Minutes of the regular meeting of the Pulaski Town Council held
February 2, 1993, at 4:00 p.m. in the Council Chambers in the Municipal
Building.
There were present: Mayor Gary C. Hancock, presiding
Council Members: Charles D. Crispin, J. R. Schrader, Jr.,
Roy H. D'Ardenne, W. H. Schrader, Jr.,
Andrew L. Graham, E. G. Black, Jr.,
Alma H. Holston, Robert N. Glenn

The meeting was called to order by Mayor Hancock.

Councilman Crispin led the Pledge of Allegiance and the Invocation
was given by Councilman D'Ardenne.
Following the roll call, Councilwoman Holston so moved that the
minutes of the regular meeting of January 19, 1993, be approved as
submitted after corrections, seconded by Councilman W. H. Schrader and
carried.
As there were no comments from the public, Mayor Hancock called for
Council Committee Reports.
PUBLIC AND PERSONNEL RELATIONS
Chairman J. R. Schrader advised that the Personnel Committee had
met with full Council on January 25, 1993, and entered Executive Session
to discuss the appointment of Town Manager. The Personnel Committee
also met on February 1, 1993, with the full Council invited. Chairman
Schrader reported that a job analysis graduate class from Radford
University will be reviewing the Town's job descriptions, interviewing
Town employees and writing revised job descriptions. At the end of the
semester, the revised job descriptions will be provided to the Town.
Chairman Schrader reported that the Personnel Committee entered
executive session, under section 2.1-344 (A1) to discuss A} appointments
to replace former Town Manager Don Holycross on the Pepper's Ferry
Regional Wastewater Treatment Authority and New River Resource
Authority; and B) Town Manager recruitment.
Chairman Schrader stated that the Town's seats on the Pepper's
Ferry Regional Wastewater Treatment Authority are held by John Johnston

and the former Town Manager Don E. Holycross. The alternate member is
Councilman Andrew Graham.
GRAHAM The Personnel Committee recommended, and Chairman Schrader so
APPT. moved, that Councilman Graham be appointed to the Pepper's Ferry seat
TO vacated by Mr. Holycross and Acting Town Manager Robert J. Lyons be
PEPPERS appointed to the alternate member seat, seconded by Councilwoman Holston
FERRY and carried .
Lyons Chairman Schrader stated that the Personnel Committee recommended,
Alt, and he so moved, that the Town Council recommend to Pulaski County that
Acting Town Manager Robert J. Lyons be temporarily appointed to the New
LYONS River Resource Authority, seconded by Councilman D'Ardenne and carried.
APPT.
NRRA Chairman Schrader stated that after the Town completes the
selection of Town Manager, the Town will also solicit residents from the
Town who would be interested in serving on the Authority. After
reviewing the list of interested citizens, the Town will recommend
several nominations to the County for their further review and
appointment.
Mayor Hancock stated that several interviews had been scheduled for
Town Manager position. He further stated that all the work of the
Personnel Committee and of all Council Members was appreciated.
FINANCE COMMITTEE
Chairman W. H. Schrader had no report, however, he stated that the
committee had several items to review and Mr. Lyons will schedule a
Finance Committee meeting.
UTILITIES COMMITTEE
Chairman Graham reported that a tentative meeting had been
scheduled for 7:00 a.m. February 16 regarding the sewer corrosion study.
All Council Members were urged to attend.
PUBLIC OPERATIONS COMMITTEE
Chairwoman Holston had no report, however, the Public Operations
Committee is scheduled to meet at 4:00 p.m. on February 3.
ORDINANCE COMMITTEE
Chairman Glenn had no report.
Mayor Hancock inquired about the trash going up to Brookmont, with
Mr. Lyons reporting that the Town Attorney is working on the complaints
received regarding Altoona Street.
MAYOR'S REPORT
Mayor Hancock had no report.
TOWN ATTORNEY'S REPORT

Mr. Terwilliger had no report.
TOWN MANAGER'S REPORT
WATER Mr. Lyons reported that the Virginia Department of Health has
assessed the Town and each Virginia waterworks operations with a
Waterworks Operation Fee of $1.50 for each water service connection.
This money will be used to assist localities in complying with the Safe
Drinking Water Act requirements. This is a one-time assessment for the
period of October, 1992 - September, 1993, and shows up on the water
bills as "State Tax". These monies will be forwarded to the State when
received.
RIGHTS-OF Mr. Lyons advised that the Town has two Wytheville Community
WAY College civil engineering students who are performing a right-of-way
survey for us. This basically involves looking at undeveloped rights-
of-way in the Town, determining if there are any utilities present and
if Council has taken any previous action, and then actually coming up
with a recommendation on whether the Town might consider closing the
right-of-way. Once the information is gathered, Council will review to
see if we might get some of these off the Town rolls and into private
property owners. Mr. Lyons reported that the interns are completing the
project for a civic engineering class and are not paid by the Town.
POLICE Mr. Lyons stated an additional Police car had been purchased from
Pulaski Motors for staff. The price was $1,000 below the state contract
price and funds were available.
Mr. Lyons further reported that in observance of President's Day,
the Town Offices will be closed on Monday, February 15, 1993.
NRVPDC Councilman D'Ardenne advised that in the New River Valley Planning
District Commission minutes, it is noted that a steering committee has
been meeting in regards to the Defense Conversion Plan that is being
sponsored by the EDA. This group of elected officials as well as
administrative officials from the Army and Hercules are putting together
an economic development strategy. This is of interest to Council in
that it affects many of our citizens. Councilman D'Ardenne requested
that the administrative staff contact the Planning District Commission
for copies of the steering committee's minutes, as the steering
committee is working under their jurisdiction.
COUNCIL Mr. Terwilliger clarified that under 2.1-344 Al when interviewing
candidates for chief administrative officer, prior to any closed session
for the purpose of interviews, Town Council must announce in open
meeting that such executive or closed meeting shall be held in a
disclosed or undisclosed location within 15 days thereafter.
Mayor Hancock announced that within the next 15 days, the Town
Council would be conducting interviews for the position of Town Manager.
At 4:14 p.m. Vice Mayor Schrader made a motion that Council
adjourn, seconded by Councilman D'Ardenne and carried.
