HomeMy WebLinkAbout05-03-55~a~~~ C6UNC IL PlIINUTES Pulaski, Va., May 3, 1955 The regu]ar monthly meeting of the Town Council of the Town of Pulaski, Virginia, was held on the 3rd day of May, 1955, at 4:00 P.M. at the municipal office. There were present: Mayor C. V. Jackson, presiding Councilmen: M. E. Lester, I. R. Carper, C. T. Brookman, d. Q. Crowell, J. R. Martin, ~. M, Farmer, V{~. A. Larson and Wl. F. V~'hite . Also present: Town Manager, Julian F. Hirst Clerk, Audrey E. Kingrea Town Attorney, Garnett S. Moore Visitors; Reverend C. J. Peyton David Francis Miller Bushong The Reverend C. J. Peyton, pastor of the Penecostal Holiness Church, opened the meeting with a prayer. The minutes of the $emi-monthly meeting held on the 19th day of April, 1955, were read and approved. A letter received from the Reverend C. J. Peyton for the construction of a sidewalk beside his church on First Street, S.W. was read. VfPhereupon, Reverend Peyton made a few brief comments about the necessity of a sidewalk beside the church, and he also expressed appreciation on behalf Y of the church for the widening of Jefferson Avenue. Mr. Peyton was advised that the matter of the construction of a sidewalk on First Street would be given due consideration. Mayor Jackson next recognised Mr. David Francis, owner of the Sunny Da Locker Plant. Mr. Francis appeared before Council requesting relief from what he considered an excessive license fee. Mayor Jackson advised him the matter would be given consideration and he v~ uld be informed of Council's Decision at an early date. Mr. Miller Bushon, owner of Bushong Motor Company, next appeared and requested permission to construct a parking addition to his built~ing which would be 250 feet long and would extend over Peak Creek for a distance of eight feet. Mr. Bushong stated that he would - furnish liability insurance and would accept all responsibility for any damages occuring. The Mayor advised Mr. Bushong that the matter would be considered, and referred the same to the Street Committee for action at next meeting of the CouncilW The Council discussed in some detail the matter o the license tax rate for locker plants and upon motion of 1~. A. Larson, seconded by W, M. Farmer, it was unanimously RESOLVED, that the matter be referred to the Town.: Attorney and Town Manager for investigation and report. The Town Manager recommended that the certificatei~ of public convenience and necessity issued to James M. Sags and VlGilliam L. Rigney be cancelled because neither of them;: are presently operating their taxis, leaving a total of 44 taxis in operation at this time. Upon motion duly made by (~. 0. Crowell, seconded by W'. A. Larson, it was unanimously RESOLVED that the certificates of public conveni-e~ce and necessity issued to James M. Sage and V~illiam L. Rigne be cancelled. The Council discussed the issuance of taxi permits in some detail and it was the consensus of Council that th1A Chief of Police furnish a written statement as to the fitn~lss of the applicant, and if the Chief refuses their applicati~ln, - then the ~ plicant may ap peal to the Mayor as provided in ~1he Town Code. The Town Manager stated that a request had been m~Jde by Mrs, D. M. Painter of 27 Fifth Street, N,Vit'., for the removal of three trees belonging to the Town in front of her resid$hce. Upon motion of VV'. F. White, seconded by ~. A. Lar~bn, it was unanimously RESOLVED, that the matter of removal of trees in ~'~ont of 27 Fifth Street be referred to the Street Committee for inspection and recommendation, rv'~f .3~ Council Minutes Conttd Pulaski, Va., May 3, 1955 The Town Manager presented another request for the removal of trees in front of the residence of Mr. Porter Lively at 128 Eleventh Street. Upon motion of E~. 0. Crowell, seconded by V~. F. White, it was unanimously RESOLVED, that the request for the removal of trees at 128 Eleventh Street be referred to the Street Committee for inspection and recommendation. A plat of the resurvey of Sections D & E of Qakwood Cemebery was presented by the Town Manager for the approval of the Town Council. Upon motion duly made by W. F. V1Fhite, seconded by O. 0. Crowell, it was unanimously RESOLVED, that the survey be accepted and that the plat entitled °'Revised Plan Showing, Section D and a portion of Section E - Oakwood Cemetery" dated April 23, 1955, and prepared by E. H, Millirons, Registered Professional Surveyor, be recorded as the offial plat of the respective portions of Oakwood Cemetery. A request for increase in the ~'~own~s appropriation to the Fulaski County Free Library by the amount of X450.00 was presented by the Town Manager. After general discussion by the Council, on motion duly made by W. A, Larson, seconded by 1u. M. Farmer, it was unanimously RESOLVED, that the Town's appropriation Ito the Pulaski County Free Library be increased by X100.00, making a total appropriation of 4,250.00 for the fiscal year 1955-56. The Town Manager requested that the Retirement Study Committee set a meeting date for obtaining inf ormation on the retirement program proposal. The Committee decided to meet on Friday, May 6, at 2 p.m., at the offices of Burton and Mosier Insurance .Agency. Counc il, Minutes Cont ~ d Pulaski, Va. "~ May 3, 1955 Mr. Hirst gave a brief report on the meeting of tllie Street Committee with the Highway Department Officials and Mr. 0. H. Meredith. He stated that Mr. Meredith was willing to give five feet on the inside of the curve for the purpose of constructing a sidewalk, but that a more recent request of Mr. Meredith for drainage improvements had complicated the matter. Councilman VU. A. Larson sug,~;ested that the Tov b4anager continue his negoti~,tidna eith the Highway Departmnt and Mr. Meredith. On motion duly made by '~. M. Farmer, seconded by ' A, Larson, it was unanimously RES6LVED, that the Council continue to study the mutter of a curb and gutter on Prospect Avenue between Twelfth and:: Thirteenth Streets as requested by M. G. Bane. On motion duly made by ~Z. F. W7hite, seconded by I. ,R. Carper, it was unanimously _ RESf~LVED, that the Town Council meeting in joint sa~sion with the Planning Commission, with the date and hour to be 9~t at some time in the near future, for the purpose of jointly discussing the subject of zoning, On motion duly made by ~'. F. V~Ihite, seconded by J. . Martin, it was unanimously RESQ~LVED, that a building permit be issued D r. J. 0 Goad for the construction of a veterinary hospital on First Street, S. ~T, between Lake Street and Cliff Street. Dr. J. R, Martin, Chairman of the Charter Study Com~ittee gave a report of the 6harter Study Committee. Dr. Martin pr~- sented several changes in the Charter as to the manner of el~+cting Councilmen and mayor, to be considered by the Council. Mir or Jackson stated that as Chairman of the Agricul~~ure Committee of the Chamber of Commerce he was interested in see.ng that the Town has a farmer's curb market in Pulaski. On motion duly made by W. A. Larson,-seconded by W. F. White, it was unanimously RES®LVED, that the use of the vacant lot at the corner of First Street, N.W. and Jefferson Avenue, for a curb market this season only free of charge, be granted. Said curb market to be under the supervision of the Chamber of Commerce with approval of the Town Council as to final plans. Councilman W. A. Larson, chairman of the Traffic Committee, made a recommendation that parking spaces be allowed for taxicabs for approximately the space of two cars at the front entrance of the hospital on Randolph .Avenue to eliminate double parking on the street. - On mot-ion duly made by J. R. 1t4artin, seconded b,y 1~". M.Far~.er it was unanimously RES6}:LVED, that the aforesaid recommendation by Councilman Via. A. Larson be put into effect. Councilman ~~'. A. Larson further recommended that no double parking for loading or unloading be allowed in the streets within 50 feet of a traffic light or corner. T.2r. Larson was reminded that such an ordi nance was _ _ presently in effect, and thereupon, the Council went on 1 record as saying that the Town Police Department should enforce said ordinance. Councilman Larson further stated that the General Chemical Company was sponsering its sec~?nd annual Chemical Week and extended an invitation to the M a~ or and Town officials to attend the oven house at the General Chemical plant. Mr. Moore stated that there would be a meeting of the State Highway Commission in Roanoke on Thursday, Ma,y 5. ~~~~ Council-Minutes Cont1d Pulaski, Va., May 3, 1955 The Town Manager advised that at a meeting held CATER TANK with ~~iley Rc Nikon, Consulting Engineers, on Thursday, SITE HIGHLAND April 28, that it was-the opinion of the engineers that tl~~ TERRACE best location for the new million gallon water storage tank _ - is in t~i.e iighland Terrace area, and. there~'ore, it is felt that the Town should try to obtain options in that area immediately. Upon mfltion of VCS'. A. Larson, seconded by W. F.Vi~'hi~e, it was unanimously RESOLVED, that- th-e Town Manager and Town Attorney seek options in the Highland Terrace section. The Town Manager requested advice from Council as to w Nether or not they would be interested in renewing the options on the airport property rather than purchase it at this time, if he were able to renew the options.
