HomeMy WebLinkAbout05-17-55~~ i a •`1 ti~ ~.,~t Council Minutes Pulaski, 'Va., May 17, 1955 The minutes of the regular semi-monthly meeting of the Town Council of the Town of Pulaski, Virginia, held on the 17th day of May, 1955, at 4 p.m. in the municipal offices. There we're present: Mayor C. V. Jackson, presiding Councilmen: M. E. Lester, I. R. Career, C. T. Brookman, 0. 0. Crowell, J. Ralph Martin, ~T. M. Farmer, W. A. Larson, and W. F. Vt'hite. Also present; Town Manager : Clerk: Town Attorney: Visitors: T. L. Julian F. Hirst Audrey E. Kingrea Garnett S. Moore A. Phillips, Jr. ~. S havlan The Reverend Albert S. Hale, paster of Memorial Baptist Church, opened the meeting with a prayer. The minutes of the regular monthly meeting of May 3, 1955, were read and approved as corrected. Mr. Leonard Shavlan, President of Pulaski Athletic Association, appeared bef ore Council to receive suggestions as to what could be done to curb the problem of young boys coming to the ball games unescorted by their parents an d doing damage to persons and 'property at the games. After considerable discussion by Council, upon motion of I. R. Carper, seconded by W. M. Farmer, it was unanimously RESOLVED, that the matter be referred to the Police Committee for investigation and recommendation. Councilman Larson, Chairman of the Street Committee, then presented four proposals recommended by his committee. The first propo~sl was that Mrs. D. M. Painter, who requested bermission to remove three trees in front of her residence at 27 Fifth Street, North, be permitted to remove the Easterly tree in front of her residence at her own expense. Upon motion of I. R. Carper, seconded by V~. A. Larson, it was unanimously RESOLVED, that Mrs. D. M. Painter is hereby granted permission to remove the easterly tree in front of her residence at 27 Fif th Street, North, at her own expense. Larson, it was unanimously RESOLVED, that Bushong Motor -Company be given perk mission to construct a ramp 200 feet long and 8 feet wide bwer Peak Creek insofar as the Town has authority to grant such' permission, and that Town Attorney Garnett S. Moore prepa~°+e an indemnity agreement between Bushong Motor Company and tl~e Town of Pulaski to save the Town harmless from any danage d-tr asontroversy that may arise because of the construction of ~Ihe ramp over Peak Creek. After considerable discussion of the request of M+i G. ;, Bane for curb and gutter, upon motion of q. 0. Crowell, sedlbnded by J. R. ?t7a_rtin, it was unanimously RESOLVED, that the Town will construct a curb ands' gutter at the expense of the Town on the old section and tN~e Town will pay 50/ of the expense on the new section if and when the property owners through the block agree to putting I the new and old curb on the 1-ine with the curb between Thi~~teenth and Fourteenth Streets on the West side of Prospect Avenue On motion duly made by W`. F. White, seconded by VI€{. M. Farmer, it was unanimously RESOLVED, that. the above action at this time supe~!~edes any action previously made. ~~~~~ Council Minutes Cont'd Pulaski, Va., May 17, 1955 At the suggestion of the Town Itlanager, it was agreed that the RetirementStudy Committee would meet Tuesday, May 24, 1955, at 7:30 p.m. Councilman Martin, Chairman of the Charter Study Com- mittee, asked for a discussion of the two proposals for a change in the method of election of Councilmen which he presented to the Council on May 3, 1955. Whereupon the matter was debated at length and it was decided that it should be postponed in order to give the matter more thought. M ayor Jackson stated he felt the Town should modernise its govern- ment and that Council should ,give this matter serious con- sideration. The Town 1~ianager s tated that he had received two petitions; the first from property owners on the South side of Fourth Street, North, between Jefferson Avenue and Washington Avenue, requ.es~ing the construction of a sidewalk, curb and and the second, from Harry J. Duncan for a curb and gutter in gutter, the cost of which would be approximately X2.,730.00 front of his property on Jefferson .Avenue. Upon motion duly made by W. F.White, seconded b,y I. R, Carper, it was unanimously RESOLVED, that these matters be postponed until after the approval of the new budget. It was agreed by all members of the Council that a special meeting would be held on May 24, 1955 at 4 p.m., to receive the proposed budget for the Town of Pulaski for the fiscal .year 1955-56. The Town h~anager presented a request from the ~.P,~.C.A. that no charge be made for the water Wised during the summer season in the Monticello Club swimming pool. Upon motion duly made by I. R. Carper, seconded by ~. A. Larson, it was unanimously RESOLVED that no charge would be made for water used in the operation of the Monticello Club pool during the summer of 1955. ,~..~ } Y` Council Minutes Cont'd Pulaski, Va., May 17, 1955 i' The Town Manager requested that the Town Council~icancel the certificate of z~ublic convenience on the 1950 Plymouth four door sedan issued to Fred P. Davis for the year 1955 because the said taxi is not in operation. TJpon motion duly made by I. R. carper, seconded b~~r W. A. Larson, it was unanimously RES~TLVED, that the certificate of public convenience issued to Fred P. Davis for the year 1955 on a 1950 Plymouth four door sedan be cancelled. Upon a request of Paul C. Roop for the extension '~f the water line in Claremont Grove Subdivision, and upon moftion duly made b,y I. R. Carper, seconded by C. T. Brookman, it ~: was unanimously RESt~LVED, that the matter be referred to the i!~'ate Committee for investigation and recommendation. The Town "tanager informed the Council of a traile~ situation existing on Eleventh Street, N. W, wherein the trailer had no sewer or water connection. He stated that he had writen the owner of the lot on which the trai ter wa1 parked requesting that they conform with the Town Or di nancl~ within ten days or they would have to move. After a general discussion of the situation it was decided that the Manage should make investigation as to whether or not his request:. was complied with. The Town Manager read two letters he had received;: from Harold I. Baumes, Executive Secretary of the League of Virginia Tti2unicipalities; the first letter being an inquiry'as to the Town1s position in regard to a retail sales tax. Tlhie second letter being in regard to method of assessment by tyre Town andCounty. These matters were briefly discussed. The Tovm Manager advised Council that he had met ;~ with the Strauss-s and Bapp~s with regard to renewing the ' leases on the airport but that he felt it advisable under ~~~ ti~~..f~ Council Minutes Contrd Pulaski, Va., May 17, 1955 the circumstances to mo ahead with the purchase of the airport as originally planned by Council. Councilman C. O.Crowell proposed that a no left turn sign be placed on Commerce Street at the corner of 'J~ashin~ton Avenue. He stated that he felt there was too much congestion at this corner and that it was unnecessary nor cars turning lef. t on tiVashin~ton Avenue to use this street inasmuch as there were no bus~.ness establishments inn that block.
