Minutes of the regular semi=monthly meeting of t
Town Council of the Town of Pulaski Virginia, held on'
at 4:00 p.m., ';

The meeting was opened with a prayer by the Town
Manager.

The minutes of the special meeting of May 10, 195~~
and the regular meeting of May 7, 1957, were approved.~~
A letter from the Pulaski County Chamber of Comme$fee
requesting the Town to increase its contribution to th
Chamber was read. After considerable discussion, it w~is
the sense of Council that no increase could be made ins'
the Town's appropriation, and

On motion of W. F. White, seconded by J. R. Marti~l,
it was unanimously

RESOLVED, that the local citizens are urged by the
Council to support the Chamber of Commerce.
On motion of W. H. Wysor~ seconded by W. A. Larso~j,

the following ordinance was unanimously adopted.

AN ORDINANCE DIRECTING THE WATER DEPARTMENT j
OF THE TOWN OF PULASKI~ VIRGINIA, TO OBTAIN
A PERMIT FROM THE STATE DEPARTMENT OF HEALTH ~'
AND TO PROVIDE THE MEANS AND TO PROCEED WITH
INTRODUCTION OF CHEMICALS INTO THE WATER SUP-
PLY IN PROPER PROPORTIONS, TO KEEP PROPER w':
RECORDS THEREOF, AND TO FURNISH SAME TO THE
STATE HEALTH DEPARTMENT AND OTHER PROPER
OFFICIALS
WHEREAS, it appears to be the consensus of scient~{fic,
medical and dental opinion that the presence of fluoride
in drinking water is a deterrent to tooth decay; and
WHEREAS, such chemical element is not found in th

natural supply of water distributed to the citizens ofd;

WHEREAS it appears that fluorine can be intro-
duced to the Town supply of water as furnished to the
users, and as a measure to promote the public health
and good;
NOWT THEREFORE BE IT ORDAINED by the Council of
the Town of Pulaski Virginias that;
Section 1. Upon application and receipt by
the Water Department of the Town of Pulaski Virginia
of a permit from the State Department of Healthy and
until further otherwise directed by said Town Council
the Water Department is hereby authorized and directed
to provide the means and to proceed with the introduction
of sodium fluoride or other suitable salt or acid of
fluorine into the water supply in such quantities as
are required to maintain throughout the pipe distribution
system a fluoridation concentration of appro$imately one
part per million.
Section 2. The Water Department shall keep an
accurate daily record showing for each supply the number
of gallons treated; the fluoridation concentration of the
water before and after treatment; and the fluoridation
concentration in the distribution system at such points
and at such intervals as may be directed by the State
Health Department.
Section 3. The State Health Department shall have
general supervision over the treatment and use of fluooide
in the public water supply. The Water Department is
hereby directed to furnish said Health Departments or
its agents as may be directed copies of records specified
ender Section 2 above at daily weekly and monthly
intervals.
The above ordinance was adopted by the following

AN ORDINANCE TO AMEND AND RE-ENACT SECTION
12 OF THE LICENSE CODE OF THE TOWN OF
PULASKI~ VIRGINIA AND TO ENACT A NEW
SECTION 12-b THER~TO PROVIDING FOR LICENSE
FOR BEAUTICIANS BEAUTY PARLORS BEAUTICIANS'
SCHOOLS AND DEFINING BEAUTICIANS' SCHOOLS
AND FURTHER PROVIDING THAT SAID LICENSE SHALL='
NOT BE PRO-RATED.

BE IT ORDAINED by the Council of the Town of Pula~i~
Virginias that: a.
Section 12-a. BEAUTY PARLORS AND OPERATORS

(1) Each beauty parlor or salon which offe~Is
for sale any .articles shall in addition to the license
required in Sec. 12-a (2)~ be required to take out ands

pay a merchant's license tax.

_ (2) Every person who dresses or curls hai#~
or gives beauty treatment, or teaches and trains other~i

in beauty culture and methods shall pay a license taxi'

(2) For the purpose of this section, the
person, firm or corporation having more than one (1)
person under its control or enrolled under its direction,
who are studying, taking courses or training in beauty
culture methods, shall be deemed to be operating a
beautician's school.

On motion of W. F. White, seconded by I. R. Carper,
it was unanimously
RESOLVED, that the contract to cover engineering
services in connection with preparation of plans and
specifications as presented by Wiley & Wilson, Consulting
Engineers, for the construction of the sewage disposal
plant with the exception of Part 3, be accepted.
On motion of W. F. White, seconded by W. H. W~csor,
it was unan imously
RESOLVED that application to proper authorities
be made for money for advance planning for the sewage
treatment plant.
On motion of I.,R. Carper, seconded by J. R. Martin,
it was unanimously
RESOLVED, that contract with the Virginia Division
of Forestry for protection of Town forest property des
accepted. Said contract calls for the Town's paying the
State the actual cost of supression services rendered.
The Town Manager presented the Council with copies
of the 1957-58 budget wherein a tax rate increase of

The minutes of the special meeting of the Town
Council of the Town of Pulaski, Virginia, held on the
27th day of May, 1957, at 4 p.m. in the municipal
offices.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: I. R. Carper, F. L. Carrico, A. E.
Lemons, J. R. Martin, W. A. Larson, W. F. White.
Also present: Town Manager: T. B. Noland
Clerk: Audrey N. Eidson
Visitors: Evelyn S. Hall, Reporter
The meeting was opened with a prayer by Councilman
Carrico.
Mayor Jackson stated this special meeting was
called to discuss the proposed 1957-58 budget and such
other matters as might be properly presented.
Whereupon, the Town Manager presented an appli-
cation by Coleman Furniture Corporation for a building
permit to construct g low water bridge across Peak
Creek.
On motion of W. F. White, seconded by W. A.
Larson, it was unanimously
RESOLVED, that the building permit be granted to
Coleman Furniture Corporation with the proviso that
the Town does not guarantee the plans or specifications,
or that their intended use is proper, and further that
the Town does not guarantee that the proposed structure
will not impede the flow of the stream.
On motion of W. F. White, seconded by W. A. Larson,
it was unanimously
RESOLVED, that the tax rate levy is to remain at
X1.60 for the year 1957-58.
The remainder of the meeting was devoted to consid-
eration of the Water, Sewer and Cemetery funds of the
proposed 1957-58 budget.
The meeting adjourned at 6:00 p.m.
