There were present: Mayor C. V. Jackson, presiding. Councilmen: Billy B. Flint, W. S. Cummings, T. J. McCarthy Glen K. Aust, F. L. Carrico, Eugene L. Nuckols~, Claude B. Gallimore 1 Absent: J. W. Nash Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Bill Akers, reporter for Southwest Times A. Dow Owens The invocation was given by Councilman Flint Minutes of the regular meeting of August 16, and the organizational. meeting of September 1, were approved. As President of the Chamber of Commerce, A. Dow Owees 1 asked Council to adopt a resolution supporting the Eastern Corridor flbr Route 77, which resolution would be presented at the hearing scheduled to b held on October nth in Roanoke. Mr. Owens further stated that the Chamber was in desperate need of financial assistance, and that a membership drive was being made to collect funds to cover expenses of the Chamber for the remainder of its fiscal year. Both requests were discussed by Council and on motion of Glen K. Aust, seconded by T. J. McCarthy, and on the following recorded vote, it was Bi11y B. Flint - aye W. S. Cummings - aye T. J. Nash - absent APP ROVES PAYMENT OF RESOLVED, that the sum of X500.00 representing dues to Charmer of COF C DUES FOR 1960-~mmerce for 19.60-61 be paid as follows: $300.00 to be paid immedia~;ely $300.00 now & $200. IN 1961. and the remaining $200.00 sometime in 1961. On motion of Eugene Nuct~ols, seconded by Bill Flint, and carried unanimously, it was RESOLVED, that the Town Attorney be directed to prepare a proper resolution supporting the Eastern Corridor for Route 77 to be TOWN ATTY. presented to Council at its next meeting for consideration and DIRECTED TO PREPARE adoption. On motion of Councilman Nuckols, seconded by Councilman Gallimore, and carried unanimously, it was RESOLVED, that the next regular meeting date of APPROVES CHANGE IN REGULAR MEETING DATES OF COUNCIL DUE TO CONFLICTS September 20th which conflicts with the League of Virgi nia Municipalities meeting, be set for Spetember 21, and that the regular meeting of October nth, be~:ahanged to October 11th. Mayor Jackson stated the New River Valley Airport MAYOR JACKSON RE;- APPOINTED TO NRVA COMMISSION TO REP. Commission had two good operator prospects and hoped to have the airport leased by the last of September. On motion of T. J. McCarthy, seconded by Eugene L. Nuckols, and carried on the unanimous vote of those present, whichtiote was taken by Vice-Mayor McCarthy, it was re RESOLVED, that Mayor C. V. Jackson be/appointed to the New River Valley Airport Commission for the purpose of TOWN OF PULASKI representing the Town of Pulaski on this Commission, with the CARRICO COMMENDS/JACKSON & reappointment to be concurrent with his present term as Mayor. COM~L[S~~4JFOR JOB WELL DONE IN GETTING At this time Councilman Carrico commented upon the AIRPORT STARTED excellent fob Mr. Jackson had done as member of the NRVA Commission, and of the tremendous amount of work involved in the establishment of the New River Valley Airport. Town Manager Noland explained that the preliminary copy of the Land Use Map which had been prepared by the State Department of Conservation and Economic Development based upon field work which had been done by the Chamber of Commerce and the Land USE MAP IN TOWN FILES; MO~.E Junior Chamber of Commerce, is now in the town's files. It was INFORMATION TO BE OBTAINED, AFTER further explained that more information would be ointained, after which MAP WILL BE IN FINAL FORM FOR the Land Use map would be put in final form for use by the USE IN i~ STER PLAN Planning Commission in its work on the Master Plan. Sept. 6, 1960, ~ P. M. =I property owners. On motion of T. J. McCarthy, seconded by Councilman Gallimore, and carried on the unanimous vote, it was resolved, that Cu rtis C. Jordan, C. L. Plunkett and E. C. Grigsby be appointed appraisers for securing right of way for Edgehill Drive. On motion of Councilman Flint, seconded by Councilman McCarthy, and carried unanimously, it was RESOLVED, that the new street now being developed NEW STREET FROM FRANKLIN AVE. TO from Franklin Avenue to Pulaski Veneer & Furniture Corporation on RT. :11 TO BE KNOWN AS "EDGEHILL DRIVE" Route 1.1, be known as ED(~HILL DRIVE. Town Manager Noland pointed out that as is usual in towns which build Sewage Treatment plants there arises the problem of temporary heavy flows of sewage in the treatment plant which follows heavy rain fall. Such temporary flows add needless costs to the treatment operation procedure and subject the equipment and system to possible damage. In anticipation of this upcoming situation the Town Code in Section 20-1t8 has for a number of years, prohibited the connect- , ing of down spouts to house sewers and it was the recommendation of the Manager that steps be taken to enforce the existing Code section.
