Minutes of the special meeting of the Pulaski Town Council held May
4, 1994, at 7:30 a.m. in the Council Chambers in the Municipal Building.
There were present: Mayor Gary C. Hancock, presiding
Council Members: J. R. Schrader, Jr., Roy H. D'Ardenne, Jr.,
W. H. Schrader, Jr., Andrew L. Graham,
Alma H. Holston, Robert N. Glenn
Also Present: Frank Terwilliger, Town Attorney
Thomas M. Combiths, Town Manager
Robert J. Lyons, Assistant Town Manager
Ruth A. Harrell, Clerk
SPECIAL The meeting was called to order by Mayor Hancock and the roll call
MEETING was taken.
Mayor Hancock stated that the purpose of the special Council
Meeting was to enter Executive Session on a Personnel Matter.
At 7:32 a.m., Councilman Glenn so moved that Council go into
Executive Session under 2.1-344 A1, Personnel Matter on a specifically
named individual, seconded by Vice Mayor Schrader and carried on the
following recorded vote:
Charles D. Crispin - Absent Andrew L. Graham - Aye
J. R. Schrader, Jr. - Aye E. G. Black, Jr. - Absent
Roy H. D'Ardenne, Jr. - Aye Alma H. Holston - Aye
W. H. Schrader, Jr. - Aye Robert N. Glenn - Aye
At 8:14 p.m. Council returned to special session and waived reading
of the Certification Resolution on motion made by Councilman J. R.
Schrader, seconded by Councilman Glenn and carried.
Councilman J. R. Schrader made a motion that Certification
Resolution be adopted, seconded by Councilman Glenn and carried on the
following recorded vote:
Charles D. Crispin - Absent Andrew L. Graham - Aye
J. R. Schrader, Jr. - Aye E. G. Black, Jr. - Absent
Roy H. D'Ardenne, Jr. - Aye Alma H. Holston - Aye
W. H. Schrader, Jr. - Aye Robert N. Glenn - Aye
POLICE Mayor Hancock announced with regret that the Town had received
CHIEF letter of disability retirement resignation from our Chief of Police, E.

POLICE CHIEF JOE WILLIAMS RETIRES
J. Williams. Joe has decided that he will retire based on the
disability status he was granted by the State Retirement System.
Councilman Glenn so moved that resignation of Chief E. J. Williams
be regretably accepted, effective May 1, 1994, seconded by Councilman
D'Ardenne and carried on the following recorded vote:

J. R. Schrader, Jr. - Aye E. G. Black, 3r. - Absent
Roy H. D'Ardenne, Jr. - Aye Alma H. Holston - Aye
W. H. Schrader, Jr. - Aye Robert N. Glenn - Aye
Mayor Hancock stated that Joe's resignation was acre ted with
regret. Chief Williams has been with the Town for a numb~r of years and
we wish him well in his retirement.
