April 19, 1955 `' The rsinutes of the regular semi-monthly meeting of 1~he Town Council of the-Town of Puhaski, Virginia, held on that 19th day of April, 1955, at 4 p. m. in the municipal officbs. There were present: Mayor C. V. Jackson, presiding Councilmen: M. E. Lester, I. R. Carper, C.T. Brookr~ii.n, i16. M. Farmer, ~. A. Larson, lei. F. Nhitd Absent: 0. 0. Crowell, J. R. Martin. Also Presant: Town Mansrrger: Julian F. Hirst Clerk: Audrey E. Kingrea Town Attorney: Garnett 3. Moore• Visitors: Mrs. E. ~. Smith James P. Low Mr. Billy B. Flint ope~ne~l the meeting with a prayer. The Clerk read an application for Cer£ificata of Pubic Convenience- and Necessitg by Arnold Lee ~uesenberry in ordr to drive a taxi for the-west End Cab Company. By reason off? an ordinance" passed by Council at a pre-vious meeting, wheri~by no ner- apglieation~ would be--a:caepte~l until the total nt~mb~r of cabs had dropped below forty, a certif icate was at this time not authorized. Upon motion duly made-by ~.F.~hite, seconded by ~. MCI Farmer, it-was unanimously RESULVEt3, that a near list of taxicabs now in operati~ln be prepared, and presented to Council their neat meeting. Mayor Jackson stated that he. would like for me~ebers ~P the Planning Commission and any members of Council that cold attend the°Virgi.nia Citizens Planning Association meeting ~!t Hotel Roanoke on May S, 9 and 10. Mrs. E. ~. Smith of Bluefield, 1Vest yirginia, appear~id before Council to request the construction of a water line:, in a new subdivisior~vhich she had developed on Peppers Fer#~ Road outside the corporate limits. The Town Manager read a letter of appreciation received Prom highschool seniors who participated in the Youth Lay program. - - , A letter received Prom Mr.E. H. Ruehl placing a top figure of 500.00 on the cost of a new report on annexation with assurance to kebp cost at an absolute minimum was read to the Council. On motion oP ~. A. Larson, seconded by I. R. Carper, it was unanimously RESOI,VE13, that theTown Council emploq R. Stuart Royer and Associates to make survey of the proposed annexation area, and-that the cost oP such a survey, not to exceed X500.00, be included in neat gears budget. Upon motion dulq made bq ~. M.:Farmer, seconded by X11. A. Larson, it wasunanimouslq RESOLVED, that the matter of sewerage problem at Jefferson Mills-be continued on the agenda. James P. Low, representing the Civic Affairs Committee of the Chamber of Commerce neat appeared before Council and stated that the committee had ter~hativelq set the date for Clean-Up ~'eek as May 9 - 14. On motion dulq made by i. R. Carper, seconded bq ~.A. Larson, it was unanimously RESOLVED, that the week of May 9 ~ 14 be designated as Blean-Up week and the interest and assistance of the Town be given to the conducting thereof. ~~ ~c~;~J ~i Council Minutes Cont~d _ Pulaski,..'Va.,. April 19, Y~5l~ The Torn Manager recommended to the Council the a~~oint- ment of Mr. Olin Pearce as Assistant Chief of the Fire De~~rtment Mr. Hirst stated that this recommendation was made with trlb approval of the Mayor, Mr. Carper, Chairman of the Council Fire Committee and the Chief of the Fire Department. Iie further stated that Mr. Pearce would occupy the apartment over they fire station and that his compensation would be the renta] of the apartment with the utilities as have normally been ,. . furnished to the apartment by the Town. Mr. Farmer adviser Council that he felt the recom~aendation should have been first approved by the entire fire committee before being made to the Council. Qn motion it was, by a reco: ~0. Farmer - not voting that Mr. Olin Pearce be appointed as Aas~lstant Department and that his compensation be ~$he rental of the gpartment with the utilities as have been normally furnished to the apartment b~ the Town. ` ~ The Town Manager recommended that the following re~!isions be made its the Tom Coda: 1. Revoke Section 6 - 15 which #bads 'The Chief of the fire' department or principal engineer shfQl reside at the fire house provided by the Townes; 2. Revoke• Section 6 - 14 which reads 'The Chief of the fire departmex~lt or principal engineer shall be a full time employee of the Town.' 3. Revise Section 6 - 9 which reads. "Any person wt~b has beena member of the Pulaski Fire Department shall auto- matically be an honorary member of the fire department" to read "Any person who has been a member in good standing anc whose resignation or relief Prom duty has been under honorable circumstances shall automatically be an honorary member of the Fire Department." ~^ ti~~~ Council MirYUtes Cont~d Pula.s~Ci Va., 'April l9, 1955 On motion duly made by ~. F. White, seconded by I.R. Carper, and by a vot® of 5 - 0 with ~. M. Farmer abstaining, it Was RESOLVED, that'the revisions to the Town Code as recommended by the Town Manager be accepted. Upon motion duly made by ~.A. Larson, seconded by ~. M. Farmer, it Was unanimously, RESQLVF,-t~, that the~mrn contirnte- to pey Mr. R. P. Runion, Who hgs begirt ill and unable to work since the first week in January, his regular salary up to June lst, 1955. The Town Manager recommended that the Council authorize the investment of surplus money in the general fund, ^the Water fund and the equipment and stores fund, which has been carried in the regular checking account. Larson, it Was unanimously RESOLVED, that the surplus money in the general fund, the Water fund and the equipment and stores fund be invested as follows: First Federal Savings & Loan Aos s o c. Upon motion duly made by ~.A. Larson,. seconded by 1~6, F. White, it was unanimously 1 Council Minutes Cont~d Pulaski, Va., April 19, 1955 RESOLVES, that the lt~ayor and Clerk be authorized ~o sign the agreement prepared by the 'down Attorney between the Town of Pulaski and Walter Allison for the construction of d .water line across the Peppers Ferry Road. Said line to be connected onto the 6-inch line located in the 20-f oot alley way exteridirig East to V'Ti est through the Claremont Crove Sub- ` division Survey No. 2. Said agreement dated the day of "March, 1855, is sub3ect to all of the provisions of an agreement dated the 9th day of September, 1953, between the Town and Charles 1~.
