HomeMy WebLinkAbout10-01-91October 1, 1991 9009 Minutes of the regular meeting of the Pulaski Town Council held October 1, 1991, at 4:00 p.m. in the Council Chambers in the Municipal Building. There were present: Vice Mayor Andrew L. Graham, presiding Council Members: Charles D. Crispin, J. R. Schrader, Jr., W. H. Schrader, Jr., Alma H. Holston, Robert N. Glenn, James M. Neblett Also Present: Frank Terwilliger, Town Attorney Robert J. Lyons, Acting Town Manager Ruth A. Harrell, Clerk Visitors: Dee Lindsey and Paul Dellinger, News Media Mrs. Pauline Mitchell Mr. and Mrs. Claud Kirkland Mr. Jake Blevins Mr. and Mrs. Warren Hurst Mrs. Andrew Graham Mr. Jim Griffith, C & P Telephone Co. The meeting was called to order by the Clerk. The Pledge of Allegiance was led by Councilwoman Holston. The Invocation was given by Councilman J. R. Schrader. After the roll call was taken, Councilman Glenn so moved that Councilman Graham be app ointed Acting Mayor, seconded by Councilman W. H. Schrader and carried on the following recorded vote: Charles D. Crispin - Aye Andrew L. Graham - Aye J. R. Schrader, Jr. - Aye W. H. Schrader, Jr. - Aye Mary Lou Copenhaver - Absent Alma H. Holston - Aye James M. Neblett - Aye Robert N. Glenn - Aye Acting Mayor Graham then called for the Personnel Committee report. In the absence of Chairperson Copenhaver, Councilwoman Holston advised that the committee had met September 26 and discussed the Vice-Mayor vacancy created by the resignation of Jim Neighbors. VICE MAYOR Councilwoman Holston stated the Personnel Committee recommended, and she so moved, appointing our most distinguished and senior member of Council, Andrew Graham, as Vice Mayor. The Vice Mayor's term of office shall expire on June 30, 1992. Motion was seconded by Councilman Glenn. Councilwoman Holston stated that Chairperson Mary Lou Copenhaver had advised that if she was here today, that she would cast her vote for Mr. Graham. 9010 October 1, 1991 Upon inquiry of further nominations, Councilman Neblett made a motion that nominations be closed, seconded by Councilman Glenn and carried. Motion to appoint Councilman Graham Vice Mayor carried on the following recorded vote: GRAHAM APPT. VICE MAYOR Charles D. Crispin - Aye Andrew L. Graham - Aye J. R. Schrader, Jr. - Aye W. H. Schrader, Jr. - Aye Mary Lou Copenhaver - Absent Alma H. Holston - Aye James M. Neblett - Aye Robert N. Glenn - Aye Vice Mayor Graham thanked Council for their confidence in him. He felt it was quite an honor being appointed by your colleagues as Vice mayor. NEBLETT TAKES SEAT I PMI Vice Mayor Graham welcomed Councilman Jim Neblett back to Council. He felt Jim would serve the Town well as he had in the past. Councilman Glenn so moved that the minutes of the regular meeting of September 17, 1991, be approved as submitted, seconded by Councilman W. H. Schrader, Jr. and carried. In hearing from the public, Mrs. Pauline Mitchell asked if the Pulaski Main Street had met their obligation for the first quarter. Mr. Lyons stated he had looked at the Council Minutes from the Council Meeting where the budget was adopted, and he saw no reference to Main Street having a fund raising requirement for the first quarter. He requested that he be allowed to review budget. Mr. Lyons did not remember a requirement that Council's appropriation was contingent upon Main Street raising funds furing the first quarter. Mrs. Mitchell felt that the Town would give $8,000 to the Pulaski Main Street and provided that they came up with their matching funds by the first quarter which ended September 30, then the Town would give them the rest of the $15,000 which was allotted to them. It was not to be given to them unless this first quarter was met by Sept. 30, 1991. Vice Mayor Graham stated the $8,000 was up-front and the maximum for the Town was up to $23,000 provided they raise their $15,000. The Town would match the raised $15,000 for a total of $23,000 allotted to Main Street. Councilpersons W. H. Schrader, Alma Holston and Nick Glenn did not feel there were any requirements to be met at any particular time. The maximum the Town would spend was $23,000, which would be $15,000 dollar for dollar match during the year. Councilman Crispin felt that we would give them $8,000 up front and provided they raised $9,000 within the first quarter, we would start matching them dollar for dollar for an additional 515,000 to bring our total contributions up to $23,000. As Main Street was being reorganized, Councilwoman Holston stated that it was not reasonable that they could come up that fast with $9,000. They are currently in the process of scheduling fund raising to get money. October 1, 1991 9011 Considerable discussion followed and Vice Mayor Graham asked that Acting Town Manager bring in a full report to the next Council meeting. Mr. Jake Blevins questioned the caution lights at Critzer School. He stated that there was only one light and that a police officer was not present. He felt it was a dangerous situation when buses were turning onto Bob White Blvd. Councilman Neblett reported that he was a substitute bus driver the previous week and there are two caution flashing lights as a rule. The days he drove there was a police officer on duty at the entrance of the school. Mr. Lyons will look into this situation also. Mrs. Mitchell also questioned the turning green light at Edgehill Drive and Rt. 99 and turning light green, but straight light stays red. At the time this light was installed, it was the only equipment available without purchasing a new one for this intersection. Mr. Lyons reported that at present the Town is looking at alternatives and working with the Department of Transportation in Salem on this. Mr. Jim Griffith, C & P Telephone Co., advised Council that he was pleased that they were able to install some new services in their central office in Pulaski. Councilman Crispin so moved that students who have outstanding records be recognized and honored by Council by resolution. Motion seconded by Councilman W. H. Schrader. STUDENTS In discussing the details of how this would be set up, Councilwoman Holston made a substitute motion that this suggestion be referred to the Town Manager and Mayor to determine how best to administer, and bring back to Council, seconded by Councilman Glenn and carried. Vice Mayor Graham called for Council Committee Reports. PUBLIC OPERATIONS COMMITTEE Chairman J. R. Schrader had no report. UTILITIES COMMITTEE Chairman Graham had no report. FINANCE COMMITTEE Chairman W. H. Schrader had no report. ORDINANCE COMMITTEE Chairwoman Holston had no report. MAYOR'S REPORT RETREAT In the absence of Mayor Hancock, Vice Mayor Graham reported that Mayor Hancock had written the Council regarding the retreat on November 9012 October 1, 1991 2 and 3 at Mountain Lake. It was requested that Council and staff submit topics to him or Mr. Holycross that they would like to have discussed. It was also reported that this year we would not have a facilitator. Vice Mayor Graham also stated that a letter of appreciation from Mr. Phil Sadler for Council's help on the Habitat housing program had been distributed. Vice Mayor Graham stated that before Council was a Resolution No. 91-25 honoring the Pulaski Braves on the 1991 Appalachian League Championship. Councilman J. R. Schrader so moved that reading of the Resolution be waived, seconded by Councilman Neblett and carried. Councilman J. R. Schrader made a motion that Resolution No. 91-25 Honoring the Pulaski Braves be adopted, seconded by Councilwoman Holston and carried on the following recorded vote: RESOLUTION BRAVES Charles D. Glenn - Aye TOWN ATTORNEY'S REPORT Mr. Terwilliger had no report. TOWN MANAGER'S REPORT GRANT Mr. Lyons stated that at the last Council meeting the Town Manager reported that the Town had received an "America the Beautiful" grant to plant trees. The following day we received notice that the same project was funded through the Small Business Administration grant that we had applied for. The Department of Forestry said we could not receive both grants, therefore, we will be completing the same project through the Small Business Administration grant. Mr. Lyons reported that the Town Offices would be closed Monday, October 14 in observance of Columbus Day.
