HomeMy WebLinkAbout11-30-93Pdovember 30, 1993 9360 Minutes of the special meeting of the Pulaski Town Council held November 30, 1993, at 8:00 a.m. in the Council Chambers in the Municipal Building. There were present: Mayor Gary C. Hancock, presiding Council Members: Charles D. Crispin, J. R. Schrader, Jr., Roy H. D'Ardenne, W. H. Schrader, Jr., Andrew L. Graham, E. G. Black, Jr., Alma H. Holston, Robert N. Glenn Also Present: Frank Terwilliger, Town Attorney Thomas M. Combiths, Town Manager Robert J. Lyons, Asst. Town Manager Ruth A. Harrell, Clerk Visitors: Paul Dellinger, News Media The meeting was called to order by Mayor Hancock. Councilman Graham led the Pledge of Allegiance and Councilman Glenn gave the Invocation. The roll call was taken with all Council Members being present. SEWER FUND WATER FUND Mayor Hancock advised that the purpose of the special meeting was to consider supplemental appropriations for the FY 1992-93 water fund in the amount of $24,624 and to the sewer fund in the amount of $215,503 as recommended by the Town's auditors. Before Council was Ordinance No. 93-28 Approving a Supplemental Appropriation for the Water Fund for FY 1992-93 in the amount of $24,624. Councilman Glenn so moved that reading of Ordinance No. 93-28 be waived, seconded by Councilman J. R. Schrader and carried. Councilwoman Holston made a motion that Ordinance No. 93-28 be adopted, seconded by Councilman Glenn. Councilman Graham stated we started the fiscal year with a $23,000 deficit and asked why the auditors feel that we have to correct it now. Mr. Lyons advised that Councilman Graham was comparing revenues to expenditures. The supplemental appropriation addresses the gap between budgeted expenditures versus actual expenditures. Mr. Terwilliger stated that Council was not amending the budget, but appropriating funds from unappropriated funds. 9361 November 30, .1993 SEWER & WATER FUND APPROPRIATIONS Motion then carried on the following recorded vote: Charles D. Crispin - Aye Andrew L. Graham - Aye J. R. Schrader, Jr. - Aye E. G. Black, Jr. - Aye Roy H. D'Ardenne - Aye Alma H. Holston - Aye W. H. Schrader, Jr. - Aye Robert N. Glenn - Aye Mayor Hancock stated that also before Council was Ordinance No. 93- 29 Approving a Supplemental Appropriation for the Sewer Fund for FY 1992-93 in the amount of $215,503. Councilman D'Ardenne so moved that reading of Ordinance No. 93-29 be waived, seconded by Councilwoman Holston and carried. Councilman D'Ardenne made a motion that Ordinance No. 93-29 be adopted, seconded by Councilman Glenn. Councilman Crispin questioned what the overages were. Mr. Lyons stated that 83°s of the Sewer Fund overage is due to Peppers Ferry Treatment charges. Information was distributed which shows the high flows we had and there is no way for the Town to budget as we could not accurately anticipate this. Because Peppers Ferry received so much additional revenue because of the very wet spring and high flows, they have lowered their treatment charges to the Town for this fiscal year. The Executive Director of Peppers Ferry expected the Town to see a savings of $50,000 to $60,000. Mr. Lyons reported that we also had overtime at the Critzer Sewage Pump Station by operating a third shift. Mayor Hancock stated we should look at I & I again. Mr. Lyons reported that the Town Engineer is working on this problem. Councilman Graham stated that the Town needs a crew to work on the I & I situation as we need to identify and correct our problems. Councilman Graham further stated that Town Administration should tell Council exactly what we need as we have talked about this problem many times. Mayor Hancock stated that with this amount of overage, we could have hired someone to work on this problem fulltime. He felt it was an on-going problem.
