Minutes of the regular semi-month]y meeting of the Tom
Council bf the Town of Pulaski, Virginia, held on the 6th day of
August, 1957, at 4 p. m. in tie municipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilman: W. F. White, W. A. Larson, A. E. Lemons,
J. R. Martin, F. L. Carrico, W. S. Cummings,
I. R. Carper.
Absent: Councilman W. H. Wysor.
Also present: Town Manager T. B. Noland
Clark: Gladys R. Dalton

The minutes of a regular meeting held July 16th, and special ;
meetings on July 25th and July 31st, were approved.
Mayor Jackson welcomed Mr. Slaughter, who stated he was
present only as an interested property owner of Windsor Circle re-
gardin~ a matter which was then presented by Cauncil.man Carper. Mr.
Carper displayed a map of the area to be annexed on which a portion ofd!

Walter Allison, had been marked in red and stated that it was the desire

limits; that two of the largest dar3.es in Virginia were within City
limits, one being in Warwick, Virginia. Mr. Slaughter stated he did
not know if it was the land of people the town was interested in
annexing and was advised by Mayor Jackson that the town needed the ar~
for development and growth rather than for the number of people withi.~{

in Pulaski. recently and had stated to him that he felt Pulaski might
use this same system to good advantage. These we]1s are drilled down
into limestone rock and cased. Th®. water is thus led dawn to crevices
in the rock which return it to the and erground water reservoir.
Roanoke has wells of this type which sale taking off up to 750 gallons
per minute by gravity of the excess water left by flash floods.
Dr. Cooper had looked around some and would like to make a detailed
report and recc~aendation to the town. Mr. Noland stated the cost
of such a report would be approximately $200.00 which would include
supervision of any wells to be sunk if Council was interested in
employing Dr. Cooper.

~~ Town Manager Noland reported that the Whitaker Building on
Valley Street was being torn down by the owner. Mayor Jackson asked
Mr. Noland to read a letter received from the State Fire Marshall'
office, stating that an .investigation had been made in response to
can-plaints from two local factories concerning severaal old buildings
in their vicinity and that several buildings had been inspected and

situation, it was decided by Council that the adoption of any ordinanc~l
should be held in abeyance until more information could be secured re=
garding this problem.
Town Manager Noland stated he had heard nothing fro®- the Board

August 13th, that Town Attorney Moore was to proceed to prepare the
case to be presented at the September Term of Circuit Court. This

A request of T. W. Dickerson was presented to Council by
