Minutes of the regular semimonthly meeting of the
Town Council of the Ta`m of Pulaski, Virginia, held on the 20th
day of August, 1957, at 4 p. m. iri the municipal office.
There were presents C. V. Jackson, presiding.
Councilmen: W. F. White, W. A. Larson, A. E. Lemons

Mayor Jackson called the meeting to order, after which
the Rev. C. J. Payton, pastor of the Penticostal Holiness Church,
gave the invocation.

APPROVED were approved.
Mayor Jackson invited the three visitors present to dis-
c uss any matters they may wish with Council. Whereupon, they stated
they were appearing in opposition to the opening of 'a sanitary land-
fill in an area ad3acent to the Norfolk and Western Railroad, at the
end of Belle Avenub, on the south side of Peak ,Creek. In connection
with this matter, Councilman Lemons then presented a petition signed
+ by 140 people. The petit~nn reading as follows:
PETITION ••We the undersigned home and business owners located in
PROTESTING East Pulaski, Va., do hereby on our signatures protest the
LANDFILL IN locating of a garbage disposal area. vn East Main St. and Bell
EAST PUTASKI Ave. Pulaski, Va. We feel that this procedure would devalue
our property and create a traffic hazard, and also create a
bad atmosphere for the center of Pulaski, also, that it
would cause a flooding condition of the homes on the opposite
side of Peak Creek:•'
There followed a quite lengthy discussion of many
aspects of this situation including the citizens complaint that
the new landfill location is objectionable to them because of its
very nature; because, in their opinion, would tend to decrease
their property values and its development on the new site would
increase the flood hazard in the East Main Street area. Upon being

questioned by Councilman Larson, two of the three citizens present

stated they had not personally visited the landfill site which 'had
been i.n operation since the previous Wednesday, nor had they obsexwed
the sanitary landfill site on Draper Mountain, in which 1350 loads of
refuse had been buried during the past winter and spring. a
There was much discussion of the esthetic consideration
in a landfill operation, the acceptance of the method by State and
Federal Health authorities, the flood hazard angle, the effect on the
cost of a possible future Peak Creek channel change, and the fact
that the Town Manager had made arrang+msents for opening the landfill
site in this area, as an administrative function, without $3;~ving notice
thereof to Council. Also, there was a discussion of the econo~aics of
the Mountain area, other possible sites, and the necessity of hauling saam~!
dirt to use as cover material. The Town Manager made a statement which
contained his reasons for selection of this site, which had previously ''

been under consideration by the Town and which is in an area which had fore;
s ometime been used as an open dump under the suspicies of the owner ~'
of the property. The Town Manager pointed out the owner of the land has
offered theTo~ the use of numerous track loads of brick which have been
dumped on the property and the Town may use the ore slag which had been
dined on the property many years past, and that he will furnish the
equipment to load the necessary dirt which is being donated by the
General Chemical Coaapany at a site approximately a mile from the dis-
posal area. Town Manager stated again that he still felt that the
site will prove to be the most economical of those which were available
at the time.

Mayor Jackson stated that Council, at a previous meeting,

LIST had requested that the dates be changed to August 23rd and 30th
inasmuch as they were unable to set the type by the 22nd. °
On motion of W. A. Larson, seconded by J. R. Martin,
it was unanimously
RESOLVED, that the dates for publishing the delinquent
tax list be changed fraen August 22nd end 29th to August 23rd and 30th.
Town Manager read a letter from Architectural Engineer,
Oscar J. Blake, of the firm Poultan, Maher and Blake, Structural Eng-
sneers, Blacksburg, Virginia, with regards to the proposed study of
structurally unsafe buildings in Pulaski., in which letter he out-
lined the proposed scope of work, and stated he felt the fairest

per mile. After a discussion by Council it was decided to employ
Mr. Blake an this basis and start the survey on a small scale. It
was further decided to appropriate the sum of $600.00 from the General
Fund to cover the expense of this survey.

other cities seemed to be about the same as set forth in the proposed
ordinance read at the last meeting, that there appeared to be no set
pattern; that perhaps Council would like to consider the offer of Mr.

After a short discussion, the matter was tabled until the next meeting.
It wa,s the decision of Council that the Town increase i
its donation to the Pulaski Chamber of Commerce by $100.00 - a total of $3~0.

Town Manager stated the next item on the agenda was the
surface treating of Birch Street, the cost of which was estimated to be
$1200.00. The matter was discussed, and on motion of W. A. Larson,
seconded by J. R. Martin, and by recorded vote as follows:

The need of a radio on the Police Motorcycle was discussed
and Town Manager stated the cost of the radio and installation to be
