Minutes of the regular meeting of the Pulaski Town Council held
September 4, 1990, at 4:00 p.m. in the Council Chambers in the Municipal
Building.
There were present: Mayor Gary C. Hancock, presiding
Council Members: Charles D. Crispin, J. R. Schrader, Jr.,
Mary Lou Copenhaver, James R. Neighbors,
Andrew L. Graham, Alma H. Holston, Robert
N. Glenn
Also Present: Frank Terwilliger, Town Attorney
Don E. Holycross, Town Manager

The Invocation was given by Councilwoman Copenhaver.
On motion made by Councilwoman Holston, seconded by Councilman
Glenn and carried, the minutes of the regular meeting of August 21,
1990, were approved as submitted.
As there were no comments from the public, Mayor Hancock called for
Council Committee Reports.
PUBLIC & PERSONNEL RELATIONS, NOMINATING COMMITTEE
Chairwoman Copenhaver had no report.
FINANCE COMMITTEE
DONATION Chairman Neighbors advised that the Finance Committee had met and
reviewed the request of Delegate Baker for funding for Career Fair. The
County has contributed $5,000 and the Town of Dublin has contributed
$1,500. Chairman Neighbors moved that the Town of Pulaski pledge $1,500
toward this endeavor, seconded by Councilwoman Holston and carried on
the following recorded vote:

for the benefit of the Applicant, as required by Section 147(f} of the
Code and Section 15.1-1378 of the Virginia Code.
2. The approval of the issuance of the Bonds does not constitute
an endorsement to a prospective purchaser of the bonds so the
creditworthiness of the Project or the Applicant.
3. Pursuant to the limitations contained in Temporary Income Tax
Regulations Section 5f103-2(f) (1), this Resolution shall remain in
effect for a period of one year from the date of its adoption.
4. This Resolution shall take effect immediately upon its
adoption.
Adopted: September 4, 1990, by recorded vote of the Pulaski Town
Council.
At 5:53 p.m. Vice Mayor Neighbors made a motion that Council
adjourn, seconded by Councilwoman Holston, and carried.
