A, There were present: Mayor C. V. Jackson, presiding. ~, Councilmen: W. F. White, W. A. Larson, A. E. Lemons, W. H. Wysor, I. R. Carper. ~: Also present: Town Manager: T. B. Aall, Reporter, and '' Dan Rooker of the Southwest Times 3. ~. The meeting was opened with a prayer by the Rev. Glenn ~, Garner of the Church of the Brethern. Mayor Jackson welcomed Mr. Dan Rooker, new owner of the Southwest Publishing Company, and the other visitors. On motion of I. R. Carper, seconded by W. H. Wysor, it was, unanimously RESOLVED, that Gladys R. Dalton act as Clerk in the of Audrey E. Kingrea, Clerk. W. F. Thomas appeared before Council with reference to the parking sign recently erected in front of his property on Prospect Avenue prohibiting parking on east side of Prospect to the corner, or intersection of 10th Street, which prohibits Mr. Thomas from parking in front of his residence. A discussion of this situation followed, after which Mayor Jackson suggested that the Street Committee, with the Town Manager, view the situation and make a sketch to be presented to Council at a later date On motion of W. F. White, seconded by A. E. Lemons, it was unanimously ~~ RESOLVED, that any penalty against Mr. Thomas for violati ~~ ~~ of this parking restriction be suspended until the matter can be settled. ~~ A. Dow Owens, Attorneg, displayed to .Council a new type of Registration book and suggested this type be used for purging the Town's Y! $'. Registration books and bring the voting list up to date. Pulaski, Va. Apr. 2, 195?, ~ p.m. said he would be glad to submit to Council the estimated cost of four books, together with fillers and the cost of getting the work don8. T. J. McCarthy addressed Council and stated that he had purchased the George Bunn home in Bowling Court and that as far as his situation was concerned the picture of Bowling Court was changed. He asked that Council reconsider and include the former Sumner property and Bunn property, both of which he now owns, in the business zone rather than residential, because with this change he could approach some finance company for the purpose of borrowing money to continue with his idea of a Shopping Center for Pulaski which would bring in additional revenue for the town. He also stated that it was his desire to change the present driveway at the corner of Commerce Street and Washington Avenue to enter Washington Avenue 3ust north of the Whiting Oil Service Sta- tion, with a suitable sidewalk and driveway and hoped that thiswould be approved by Council. Mayor Jackson stated that, if agreeable to Cauncil, the matter of zoning Bowling Court would be continued to the next regular meeting at which time it would be reconsidered in order to permit other interested parties to appear. This was agreeable to all members present. Town Manager Noland advised Council of the need of a new water billing machine, explaining the Burroughs as well as the Addressograph and Elliott Systems; that the suppliers would deliver the machines now to be paid for out of the 1957 budget, and on motion of W. A. Larson, seconded by I. R. Carper, it was unanimously, RESOLVED, that an order be placed for delivery of the Elliott addressing machine and a Burroughs billing machine with the payment of approximately $5,100.00 to be made from the water fund of the new budget in July. After a brief discussion, action regarding the Bunts Building remodeling was continued until a::.full meeting of Council. W. A. Larson reported on his recent trip with Town Manager to Richmond where they appeared before the Water Control Board, wherein it was apparent that the Board is satisfied with the Townes progress. Jackson gave a report on the Area Airport, highlighted by the announcement on that day of the Federal allocation of $234,041.00 to the pro3ect. Mayor Jackson noted the last issue of the FREE PRESS, z wherein it had been editorially declared that Council had gone against the wishes of the Water Control Board in combining the water and sewer question in the recent bond election. All agreed that this was not ~ry fact, whereupon the Mayor declared it to be his intention to write a strong letter of protest to the FREE PRESS. There were present: Mayor C. V. Jackson, presiding. Councilmen: A. E. Lemons, J. R. Martin, W. H. Wysor, F. L. Carrico, I. R. Carper, W. S. Cummings. Absent: W. F. White and W. A. Larson. Also Present: Town Manager: T. B. Noland Acting Clerk: Gladys R. Dalton Town Engineer: R. Lloyd Mathews Town Attorney: Garnett S. Moore Visitors: Bill Flint, Reporter and Dan Rooker of the Southwest Times On motion of W. H. Wysor, seconded by W. S. Cummings, it was unanimously RESOLVED, that Gladys R. Dalton act as Clerk in the absence of Audrey Eidson, Clerk. The minutes of regular meetings of March 19th and April 2nd were approved. Council discussed at length the matter of zoning of Bowling Court, and J. R. Martin made the motion that Council rescind their previous action on the zoning of Bowling Court, taken March 19, 1957, which motion was seconded by I. R. Carper, and carried by the following recorded vote: A. E. Lemons - no F. L. Carrico - no J. R. Martin - aye W. S. Cummings - aye W. H. Wysor - aye I. R. Carper - aye Further discussion followed, and J. R. Martin made the motion that the two lots on the north, described below by metes and bounds, be zoned business and the remaining portion be left as pre~ri.ously designat= ed, residential, which motion was seconded by I. R. Carper, with the follow- ing recorded vote: A. E. Lemons - no F. L. Carrico - no J. R. Martin - aye W. S. Cummings - no W. H. Wysor - aye I. R. Carper - aye The tie vote was broken by Mayor C. V. Jackson voting in favor of the motion.
