Crowell, Ned Bane, members of the Pulaski Recreation Commission J. F. Cassell E. C. Quesenberry and son The meeting was opened with prayer by Town Manager Noland. Minutes of the regular meeting of March 15th, and called meeting of March 17th, were approved. J. B. Brillheart, Jr., Chairman of the Pulaski Recreation Commission, presented the following recommendations of that Commission for the consideration of the Town Council: 1. That a year-around recreation program be adopted. 2. That a full time recreation director be employed. That an assistant, or secretary, be employed only RECREATION COMMISSION during the summer months while the program is PRESENTS RECOMMENDATIONS most activ?. TO COUNCIL - NO ACTION That part-time nPrsonnel be employed as needed, TAKEN such personnel to be recruited largely from the coaching and teaching staffs of the Pulaski Schools (on recorrunendation of the Superintendent of Schools). (The above recommendations are made after a study of reports from Martinsville and Vinton relative to their recreation programs; after conferring with Mr. Frank Critter, Superintendent of Schools; and after conferring with Mr. Tom Noland, Town Manager, relative to the accomplishments and cost of the Town Recreation Program during its last year of operation.) 3. That the Recreation Commission work closely with the Pulaski Schools, the Pulaski YMCA, and local civic clubs in an endeavor to esta.bl.~_sh a well-coordinated recreation program. 1~. That the sum of ~1!~,500 be granted to carry out a full time program for the year 1960-61. We have discussed Pulaski's recreation needs with the Superintendent of Schools. We have met with the principals of two of our elementary schools, with Mr. Athearn of the YMCA and members of the YP~fCA Board. After meeting with these people, discussing their problems and hearing their suggestions, we made a careful study of all the information we had secured. There followed a lengthy discussion between members of 1 the Council and members of the Recreation Commission. No definite conclusions could be reached and the matter was referred to the Finance Committee. E. C. ~?uesenberry a resident of Macgill Street in Brown Addition, stated to Council that he objected to the Town Manager permitting a house trailer to be parked on a lot approximately one block from the !Juesenberry property while at the same time the Town Manager had refused Mr. Quesenberry's application for permission to place a house trailer on his own property. Mr. Quesenberry requested that Council grant him permission to place a trailer on his property for occupancy by his son why is a college student. Mayor Jackson asked the Town Manager about the background of QUESENBERRY's REQ. FOR PERMISSION TO PLACE HOUSE TRAILER ON HIS I~OT DEFERRED FOR OPINION OF TOWN ATTORNEY. 1 this situation, whereupon the Manager explained that the lot where the house trailer had been placed wz.thin the east few da-~rs was in use as a trailer parking lot at the time the property was annexed by: the Town, a Zoning Ordinance having been adopted before the property was annexed. However, the Manager pointed out that in his opinion the wording of paragraph 2 of Article 18 of the Zoning Ordinance permits the continued use of the property in question as a trailer parking lot, as a non-conforming use which existed at the time the Zoning Ordinance was adopted. The I~Tanager explained that conversely=~ other sections of the Zoning Ordinance prohibit the establishment of a house trailer parking lot in any area which is zoned for residential purposes and that since the G?uesenberry property is in a residential district, the ordinance does not permit the placing of a house trailer on the Quesenberry lot. Further, the Manager felt that in view of the general wording of the Zoning Ordinance Council could not give its permission except by re-zoning the Quesenberry property as business property and in respect to a Question the Manager felt that very likely the Board of Zoning Appeals could not grant the permission under the terms of the ordinance because the Board of Zoning Appeals cannot take action which in effect amends the ordinance. 3~8? Council rains. contd. April 5, 1960 1.~ p m In view of the discussion as outlined above, Council withheld its decision on the matter until a legal ruling could be obtained from the Town Attorney. J. F. Cassell, representing the newly organized Pulaski PULASKI CO. ARCH~'RY CLUB DESIRE TO LEASE 20 ACRES OF MTN. LAND FOR TARGET RANGE; MATTER TURNED OVF,R TO TOWN ATTY. County Archery Club, requested Council to lease the Club fifteen or twenty acres of Mountain land located west of the new Armory, to set up a 2.8 target range. He stated interest in archery is growing, and the Club planned to hold weekend tournaments which would bring into Pulaski approximately 200 people for these events. Mr. Cassell was advised that the reouest would be turned over to the Town Attorney to work out the legal details of such a lease, or use. A letter from Julian F. Hirst, City Manager of Martinsville, and former Town Manager of Pulaski, was read to Council complimenting LF;TTER FROM JULIAN the Town officials on their fine job at the new Gatewood Reservoir. HIRST COMPLIMENT- Also a letter from the Pulaski Merchants Council and Chamber of ING TOWN OFFICIALS ' ON GATEWOOD RES. Commerce, commending the Town and its employes on the efficient READ AND FILED manner in which the streets in the business district were cleared of snow during the recent unusual weather. Councilman Larson stated there was nothing definite to report on the leasing of .lands at Loving Field at this time; those contacted had not shown too much interest. The Town Attorney was authorized to prepare the proper resolution for adoption. On motion of W. F. White, seconded by W. A. Larson, and carried unanimously, the following ordinance was adopted: ADOPTION OF ORDINANCE AMENDING AN ORDINANCE AMENDING CHAPTER 1 OF THE CHAPTER 1 OF LICENSE LICENSE TAX ORDID~.~4NCE FOR THE EXERCISE OF CERTAIN TAX ORDINANCE, PRIVILEGES WITHIN THE TOWN OF PULASKI, VIRGINIA, NFW SEC. 56-A BY THE ADDITION THERETO OF A NEW SECTI ON, NUMBERED ADDED "TRADING 56-A, ENTITLED "TRADING STAMPS, COUPONS, FTC." STAMPS, COUPONS,ETC. " BE IT ORDAID?E'D by the Council of the Town of Pulaski , Virginia, that the ordinance for imposing and collect- ing license taxes for the exercise of certain privileges within the Town of Pulaski, Virginia, be, and the same is hereby amended by adding to Chapter 1, thereof a new section, numbered 56-A, entitled "TRADTNG STAMPS, COUPONS, ETC. " as follows Section 56-A: TRADING STAMPS, COUPONS, ETC. Every person, firm or corporation acting for itself or through agents, engaged in the business of_ selling, furnishing or supplying for any consideration to another to use in, with or for sale of any goods, wares, commodities or merchandise, any trading stamps, coupons, tickets, simi_l..ar devices, or other like things (hereinafter referred to as prem~.um stampsl, to be used as evidence of pur^hases made, which shall entitle the purchaser recF»_tri ng the same with such ~*oods, wares, commodities or merchandise, to n rocure any gift or prem~_>>m free of charge of for Jess than the market price thereof, or to receive cash for such pr~miumstamns, upon the production of any number of such premium stamps, shall pay an annual license tax of X50.00 for the first X10,000.00 of gross receipts and 25 cents per One Hundred Dollars of gross receipts upon all in excess of Ten Thousand Dollars. The .license tax herein imposed shall apply for the .license year beginning May 1, 1960, and each ,year thereafter. Town Manager ATO1and stated that L~t. Governor Stephens ha.d promised to make the nrincipa7_ speech for the dedication ceremonies of the new Armory on May 7th. The Town Manager advised that the new Gatewood dam overflowed GATEWOOD DAM OVFRFLO~n~D on the morning of March 29th, and that 39,000 blue gill fish had MARCH 29TH; BLUE GILL FISH beer placed i.n the reservoir a few days before the meeting; PLACED IN RESERVOIR also, that 14000 red ear (sunfish) would be stocked this fall, about 6,000 large mouth bass some time this summer and about X18 _~ Council mins. contd. 6,000 small mouth bass Later. April 5, 1960, t~ p.m. The waters below the dam would probably be stocked with trout this summer. On motion of W. F. White, seconded by T. J. McCarthy, and carried unanimously, it was RESOLVED, that the bid of W. C. Hollandsworth of Willis, ACCEPTS CONTRACT WITH W.C.HOLLANDS-Virginia, of ¢12.50 per thousand feet on 253,000 feet 03,162.00) of ti WORTH(.$3,162. ) for TIMBER IN timber in the Gatewood Reservoir area, be accepted and contract be GATEWOOD RES. AREA drawn. Town Manager Noland advised Council that Pulaski High School students would meet with Counci_1 at its regular meeting on April 19th, as part of their Youth Day Program to be he7_d at the School on April 27th.
