There were present; Mayor C. V. Jackson, presiding. Councilmen: W. F. White, W. A. Larson, A. E. Lemons, J. R. Martin, W. S. Cummings, I. R. Carper, W. H. Wysor, F. L. Ogilvie, pastor of the Presbyterian Church. Mayor Jackson welcomed members of the Pulaski High School WELCOMED Youth Council, and introduced to them members of his Council, the MEMBERS OF YOUTH COUNCIL Town Manager, Town Attorney and Clerk. Mayor Bob Lockett of the Youth Council in turn introduced members of his Council, the Town Manager, Town Attorney and Clerk. • Minutes of the regular meeting of March 18, 1958, were approved. Town Manager Noland introduced Herbert E. Nichols of the firm Stringfellow and Nichols, R.i.chmond, who handed to counciLnen copies of his report on proposals for an satploye retirement plan. MR. NICHOLS REPORT ON PLAN Mr. Nichols went over the report in detail and many questions were FOR EMPLOYE RETIREMENT asked by members of Council, but action was postponed to give them time to study the report. w fDn ~i~ ~. i7 Council minutes contd. Apr. 1, 1958, 4:4© p.m« There was a general discussion by Council about the wording MARQUEE & of the Building Code as it effects marquees and awnings, and on AWNING HEIGHT REFER. TO motion of W. F. White, seconded by W. A. Larson, it was unanimously PLANNING COMM. FOR STUDY RESOLVED that, the matter of the height of awnings be referred to the Planning Commission for study to see if Pulaski•s regulations are in line, and for recommendation to Council. Paul Holston, representing the semi-pro baseball club, again appeared before Council in regard to their use of Calfee Park for the coming baseball season. Mr. Holston stated his club was ready SEMI-PRO BASE- to offer the Town $300.00 for the use of the Park to play twenty BALL CLUB TO USE CALFEE PARK (20) games during the season, and that their schedule would be UNDER CONDITIONS worked out with the professional club. These payments to be made in advance, $150.00 at the beginning of the season for ten games and another $150.00 before the eleventh game. On motion of W. S. Cummings, seconded by I. R. Carper, it was unanimously RESOLVED, that the semi-pro baseball club be granted the use of Calfee Park for the coming baseball season conditioned upon the terms as outlined above. Chairman White of the Water Committee stated it was the Committee's recommendation that the proposed water line extension for Mt. Olivet Road be deferred for the present and that it be REPORT OF WATER COMMITTEE RE considered in the 1958-59 budget. The Committee felt it would then MT. OLIVET RD. WATER LINE be a question whether the Town could afford it and that the line EXTENSION should not be extended outside the corporate limits; that same would Ibost approximately $4,000.00 and it would take forty or fifty years for the Towm to get its money back. On motion of I. R. Carper, seconded by W. ~.. Larson, with~Councilman Lemons voting against, it was RESOLVED, that Council accept the recommendation of the Water Committee on the Mt. Olivet Road water line extension. Town Manager Noland advised that the New River Valley Airport Commission had requested the Town for the remaining $15,000.00 of $15,000. of its budgeted pledge for the fiscal year 1357-58, and on motion of BUDGETED PLEDGE TO BE PAID TO '~T. F. White, seconded by W. H. Apr. 1, 1958, 4:00 p.m. Town Manager Noland stated there had been no news from ADOPTION OF Adjutant General Crump relative to the resolution on the construction of a National Guard Armory by the Town of Pulaski, and on motion of RESOLUTION ON ~ F. L. Carrico, seconded by I. R. Carper, it was unanimously CONSTRUCTION OF ARMORY RESOLVED, that the resolution as prepared by Attorney Garnett a. Moore, and read to Council at its meeting of March 18th, 1958, be adopted, subject to any amendments, as follows: RESOLUTION ON THE CONSTRUCTION OF A NATIONAL GUARD ARMORY BY THE TOWN OF PULASKI, UPON PROPERTY LYING IN THE COUNTY OF PULASKI; OBLIGATIONS; TERMS; CONDITIONS; COOPERATION WITH STATE AND FEDERAL AUTHORITIES. WHEREAS,~under the provisions of Title 4~ of the Code of Virginia of 1950, and other acts amendatory thereto, with the approval of the Honorable J. Lindsay Almond, Jr., Governor of Virginia, and the Department of Military Affairs, in co- operation with the Government of the United States, the Coarunonwealth of Virginia proposes to construct an armory for the training and housing of a National Guard military unit and for the security of military property (State and Federal) for RESOLUTION the Town of Pulaski, Virginia, at a cost not to exceed Dollars, and to solicit construction bids from qualified contractors during the year 195$, or as soon thereafter as is possible, as required by State and Federal laws; and r WHEREAS, no part of these funds may be expended on the cost of land, grading, landscaping, extending such facilities as water, sewers, roads and sewage disposal, electricity and telephones, further than five feet from the outside of the building, or for furniture, seats or other accessories within the building, nor until by a suitable resolution of the legal representatives of the said Town there shall have been adopted and recorded, obligating the said Town to comply with the following conditions, which subsequently may be embraced in an appropriate contract; NOW, THEREFORE, BE IT RESOLVED BY THE TOWN OF PULASKI, VIRGINIA, duly called and convened in its regular semi monthly meeting of the Council, that it obligates itself to the performance of the following conditions set forth herein, and to the co- operation with the State and Federal authorities in the successful prosecution of this project: (1) To convey, or cause to be conveyed, to the Commonwealth of Virginia, Department of Military Affairs, a tract of land containing not less than five (5) acres for a building site, in Fee Simple, by a good and sufficient deed with certificate of title, approved by the Attorney General of Virginia, free from all claims or legal objection, situate in the County of Pulaski, Virginia, known and designated as follows: BEGINNING at a concrete highway marker in the west right-of-way line of Lee highway (U.S. No. 11), said marker being on the point of tangent at the south end of a curve to the right and opposite center 1 1 1 1 ti~~ Council minutes contd. Apr. 1, 1858, 4 p. m. line station 52 + 35.6 as shown on plans of said highway; thence along the west and north right-of- way line S 26 deg. 05• E 184.4' to the point of curve of a curve to the right with date as follows: Intersection angle ----------- 101 deg. 00' Rt. .Radius ----------- 180.39• Tangent ----------- 218.8• "° thence with said curve an arc distance of 318.0 feet to a concrete highway marker on a point of tangent; thence with said tangent S 74 deg. 55• W 51.5' to the P.C. of a curve to the left, thence with an arc whose chord is S 58 deg. 53' W 147.1' to a stake; thence with lines of remaining land of the Town of Pulaski N 43 deg. 55• W 204.4' to an iron pipe stake; thence N 17 deg. 26• W 375.0• to an iron pipe stake; thence N 80 deg. 33• E 430.4' to an iron pipe stake in the west line of said Lee Highway (U.S..No. 11); thence with the same an an arc whose chord is 5 31 deg. 20• E 78.5•, to the beginning and containing 5.0 acres, and being a portion of the Mountain Park land of the Town of Pulaski, Virginia. (2) a. On or within six (6) months from the date of completion of the construction ~ the armory, provide at least two (2) exits from the armory tract to U. S. Highway No. 11, and open up, treat with hard surface and put in condition for public travel said exits and~or connections and prepared streets to said highway from said property, not less than fifty t50) feet in width, and to cause said streets to be dedicated to the public, and maintain said streets thereafter. b. On or before the date the construction contract is let or awarded the contractor, the Town of Pulaski will make adequate provisions to repair or construct and maintain an accessible road to the armory site for the use of the contractor, delivery of material and the use of employees. (3) Assume costs of repair, maintenance and operation of said armory, landscaping, supplying necessary facilities such as water, electricity, telephones, sewers and sewage disposal, to a point designated by the architects within five (5) feet of the building, and such caretaker and~or janitorial personnel as may be necessary. (4) The Town of Pulaski, Virginia, shall keep the said armory insured for a reasonable amount at its expense, and shall indemnify and save harmless the Commonwealth of Virginia and Depart- ment of Military Affairs from any and all loss resulting from and arising out of any accident and injuries to persons (other than members of the Virginia National Guard or persons using said premises in connection with the Virginia National Guard, or as its invitees, or which may be caused by negligence of the Virginia National Guard) from the use, operation or occupancy of said armory. (5) All deeds, contracts, resulutions and other instruments pertaining to the conditions herein set forth shall be subject to the approval of the Attorney General of Virginia. (6) The said Town will furnish, without expense to the State or United States, the services of its Council minutes contd. Apr. 1, 1958, 4 p. m. surveyor-architect as "RESIDENTIAL INSPECTOR" to make inspections of work and material during the construction of the project, and to assist and help the State Architects, Messrs.
