Minutes of the regular meeting of the Pulaski Town Council held
December 18, 1990, at 7:00 p.m. in the Council Chambers in the Municipal
Building.

The Invocation was given by Vice Mayor Neighbors.
On motion made by Councilwoman Holston, seconded by Councilman
Glenn, and carried, the minutes of the regular meeting of December 4,
1990, were approved as recorded.
Mayor Hancock presented and read a Resolution honoring retiring
Fire Chief William A. Hall. Councilwoman Copenhaver so moved that
Resolution be adopted, seconded by Councilman Crispin and carried on the
following recorded vote:

RESOLUTION HONORING WILLIAM A. HALL
UPON HIS RETIREMENT
FROM THE TOWN OF PULASKI FIRE DEPARTMENT
WHEREAS, William A. "Bill" Hall joined the Pulaski Fire Department
in 1955 as a volunteer; became a full time member in March, 1957; was
certified by the state as an instructor in 1960; and became the Town's
first full time assistant fire chief in 1963; and,
WHEREAS, on February 17, 1964, William A. "Bill" Hall became the
Fire Chief of the Town of Pulaski, Virginia. Since that time, the
Pulaski Fire Department has grown and developed under his leadership a
has become recognized as an outstanding department. Chief Hall
developed a training program and constructed a regional training
facility that is utilized by more than thirty fire departments. He
began an educational program in the public schools that has continued
for more than twenty years and instituted a program of inspection and
consultation of area businesses so that fire prevention was
accomplished; and, throughout his term he personally directed the men
under his command in fighting countless fires so that the lives and
property of the citizens of the area were protected; and,
WHEREAS, after more than thirty-five years of service to the Town
of Pulaski, Chief Hall has given notice that he wishes to retire;
NOW, THEREFORE, be it resolved by the Town Council of the Town of
Pulaski, Virginia, that the Town Council should and hereby does
recognized the outstanding achievements of William A. "Bill" Hall to the
safety and welfare of the citizens of the Town of Pulaski and on behalf
of the Town and its citizens extends its thanks and its best wishes for
a well deserved retirement.
This Resolution is effective upon adoption as is adopted this 18th
day of December, 1990, by unanimous vote of the Town Council of the To
of Pulaski, Virginia.
Mayor Hancock stated this resolution was presented in sadness
because the Town would be losing one of its' most devoted department
heads and public servants. Happy, because Chief Hall would be retiring
and hopefully enjoy himself more and be with his family more.
A plaque honoring Chief Hall was also presented, as well as a key
to the Town which was the first key the Council has given. Mayor
Hancock expressed appreciation to Chief Hall for the lives he has saved,
the property he has saved, and his 35 years of dedicated work for the
Town.
Mrs. Hall was presented a poinsettia with Council's appreciation in
her support of Chief Hall.
Chief Hall stated he had the cooperation of all the Councils,
Mayors, Town Managers, employees and public. Everyone had done their
job and the Fire Department had a good force. Councilman Graham stated
that in all his years as Council Member, he had not received a citizen
complaint regarding the Fire Department.
Next on agenda was a public hearing held jointly with the Town of
December 18, 1990
COMPREHENSIVE PLAN
Pulaski Planning Commission to gather comments on the proposed
Comprehensive Plan.
Dr. Anneski stated he felt Plan was well prepared. Mr. Claud
Kirkland stated he had not had an opportunity to read the plan, but had
read an editorial. But it seemed to him we have a very complicated
plan. He asked what the plan called for in the way of zoning in the
area of Peppers Ferry Road and Memorial Drive. They were concerned
about this area as being residential and he hoped Council would look at
it as a residential area. He requested that Council read the plan
carefully as it was important that we have a good plan for our Town.
Mr. Lyons stated the comprehensive plan serves as a flexible
document which will guide the town in the future. Specific zoning
questions will be administered by the zoning code and it would go
through the Planning Commission. Comprehensive plan would not
necessarily specify zoning for that area. The land use map serves as a
guide. When the 1990 census information is available, we can incorporate
this and update the tables in the plan. Mr. McCready, Mr. D'Ardenne and
Mr. Smith gave comments regarding the plan. Councilman Crispin stated
he had compared plan with the 1984 plan and did not see a significant
difference between the two. He did not believe we had accomplished very
much from the 1984 plan. He asked how much we paid for the outside
consulting work. He felt plan should tell us where we are going. Mayor
Hancock stated Council would review the comprehensive plan and would
schedule a work session on it.
At 7:20 p.m. the public hearing was adjourned.
As there were no comments from the public, Mayor Hancock called for
Council Committee reports.
PUBLIC & PERSONNEL RELATIONS, NOMINATING COMMITTEE
APPTS. Chairwoman Copenhaver advised the committee had met on December 10,
11, 14 and 18, but at this point there is no report. Councilwoman
Holston stated there were appointments to be made. Councilman Graham so
moved that Mr. Thomas Douthat and Dr. Richard Mansell be reappointed to
the Architectural Review Board for a four year term with term to expire
in January, 1995. Also, term clarified for Mrs. Betty Sadler as it will
expire in January, 1993. Motion seconded by Councilman J. R. Schrader
and carried.
APPT. Councilman Graham made a motion that Joseph Reed be reappointed to
the Recreation Commission for a three year term. Motion seconded by
Councilman Crispin and carried.
FINANCE COMMITTEE
Chairman Neighbors had no report, however, he requested that the
Career Fair program be referred back to the Finance Committee.
UTILITIES COMMITTEE
Chairman Graham advised that Utilities Committee had been

Holycross stated that bids were opened on the Rt. 11 water line project.
One is for the Rt. 11 waterline extension and the pump station. The

apparent low bid for this part of the project is Price Construction with
estimated amount of $170,383.88. The other portion of the project is
the construction of a one million gallon water tank and the apparent low
bid for this project is from Advance Tank in the amount of $359,680.00.
Total for two projects is approximately $530,000. We are updating our
projections on all of the bond projects and hope to have this shared
with the Finance Committee between now and the next Council Meeting.
PLANNING COMMISSION REPORT
CONDITIONAL USF~ouncilman W. H. Schrader was absent. Councilwoman Holston state

held which Town Council scheduled for January 15, 1991 at 7:00 p.m.

Co-Chairwoman Holston and Co-Chairman J. R. Schrader had no report.
MAYOR'S REPORT
Mayor Hancock stated that before Council was a Resolution honoring
Frank R. Conner. Councilwoman Copenhaver made a motion that reading of
the resolution be waived, seconded by Councilman Crispin and carried.

RESOLUTION HONORING FRANK R. CONNER
UPON HIS RETIREMENT
FROM THE OFFICE OF SHERIFF OF PULASKI COUNTY
WHEREAS, Frank R. Conner, Sheriff of Pulaski County, Virginia, has
announced his retirement from his office at the end of this month; and,
WHEREAS, as Sheriff of Pulaski County, Sheriff Conner served the
citizens of Pulaski County with dedication and distinction, including
citizens residing in the Town of Pulaski; and,
WHEREAS, THE Town of Pulaski was especially fortunate that Sheriff
Conner supported cooperation between his department and the Pulaski Town
Police Department, as shown by the creation of the regional Drug Task
Force and the joint participation in State and Federal grant programs;
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the
Pulaski, Virginia, that the Town Council should and hereby does
recognize the outstanding service that Sheriff Frank R. Conner

TOWN ATTORNEY'S REPORT
Mr. Terwilliger had no report.
TOWN MANAGER'S REPORT
APCO
Mr. Holycross reported that a new agreement with Appalachian Power
will establish new electric service rates for the electric power
supplied to the Town. Several weeks ago it was reported that Virginia
Municipal League negotiated these rates on behalf of all Virginia
municipalities. The new rate schedule will reflect an annual decrease
in the rates of approximately 8.5%. These rates will be retroactive to
July 1, 1990 and will remain in effect through June 30, 1993.
Councilwoman Holston made a motion that the Council authorize the
Town Manager to execute the new electric service agreement on behalf of
the Town, seconded by Councilman J. R. Schrader and carried.

CAREER Mr. Holycross reported that a letter had been received from
FAIR Delegate Baker announcing that the Career Fair originally scheduled for
this fall had been postponed. Over 800 companies from across Virginia
were contacted about participating in the fair but most were very
pessimistic about the economy and nearly none of them were anticipating
additional hiring at this time. The Town had contributed $1,500 toward
this effort. Delegate Baker has indicated that more than three-fourths
of those funds remain and he has asked us to let him know whether we
want our pro-rata share of the balance at this time or whether we want
to leave it in a fund for another effort at a Career Fair in the spring.
This will be reviwed with the Finance Committee.
Mr. Holycross requested an Executive Session on a personnel matter.
PLAN. COMM.
RECOMM. The Planning Commission returned to Council meeting and Mr. Lyons
APPR, reported that they had unanimously voted to recommend approval of the
COMP. Comprehensive Plan and all attachments.

At 7:35 p.m. Council went into Executive Session on a personnel
matter under 2.1-344 Al on motion made by Councilman Crispin, seconded
by Councilwoman Holston and carried on the following recorded vote:

CERTIFICATION CERTIFICATION RESOLUTION
RESOLUTION Pulaski Town Council
ADOPTED
WHEREAS, the Pulaski Town Council has convened an executive meeti
on this date pursuant to an affirmation recorded vote and in accordant
with the provisions of the Virginia Freedom of Information Act; and,
WHEREAS, 52.1-344.1 of the Code of Virginia requires a
certification by this Pulaski Town Council that such executive meeting
was conducted in conformity with Virginia law;
NOW, THEREFORE, be it resolved that the Pulaski Town Council hereby
certifies that, to the best of each member's knowledge, (i) only public
business matters lawfully exempted from open meeting requirements by
Virginia law were discussed in the executive meeting to which this
certification resolution applies, and (ii) only such public business
matters as were identified in the motion convening the executive meeting
were heard, discussed or considered by the Pulaski Town Council.
At 8:11 p.m. Councilwoman Holston made a motion that Council
adjourn, seconded by Councilman Crispin and carried.
