Graham welcomed visitors to the meeting Following the roll call, Councilwoman Holston so moved that the minutes of the regular meeting of March 21, 1995, be approved as submitted, seconded by Councilwoman Steger and carried. From the public, Mr. Jake Blevins, Dora Highway, addressed Town Council regarding the need to I~AK ~ clean Peak Creek. He felt that previous cleaning of the creek at a cost of $37,000 was a waste of money. Mr. Blevins gave a detailed summary of prior cleaning and felt the channel behind his house needed to be opened up to handle the flow. Mr. Combiths stated that the estimates for Peak Creek cleaning are to be submitted by Apri17, 1995. As there were no further comments from the public, Mayor Graham called for Council Committee reports. UTILITIES CONIl~IlTTEE g~ Chairman Johnston advisers that the Utilities Committee had met Apri13 and reviewed the request for sewer installation on Whitethom Street. Septic system at 1409 Whitethorn has failed. Chairman Johnston stated that a survey of several houses on Whitethom was conducted and the home with the failed system was the only home that was interested in hooking on at this time. Others indicated that they would be interested in hooking on when their systems failed or at a later date. Considerable cost would be involved in installing a sewer line as it would have to run behind the homes to the back of the shopping center at Wal-Mart and lines would have to be 8-13 feet deep to insure proper flow. Chairman Johnston stated that at this time, we do not have the manpower and April 4,1995 Community Development next year. It is recommended that Council review the area between Washington Avenue and Bertha Street for infrastructure needs and replacement, housing conditions, etc. Councilwoman Holston so moved that Resolution No. 95-7 be adopted, seconded by Councilwoman Steger and carried on the following recorded vote: C~ZANr ~~~ John A. Black, Jr. -Absent HUMAN RESOURCES In the absence of Chairman D'Ardenne, Councilman Hale reported that the committee met March 29 in executive session concerning a personnel matter, regarding a specifically named individual. Also, a meeting of the committee is scheduled following this Council Meeting in executive session. PUBLIC OPERATIONS '~ Chairwoman Holston stated that before Council was Proclamation - "Spring Clean the Town". Of FAN ~ Mr. Combiths stated that staff had been working on a program in cleaning up the community utilizing volunteers and staff working the first three Saturdays in May. We are working with PSA to obtain dumpsters during this clean up. Service Clubs in the area will be asked to assist. ~~~~Chairwoman Holston made a motion that Proclamation "Spring Clean the Town", May, 1995, be adopted, seconded by Councilwoman Steger and carried. ORDINANCE CONIlVIlTTEE Chairman Black was absent. MAYOR'S REPORT Mayor Graham stated that the Jaycees will work on clearing up Dora Highway on Saturday, at 2:00 p.m. A letter of appreciation will be forwarded to the Jaycees. Mayor Graham advised that the next Town Meeting would beheld April 11, 7:00 p.m. at the T.G. Howard Center. Mayor Graham stated that Dr. Milton Brockmeyer and members of the Pulaski Railroad Models Club have been working at the train station in getting a room ready for the model trains. We appreciate all the work that they have done. Mayor Graham reported that joint meeting with the County, and Towns of Pulaski and Dublin was held last Thursday with a variety of subjects being discussed. Mayor Graham advised that Council had previously discussed and studied the Town Goals for 1995. Holston -Aye 9571 9572 April 4, 1995 Mayor Graham stated that Ms. Brenda Conner, Juvenile Intervention Specialist, had informed him that April was Child Abuse Prevention Month. Information will be distributed to schools and the news media on this worthwhile project. TOWN ATTORNEY' S REPORT Mr. Terwilliger had no report. TOWN MANAGER'S REPORT Mr. Combiths gave a projects update. At 4:35 p.m. Council went into Executive Session under 2.1-344 A7, one matter amcerning the contract for computer services for the Finance Department and the other matter concerning banking services; and Al, personnel matter involving specific individual and A7, consultation with legal UDAG IRAN counsel concerning an existing UDAG loan (Ellerys) in default, on motion made by Councilman DEE'AULT Hale, seconded by Councilwoman Steger and carried on the following recorded vote: John A. Black, Jr. -Absent Councilman D'Ardenne arrived at meeting during Executive Session. At 5:35 p.m. Council returned to regular session and adopted the Certification Resolution on motion made by Councilman Hale, seconded by Councilman D'Ardenne and carried on the following recorded vote: John A. Black, Jr. -Absent ~~ Lp~ Mr. Terwilliger advised Council that right now we have a UDAG loan in default, Ellerys Blues & DEFAULT More, and the club has bean closed for some time. There is a prospective new tenant for the building who has also inquired about purchasing some of the equipment on which the Town of Pulaski has a lice. The Town made its UDAG loan with items of personal property and fixtures, equipment and furnishings as collateral. The details are in the final stages of negotiation and we have the ability to sell this.collateral at public auction under our documents if we so desire, however, we also have the right to sell it at private sale. Mr. Penn and Mr. Jenkins have consented to a private sale and have indicated that they feel it will also be in their best interest. Mr. Terwilliger asked permission for the Town Manager to be authorized to sell this collateral at private sale with terms favorable to the Town, understanding, of course, that these particular items do not release the Penn's and Mr. Jenkins for any balance that might be due.
