HomeMy WebLinkAbout04/12/949419 Aprill2, 1994 Minutes of the special meeting of the Pulaski Town Council held April 12, 1994, at 5x15 p.m. in the Council Chambers in the Municipal Building. There were presents Mayor Gary C. Hancock, presiding Council Members Charles D. Crispin, J.R. Schrader, Jr., Roy H. D'Ardenne, Jr., W. H. Schrader, Jr. Andrew L. Graham, E. G. Black, Jr. Alma H. Holston, Robert N. Glenn Also Presents Frank Terwilliger, Town Attorney Thomas M. Combiths, Town Manager Robert J. Lyons, Assistant Town Manager Patricia Pendergrast, Acting Clerk The meeting was called to order by Mayor Hancock. Mr. Crispin so moved that Patricia Pendergrast be appointed acting Clerk of Council, seconded by Mr. J. R. Schrader and so carried. Mayor Hancock stated that before Council was the Ernst & Young Water Study Recommendations. WATER Mr. W.H. Schrader made a motion that Ordinance No. 94-5, Setting ORD. Forth the Charges for Water Service, be adopted as presented to 94-5 Council, seconded by Mr. D'Ardenne. Mr. Graham made a substitute motion that Ordinance No. 94-5, Setting Forth the Charges for Water Service, be adopted as presented to Council, except for paragraph C & D, the recommendation regarding consolidated flows, seconded by Mr. Crispin. Mr. Graham and Mr. Crispin read statements outlining their thoughts regarding the Ernst and Young proposal. Copies attached. Mr. Glenn commented that he feels that the surcharge to out-of- Town consumers is too high. He feels that we are hindering development of lands surrounding the Town limits. He favors a small surcharge, but feels the current one is too high. Mr. Crispin agreed with Mr. Glenn. I~ April 12, 1994 9420 Mr. W. H. Schrader stated that he will vote against the substitute motion. The substitute motion to adopt Ordinance No. 94-5, Setting forth the charges for water service, omitting the section regarding consolidated flows, failed on the following recorded vote: Charles D. Crispin - Aye Andrew L. Graham - Aye J. R. Schrader, Jr. - No E. G. Black, Jr. - No Roy H. D'Ardenne, Jr. - No Alma H. Holston - No W. H. Schrader, Jr. - No Robert N. Glenn - No The original motion to accept as proposed, Ordinance N o. 94-5, setting forth the charges for water service, passed on the following vote: ORD. 94-5 ADOPTED Charles D. Crispin - No Andrew L. Graham - Aye J. R. Schrader, Jr. - Aye E. G. Black, Jr. - Aye Roy H. D'Ardenne, Jr. - Aye Alma H. Holston - Aye W. H. Schrader, Jr. - Aye Robert N. Glenn - Aye TRAIN STATION Mr. D'Ardenne made a motion that the agenda be amended to include information regarding the Train Station dedication, seconded by Mr. Glenn, and so carried. Mr. Combiths Informed Council that they have before them, an updated schedule of events, including the price of the Train tickets. Staff needs clarification as to where a 10~ rebate, provided by the Roanoke Chapter of the National Railway Association, from these ticket sales was to go. Mr. Eddie Hale has indicated that he would handle these sales, but would like 5~ of the sales to go to him, and the remaining 5~ to the Town. Council expressed the opinion that all proceeds go back to the Town, with the proceeds possibly used to acquire a plaque to honor those people who have donated funds to the Train Station restoration. Staff also needed clarification as to the profits from the duck contest to be held that day. Council said to allow P.M.I. to retain the profits from this endeavor. Mr. Combiths then drew Council's attention to a letter received from Norfolk Southern advising the Town that they will provide the exhibit car on June 11. The Mayor advised that he is trying to work out a schedule change that would allow the dedication ceremony to be held in the morning before the train departed for Glade Springs, to enable local people who may ride the train to witness the dedication. 9421 April 12, 1994 TRAIN STATION, cont. Mr. Graham inquired if a decision has been made as to who will inhabit the Train Station, when it is completed? The Mayor responded that the Chamber will be on one end and the Museum on the other. The Town has had several offers of displays that could be donated to the Town. It may be possible to have exhibits that change during the year. Decisions will have to be made at a future date. EMPLOYEES' Mr. Terwilliger requested a motion that the agenda be amended to W-2's consider a motion to authorize the Town Manager to execute agreements with employees, whereby the Town agrees to pay the interest and back due taxes for the incorrect W-2's. Mr. D'Ardenne made a motion to amend the agenda to include this motion, seconded by Mrs. Holston, and so moved. Mr. D'Ardenne made a motion that the Town Manager be authorized to execute agreements with employees, whereby the Town agrees to pay the interest and back due taxes for the incorrect W-2's, seconded by Mrs. Holston, and so carried on the following vote: Charles D.
