Council minutes Sept. 2, 1957, ~ p. m.
Minutes of the regular semi-month],y meeting of the Town
Council of the Town of Pulaski, Virginia. held on the 2nd day of
September, 1957, at 4 p. m. in the municipal office.
There were present: C. V. Jackson, presiding.
Councilmen: W. F. White, W. A. Larson, A. E. Lemons,
W. H. Wysor, F. L. Carrico, W. S. Cummings,;
I. R. Carper.
Absent: Councilman J. Ralph Martin.
Also present: Town Manager: T. B. Noland
Clerk: Gladys R. Dalton
Town Attorney: Garrett S. Moore
Visitors: Evelyn S. Hall of the Southwest Times.
Mayor Jackson called the meeting to order, after which
Town Manager Noland gave the invocation.
The minutes of the regular meeting held august 20, 1957,
were approved with certain corrections.

Town Manager Noland advised Council that the Town had bee*
offered an 8 ft. right-of-way by residents of Stout Lane, which leads
South. from 5th Street, S. F.., which right-of-way would enable the T~Iwn

STOUT LANE - to widen this street from 10 feet to lg feet. He recogmnended that ~.he

TOWN Town accept the offer.

On motion of W. A. Larson, seconded by W. F. White, it wa~,
unanimously
RESOLVED that the Town accept the offer of the eight food
right-of-way by the residents of Stout Lane.
Town Manager Noland stated he was in receipt of a letter ~~om

PARK the use of Calfee Park for the past season and enclosed their check'
in the sum of $53u•70, reprPSenting ten percent of their total

admission receipts for the season; the Club had paid $715.00
for rental of the Park. ~~

The Manager further stated that the park is deteriorating,

any replacement is made the supports be of masonry blocks and
treated timber seats; a cost estimate for the bleachers in this
section being approximately $700.00 and $500.00 for labor. Other
facilities for the Park were discussed. It was the decision of those
present that the Recreation Committee, together with any other
members of Council who would like to go along, make a survey of
the Park and its most urgent needs and report to Council.
Town Manager stated the Mashburn Avenue Sewer pro3ect was coming
along quite nice],y, but there apparently had been some misunderstanding
with regard to Pepper Street. In 1954 some of the residents of Pepper

ON MASHBURN AVE. Street had signed the petition for this sewer line, and it appeared

ADDL. APPROPRIATION that of the ten homes on Pepper Street, eight wished to hook on the

line at this time and the other two later. He could not say if the
appropriation of $7500.00 made for the line would be sufficient to
cover cost of the line to Pepper Street. A discussion of this matter
followed.
On motion of W. A. Larson, seconded by I. R. Carper, it
was unanimously
RESOLVED, that the sewer line construction on Mashburn
avenue be extended on Pepper Street, and that if the appropriation
formerly made is not sufficient to take care of the cost, an
additional appropriation will be made by Council later.
Town Manager Noland stated that it was getting near the,
time to make up tax tickets and outlined the problem of securing
TOWN MGR. GIVEN additional clerical help for this extra work, the cost of which was

~~' ~ office had increased to a point where it was necessary to employ
another person full time. This matter was discussed fully by Council.
On motion of I. R. Carper, seconded by ~'. F. White, it
was unanimously
RESOLVED, that the Town Manager be authorized to emplo~r
an additional clerk, full time, for the office.
Plans for attending the convention of the Virginia League
of Municipalities in Richmond the 15th, 16th and 17th were made by
REGULAR MEETING members of Council. Inasmuch as the next regular semi month]y
POSTPONED BECAUSE
OF VA. LEAGUE OF meeting of Council would fall on September 17th, the meeting date

Town Attorney Garnett Moore reported that the Annexation:

Subdivision Ordinance hearing would be handled by Mr. Crowell and

thinking about the Bond Issue matter inasmuch as it is now Septem .r.
There was a discussicm as to what should be included in the bond
issue election and a difference of opinion existed. Attorney Moor~l
gave a review of the steps necessary in a bond issue election. c
Nothing definite was decided, however, except that all agreed that
a special meeting should be called soon to make plans.
