Council minutes
March 4, 1958, ~ p. m.
Minutes of the regular meeting of the Town Council of the
Town of Pulaski, held on the bth day of March, 1958, at 4 p. m., in
the Town office.
There were present: riayor C. V. Jackson, presiding.
Councilmen: W. F. White, A. E. Lemons, ~?. H. Wysor, F. L. :'

The meeting was opened with a prayer by The Rev. Charles
G. Tusing.
Minutes of the regular meeting of February 18, 1958,
were approved.
Town Manager Noland stated the first matter of business orn
the agenda was a report by_the Finance Committee on the new Armory
situation,_that assuming plans for a new Armory would go through,
the Town must do three things: First the Town would allocate the
sum of $15,000.00 toward the cost of the construction of the
building, one-ha.lf of which could be paid in the 1958-59 fiscal
TOWN. MGR. year, and one-half in the 1959-60 fiscal year; donate the site

OF TOWN"S and preparation of same, which would mean a five acre tract; and

and grading and hard surfacing of the road to the Armory. Mr. Nolalh~d
further stated that the site which had been tentatively selected
for the $175,000.00 building was in the town's mountain park lands,'
that it would probably be more economical to install a pump and
pump water from one of the existing wells rather than run a water
line to the site; that such furnishings as not contributed by the
National Guard, such as some tables and chairs would have to be
furnished by the Town, and that even though the rational Guard units
would have occupancy of the building, it could be used by the Town e
for public and civic group meetings.

Councilman Larson, chairman of the Committee, stated it
was the feeling of the Committee that Pulaski could not afford to
turn down the opportunity of getting a $17,000. building for

ways of financing worthy projects, it was the consensus of the
Committee that Pulaski could not afford to turn down the possibility
of getting an Armory. It was their recommendation that Council
approve the Armory project and sign the ne cessary agreement with
the State authorities.
On motion of W. H. Wysor, seconded by I. R. Carper, it
was unanimously
RESOLVED that the necessary steps be taken for the filing
of proper papers with State authorities for the Armory.
Town Manager Noland reported that the sum of $3,500.00 which
was appropriated for snow removal had bean spent and in addition
thereto, X250.00, making a total spent for snow removal for this

and built same as new, but that this could not be done until wam
weather, while others were being emergency patched and ~..*ould get
permanent surface treatment later. He estimated the cost not to
exceed five or six thousand dollars in addition to budget allocations for
repairs to streets. Council authorized the Town rianager and Director
of Public Works to make the necessary repairs to the streets as the
weather permitted.
_ Town Manager Noland stated that during the deep freeze many
pipes had frozen and bur-st, also there were a number of broken

RESOLVED that an adjustment be made in the water billing
as outlined; that notice be given that -this action does not set a p1'+ecedent,~
but applies only to this instance and will not be repeated.
Mayor Jackson stated that inasmuch as it was his responsibility
to appoint members to the Planning Commission, he would like to pos~-

being prepared by the Commission. Council decided to hold a joint

public hearing on the zoning map of the annexed area, and wished to
certify the map to Council. On motion of A. E. Lemons, seconded by
W. A. Larson, and unanimously carried, it was
RESGLVED, that Council accept the zoning map of the annexed area
as certified by the Planning Commission.
Town Manager Noland advised Council that it would be necessi&ry
for Council to hold a public hearing on the zoning map, and that mice
of the hearing and the map must be published in the Southwest Time
PUBLIC FEARING

Mayor Jackson stated that even though their trip to Washington
was not entirely satisfactory and it appears that we will lose the

definite commitment that when the New River Vaaley airport
Gommission gets the new field in operation, provisions will be
made for communications at the new Airport.
In regard to the Peak Creek channel change, Nir. Noland
TOWN riGR. advised there appeared to be a lot of activity on the part of the

some questions, and there seemed to be a lot of work going on
in their Huntington office.
A general discussion followed relative to the publics

Messrs. Claude Yelton and J. B. Warner appeared before
Council and asked what steps they should take to obtain a water

SMITH ADDN. recently annexed. A full discussion followed in which it was
brought out by Town N~anager Noland that the Peppers Ferry Road
water line would have to be replaced by a larger line before any
more extensions were advisable. Council advised the gentlemen
that their request would be given consideration.
Mayor Jackson expressed his appreciation to Councilman
Carper for his services in connection with the Emergency Relief
Fund, and the work of this newly organized office iri`helping
needy people in the recent weather emergency.
There being no further business, the meeting adjourned
