PUBLIC HEARING - Conditional Use
Jefferson Avenue would be ready to box and ship the merchandise. Renfro
would not do any dyeing at this site.
The B-2 (General Business) zone allows light industrial uses if it
does not create any problems. Last November, Town Council approved a
conditional use application requested by Fontaine Modification at this
same site.
Mr. Lyons reported that Mr. Reagan
could be added in the Town of Pulaski as
operations to the LA Joe Building.
Mr. Reagan thanked the Town Council
having the special hearing as it enabled
that the outcome is favorable. They are
had indicated that 150 jobs
a result of moving the seaming
and the Planning Commission for
them to move faster assuming
looking forward to more growth.
Councilman Crispin questioned if this was a temporary location with
Mr. Reagan advising that they have a one year lease with an option for
one more year.
Ms. Kirk asked if other comments had been received, with Mr. Lyons
reporting that no comments had been previously received. The Town did
distribute legal advertisements not only to the property owners, but to
the store owners in the Mall.
Mr. Warburton asked Mr. Reagan how many people would work at this
location. Mr. Reagan stated that they would move a minimun of 200
people out of the building they have on Newbern Road, with a maximum of
approximately 300, if that many. Mr. Warburton questioned the parking
spaces, if 200 persons employed at this location, how many would be
there at one time. Mr. Reagan reported that a maximum of 150 people
would be there at one time. Mr. Warburton also questioned the use of
air compressors and the potential for noise. Mr. Warburton understood
that it would probably not be anymore noisy than the one compressor at
the back of Krogers. Mr. Reagan stated they could use just two
compressors and use one compressor as a back-up. When questioned
regarding dyeing at this location, Mr. Reagan stated they would not dye
at this location.
Mr. Lyons stated it was approximately 1,000 feet to the nearest
house. Mr. Warburton asked about parking and asked if they would qo
from the front of the LA Joe store to the street (Route 99). Mr. Lyons
stated that a representative from the real estate company had indicated
there were 246 spaces available for Renfro. Mr. Warburton also had a
concern in that there is an overflow of parking used by the temporary
courthouse in the very front of the lot, 10 to 15 cars on a heavy day,
and he felt there would be competition for the parking spaces.
There being no further questions or comments, Mayor Hancock
adjourned the public hearing. The Planning Commission moved to another
room to discuss their recommendation to Town Council regarding this
conditional use request.
Councilman Graham asked Mr. Reagan on the level of water that they
have used for the past two months, would it remain about this level or
did Mr. Reagan anticipate an increase. Mr. Reagan reported that he felt

it would go up some as they do plan to expand, which is reflected in the
new permits which he has just requested. Mr. Reagan stated if
conditional use approved, they would start preparing the building
immediately and hope to start operation toward the end of September.
Mr. Reagan also reported that the air compressors are enclosed in
cabinets.
For the record, Mayor Hancock's law firm does some work for Renfro
Corp.
At 7:15 p.m. the Planning Commission returned to the meeting.
Mr. Warburton reported that the Planning Commission had voted
unanimously with one abstention., to recommend to Town Council that
Council pass Planning Commission Case No. 93-35CU as submitted.
Before Council was Ordinance No. 93-23 Permitting Renfro
Corporation to Perform as Conditional Use at 1040 East Main Street.
Councilman J. R. Schrader moved that reading of Ordinance No. 93-23 be
waived, seconded by Councilman Glenn and carried.
Councilman Crispin made a motion that Ordinance No. 93-23 be
adopted, seconded by Councilwoman Holston and carried on the following
recorded vote:

Councilman Glenn suggested to Mr. Lyons that we coordinate the parking
for the convenience of Renfro and the other vendors within the center
because human nature would be to park as close to the building as
possible and he could envision that if this occurs with an addition of
200 additional cars in the parking lot, it may sweep down in front of
the other stores and thereby causing complaints. We need to keep the
parking channeled out toward Rt. 99.
Mayor Hancock wished Mr. Reagan the best of luck in this new endeavor
and felt the creation of new jobs was very exciting.
At 7:19 p.m. on motion made by Councilman Glenn, seconded by
Councilman Schrader and carried, Council adjourned.
