HomeMy WebLinkAbout10-25-91October 25, 1991 9019 Minutes of the Special Meeting of the Pulaski Town Council held October 25, 1991, at 7:30 a.m., in the Council Chambers in the Municipal Building. There were present: Mayor Gary C. Hancock, presiding Council Members: Charles D. Crispin, J. R. Schrader, Jr., Mary Lou Copenhaver, James M. Neblett, Andrew L. Graham, Robert N. Glenn Also Present: Frank Terwilliger Town Attorney Don E. Holycross, Town Manager Robert J. Lyons, Asst. to the Town Manager Rebekah Corso, Acting Clerk Visitors: Jeff Hall, Fire Chief Paul Dellinger of the news media Mayor Hancock called the meeting to order at 7:35 a.m. The Pledge of Allegiance was led by Mayor Hancock. The Invocation was given by Mayor Hancock. Councilwoman Copenhaver so moved that Rebekah Corso be appointed as Acting Clerk of Council, seconded by Councilman Neblett and so carried. Roll call was then taken. COURTHOUSE Mayor Hancock stated the purpose of the meeting was to consider adoption of Resolution #91-26, a Resolution Endorsing and Encouraging Public Support for the Courthouse Bond Issue. Councilman Neblett so moved that reading of Resolution #91-26 be waived, seconded by Councilman J. R. Schrader and carried. Councilwoman Copenhaver so moved that Resolution #91-26 Endorsing and Encouraging Public Support for the Courthouse Bond Issue be adopted, seconded by Councilman Neblett. Mayor Hancock stated it was his understanding that courthouse improvements and expansion have either, or will be, mandated. He felt the approval of the proposed bond issue is a prudent means to provide for the upgrading of the courthouse facilities in Pulaski. The Board of Supervisors has scaled back the proposal that was on the ballot a year ago, and the purpose of the bond issue is to minimize the financial impact on all the citizens throughout the county. Without the bond issue there will be a much more dramatic financial burden on the County citizens. He understood the bond issue would permit the County to repay the debt for any courthouse improvements over a period of 15-20 years and could be handled in the current budget, with no more than 4 cents being added to the current real estate taxes. If the bond issue is not approved, and the courthouse improvements would still have to be made, the County has indicated there would have to be a very dramatic increase in property taxes, perhaps an additional forty cents on the real estate tax. 9020 October 25, 1991 Councilman Crispin stated he did not agree with the Resolution as he did not feel Council should have a resolution encouraging the Town citizens to vote for anything, nor encourage the Town citizens to allow the Council members do their thinking for them. Councilwoman Copenhaver, Councilmen Graham, J.R. Schrader, Neblett, and Mayor Hancock spoke in favor of the Resolution and felt Council should take a leadership role and provide facts and information to the citizens with regard to the bond issue. Glenn - Aye Next item of business was a request by Fire Chief Jeff Hall to place a burning ban in effect. ORDINANCE Ordinance No. 91-27, Authorizing the Fire Chief to Place a Ban on FIRE Open Bunri.ng was before Council, Mr. Holycross advised of a couple of BAN changes to the Ordinance as presented. With the additions to Ordinance No. 91-27, Councilman Glenn so moved that the reading of Ordinance No. 91-27 be waived, seconded by Councilman Neblett and so carried. Councilman Crispin so moved that Ordinance No. 91-27 Authorizing the Fire Chief to Place a Ban on Open Burning be adopted, seconded by Councilwoman Copenhaver and carried on the following recorded vote: ORDINANCE Charles D. Crispin - Aye Andrew L. Graham - Aye ADOPTED J. R. Schrader, Jr. - Aye W. H. Schrader, Jr. - Absent Mary Lou Copenhaver - Aye Alma H. Holston - Absent James M. Neblett - Aye Robert N. Glenn - Aye Council commended Chief Hall for bringing this situation to their attention. Councilman Graham moved to add to the agenda the consideration of moving the November 5, 1991 Council meeting to another night, as the 5th is election day, seconded by Councilman Glenn and carried. MEETING Councilman Glenn moved to cancel the November 5, 1991 meeting and CANCELLF~-lly hold one meeting in November, November 19, 1991, 7:00 p.m., seconded by Councilwoman Copenhaver and carried. Councilman Crispin moved to adjourn into executive session at 7:55 a.m., on a personnel matter, pursuant to section 2.1-344 Al of the Code of Virginia, seconded by Councilman Glenn and carried on the following recorded vote: Charles D. Glenn - Aye October 25, 1991 9021 Council returned from executive session at 8:14 a.m. and waived reading of Certification Resolution on motion made by Councilman Crispin, seconded by Councilman Glenn and carried. Councilman Neblett moved that Certification Resolution be adopted, seconded by Councilman J. R. Schrader and carried on the following recorded vote: Certification Resol. Charles D.
