Minutes of the special meeting of the Pulaski Town Council held
June 24, 1992, at 8:00 a.m. in the Council Chambers in the Municipal
Building.

The meeting was called to order by Mayor Hancock. Mayor Hancock
also led the Pledge of Allegiance and gave the Invocation.
The roll call was then taken by the Clerk, with Councilman Glenn
being absent.
Mayor Hancock advised that the first item of business was the
consideration of the 1992-93 Town of Pulaski Budget.
Councilwoman Copenhaver so moved that reading of Resolution No. 92-
14 approving the budget be waived, seconded by Councilman Neblett and
carried.
Councilman W. H. Schrader made a motion that Resolution No. 92-14
Approving the Budget and Establishing Appropriations for the Town of
Pulaski, Virginia, for the Fiscal Year Beginning July 1, 1992, and
Ending June 30, 1993, be adopted, seconded by Councilwoman Copenhaver
and carried on the following recorded vote:

Councilman J. R. Schrader abstained from voting because he is
employed by the Agency on Aging which receives about $1,700 from the
Town's budget. He has asked for an opinion from the Commonwealth's
Attorney, however, he would abstain to prevent possible problems.

Finance Committee Chairman W. H. Schrader thanked the Town Manager
for the budget that was prepared for Council and challenged him and the
department heads to bring it in at least 4o under anticipated
expenditures.
Ordinance No. 92-9 pertaining to the Pine Hill Trailer Park was
then presented. Councilwoman Holston so moved that reading of this
Ordinance be waived, seconded by Councilman J. R. Schrader and carried.
Councilwoman Holston made a motion that Ordinance No. 92-9
Permitting Expansion of Pine Hill Trailer Pa rk as Conditional Use be
adopted, seconded by Councilman N eblett and carried on the following
recorded vote:

Mr. Terwilliger read Resolution No. 92-15 Referring Proposed
Amendments to Zoning Ordinance to the Planning Commission.
Councilman Crispin stated he did not believe the proposed
amendments should go to the Planning Commission as it will bring
problems. Councilman Graham suggested that the Council and Planning
Commission meet jointly to consider amendments.

Mayor Hancock stated that before Council was Ordinance No. 92-10
Amending the Position Classification and Compensation Plan for the Town
of Pulaski, Virginia.
Councilman Neblett so moved that reading of the ordinance be
waived, seconded by Councilman Crispin and carried.
Councilwoman Copenhaver made a motion that Ordinance No. 92-10 be
adopted, seconded by Councilman Neblett and carried on the following
recorded vote:
