Minutes of the regular meeting of the Pulaski Town Council held
December 1, 1992, at 4:00 p.m. in the Council Chambers in the Municipal
Building.
There were presents Nayor Gary C. Hancock, presiding

The meeting was called to order by Nayor Hancock.
Councilwoman Holston led the Pledge of Allegiance with the
Invocation being given by Councilman Black.
Following the roll call, Councilwoman Holston so moved that the
minutes of the regular meeting of November 17, 1992, be approved after
correction on page two (changing the name of Councilman J. R. Schrader
to Councilman W. H. Schrader), and the minutes of the special meeting of
November 23, 1992, be approved as submitted, seconded by Councilman J.
R. Schrader and carried.
Mayor Hancock advised that the first item on the agenda was the
annual taxicab public hearing, and as he was currently involved in a
legal matter involving one of the taxi companies, he excused himself
from participating in the hearing.
ANNUAL
TAXICAB Vice Mayor W. H. Schrader called the public hearing to order. Mr.
PUBLIC Holycross stated that as required under Chapter 8, Article VII, Section
FEARING 8-208 of the Town Code, a public hearing had been scheduled for the
purpose of determining the number of public vehicles, taxicabs, and for-
hire cars for which certificates shall be issued during the calendar
year 1993, and for the purpose of determining to which persons such
certificates shall be issued.
For calendar year 1993, we have received three applications for
taxicab certificates:

Ordinance Committee Chairman Glenn excused himself from participa-
ing in the Ordinance Committee because of potential conflict of
interest.
Councilwoman Holston made a motion that this matter be put into the
Ordinance Committee for review and recommendation back to Council at the
next meeting. Motion seconded Councilman Black and carried.
There being no further comments from the public, Mayor Hancock
called for Council Committee Reports.
PUBLIC & PERSONNEL RELATIONS

Mr. Holycross advised that for calendar year 1992, the Town
approved 22 certificates for the operation of taxicabs as follows,
provided that any individual certificate would not be issued by the Town
until that vehicle was inspected by the Police Department:
Mr. Largen felt that he needed the requested 10 permits because a
lot of people were not getting the transportation that they need. He
felt that people had to wait for transportation. He also felt that he
was fully qualified for the permits.
Mr. Chrisley felt that people are not waiting for long periods of
time. Also, Mr. Chrisley stated that he owned all the rights to City
Cabs Inc.
Mr. Aust stated that they had built the taxi service up from three
cars and they were getting more customers every day and have a very
minimum waiting time.
Mr. Eley, attorney for Mr. Largen, felt that some additional
service may be necessary and that the company that Mr. Largen was
proposing was a new company and had nothing to do with any previous
issue. There is still some civil litigation pending between Mr.
Chrisley and Nr. Largen involving the sale, and unpaid money owned to
Hr. Largen by Mr. Chrisley.
At 4:09 p.m., Vice Mayor Schrader closed the public hearing.
Chairman J. R. Schrader had no report other than interviews are
continuing for the position of Director of Public Works.

Mayor Hancock had no report.
TOWN ATTORNEY'S REPORT
CABLE TV Mr. Terwilliger stated a letter had been received from Adelphia
Cable on the increase in cable rates. He stated that under the existing
franchise and cable law of 1984, the Council does not have any right to
regulate the rate increase at this time. Comments from Council or as
individuals may be sent to the FCC. Under the new act, the FCC has 180
days in which to formulate the regulations and rules, and until these
are formulated we do not have any idea to what extent, if any, that we
are going to be allowed to do any rate regulations. If we are allowed
any, it is limited to the basic rate structure and not on the upper
tiers. Regulations may or may not affect the equipment installation. We
have to wait and see.
Councilman D'Ardenne advised that the
Supervisors had approved the franchise for

Mr. Terwilliger stated there should be a franchise for Pulaski
County as well as Towns of Dublin and Pulaski. The Town of Pulaski
franchise is not up for renewal until 1996. In our franchise, the Town
has reserved the right that in the event the federal law changes, then
the Town would have the right to go back and regulate the rates. If the
FCC gives us that authority, we do not have to wait until the ten years
are up.
Upon inquiry from Councilman Graham, Mr. Holycross is to ascertain
when cable will be available in the annexed area.
TOWN MANAGER'S OFFICE
TREE GRANT Mr. Holycross reported that the Town has received a grant award in
the amount of $3,300 for the planting of trees in Jackson Park and along
Sixth Street, N.W. The grant, which is from the GreenVirginia
December 1, 1992
TREE GRANT, Cont.
Foundation, will be matched with $3,300 from current Town
appropriations.

Mr. Holycross further reported that the funds will be used to
purchase and plant 24 trees in Jackson Park and an additional 20 trees
along the Sixth Street Boulevard from Washington Avenue to Jefferson
Avenue. In Jackson Park, 12 crabapple trees will be planted to replace
the diseased elms located along the First Street boundary of the park;
and 12 Bradford Pear trees will be planted along the southern boundary
of the park to screen the park from the railroad tracks and the shopping
center. Alon$ the Sixth Street Boulevard, 20 Kousa dogwood trees will
be planted to replace the severely-pruned trees in that area.
Mr. Holycross stated that because the diseased elms in Jackson Park
present a continual maintenance problem for Appalachian Power, APCo will
remove the elms in preparation of the new trees.
The specifications will require the new trees to have a minimum
caliper of 2-inches to 4-inches.
With this grant, the Town will have received $8,850 in grant money
over the last two years for the planting of trees; and will have planted
77 new trees in the community.
Councilwoman Holston advised that she was in receipt of Small
Business Administration and Natural Resources Development grant
information that came to Pulaski Hain Street. This information was
given to Mr. Lyons.
DEPT. OF Mr. Holycross stated that the Federal Highway Administration has
TRANSdirected the Virginia Department of Transportation to review and update
the functional classification of all roads and streets within the
Commonwealth. Under the classification systee, all streets with the
Town are classified within one of the following categories:
1. Urban Principal Arterials (Route 11 and Route 99)
2. Urban Minor Arterials (Hob White Boulevard, Memorial Drive,
Peppers Ferry Road, Dora Highway, Randolph Avenue, 3rd
Street Downtown, Main Street Downtown)
3. Urban Collectors (Valley Street/Valley Road, Commerce Street,
Altoona Street, Case Knife Road, Mount Olivet Road, and Alum
Spring Road)
4. Local Street (All others not specifically listed above)
Hr. Holycross stated that the Town Engineer has reviewed the reclassi-
fication as prepared by VDOT and has found it to be consistent with
the current classification of the above streets.
RESOLU. Before Council was Resolution No. 92-28 which would concur with the
Virginia Department of Transportation's functional classification of the
streets and highways within the Town. Councilman J. R. Schrader so
moved that reading of Resolution No. 92-28 be waived, seconded by
Councilman W. H. Schrader and carried.

advice from counsel, 2.1-344 A7, and on motion made by Councilman Black,
seconded by Councilman D'Ardenne and carried on the following recorded
vote, Council went into Executive Session:

adopted, seconded by Councilman J. R. Schrader and carried on the

I TOWN MANAGER At this time, Mr. Holycross submitted his letter of resignation
RESIGNS which read as follows:
"It is with mixed feelings that I hereby submit my letter of
resignation, to be effective as of January 22, 1993, from the position
of Town Hanager for the Town of Pulaski.
I am leaving to accept the position of Town Manager for the Town of
Atlantic Beach, North Carolina. Atlantic Beach is on a barrier island
that is part of the southern outer banks. It is an opportunity for
professional development as a manager of a resort community. It is also
an opportunity to be the first manager of Atlantic Beach.
I have enjoyed working with the current and previous Town Councils
and I thank you for the opportunity to serve the residents of Pulaski.
Lori, Jeffrey, and I will have fond memories of Pulaski, the mountains,
and the friends that we leave behind. We sincerely wish each of you and

the community the very best in the future."
Hayor Hancock stated that it was with deep regret that Council
received this letter of resignation, and on a personal level, received
with considerable sadness. Mayor Hancock also stated that Council had
grown very fond of Don and that he had done an outstanding job in
Pulaski. Council could understand his desire to move up in the world of
public administration.
Mayor Hancock stated that Atlantic Beach is very fortunate as they
will get an outstanding Town Manager. lytr. Holycross was wished the best
in this new undertaking and continued success in the future.
Councilman Graham also expressed that Mr. Holycross was a good
manager and that he and the Town would miss him.
At 5:23 p.m. Councilman D'Ardenne made a motion that Council
adjourn, seconded by Councilman W. H. Schrader and carried.
