ThE minutes of the regular semi-monthly meeting held October 1st, 1957, with a minor correction, werr. approved. Mr. T. W. Dickerson again appeared before Couneil inasmuch as the Planning Commission had denied his request, which had been D'CKERSO?' This matter was discussed by Council and Mr. Dickerson was advised that there would likely be a public hear3.ng on the matter and Council would take it under advisement. Mr. C. H. 'r?alc and A'1r. G. W. Gearhart of the Radford Division of the Norfolk and Western Railway Company advised Council of the comirg proposal of the Norfolk and Western Railway Company ?u AND W TO to discontinue trains 9 and 10 between Roanokr, and Bristol because DiSCON T I~i1T.JE "'zuill~;S 9 & 10 of dwindling passenger business. Air, Hale gave Council figures to substantiate a percentage passenger decrease from 1955 through September, 1957, on both trains. He also stated that the post. Mr. Fialr. stated it was the intention of the Norfolk and 'w'estern Railway #' Company to ask for a hearing before the SCC possibly by the middle off' Decem- ber, to dt.scontinue these two trains. A Dow Owens advised Council the cost of purging the votin~ list would be $68.0.0.0, which would include payment of about $286.00 . ~'. to Mrs. Caves, the Registrar, to purge the books, and establish five~l ~~ books with one master index for all whits and calorrd. voters. Town rianager Noland stated $400.00 had been provided for this purpose in tiie budget and it would be necessary for Courci?_ to appropriate an s additional $300.00. On motion of W. A. Oscar Blake of the firm of Poulton, i~taher and Blake, ' Structural Engineers, Blacksburg, gave a report and displayed photo-: graphs on thirteen ens&fe buildings in Pulaski, a copy of said detailed report being on file in the Clerk's Office, and made. ~!; ~! rrcommendatians to Council relat3.ve to each building. Garner, it was unanimously RESOLVED, that Council hold its next regular meeting on A?ovember 4th, at ~ p, m. On motion of W. H. Wysor, seconded by I. R. Thompson, be held at the next regular meeting of Council, November 4th, at 4 p. m. Town Manager Noland stated that the three armory sites STATE r+F"NT'^ECT C~iIC'di~ AFu'~iCRY SITS -PARK_ SITE NOWT DESIRABLE which had been shown to General Crump were shown to the Stats Architect the previous week, and it appeared that the Mountain Park site was the most desirable, and~that the town would be responsible for preparation -of this site which will add to the cost; that a contourmap will be prepared and sent to the Architect. He also adv3..sed Council that it would be less expensive to use standard armory plans. COOPER DIS_ CI;SSED Raines Hollow the previous week with Dr. Cooper, and stated that Dr. Cooper feels that Raines Hollow leaves nothing to be desired as an impoundment area. Councilman Wysor favored a majority vote as being sufficient., It was suggested that Councilman Lemon's suggestion be carried on the next agenda for cans~_deration. _ Town Attorney Moore advised that the $5b,000. damage suit against three police officers had been dismissed as a result of plaintiffs request to the Judge that suit be dismissed. Also a Circuit Court fury had rendered a favorable verdict in the case of Coltrane against Town_Police Officers Bouldin and Comer by fins for the defendants. The meeting ad3ourned at 5:55 p. m.
