The minutes of the regular meeting of the ~bwn

C oune i 1 of the Town of Pulaski, Virginia, held on the
21st day of June, 1955, at 4 p.m. in the municipal.':
offices.

The meeting was opened with a prayer by th~#
Rev. B. P. Edwards, pastor of the First Christian
Church.
Mr. Tommy Silcox appeared before Council

requesting permission to construct a driveway acroi~s
the sidewalk beside his cleaning establishment at 536
N. V~'ashington Avenue sometime in the near future. ,:: He
stated that his plans were to furnish drive-in sez$~rice
for his customers. Mayor Jackson referred the ma~fter
to the Street Committee for inspection and recoa~n~#~dation
Mr: C. M. Hayter next appeared before Cou~lcil
to determine if the Town could erect two hour parl~ling
limit signs in front of Pulaski Lumber Company. H`ie
stated he would like to do this only beeaus~ of tlige
fact that tractor--trailers were parking across thb4 street
from the Lumber Company for days at a Lime, one h~ha-ing
been there for about 10 days with the Tractor off ;~!of it.

The Town Manager stated there there was a.resolution
whereby tractor-traile-rs were supposed to park on Commerce
Street and the recent construction of anew drain on Comrerce
Street was probably the cause oP them being parked _in front
of the Lumber Company. The Town Manager assured Mr. Hayte
he would-try to get the drivers to move their trucks up
-to Commerce `Street without erecting the 'parking limit
signs.
Mr. Robert Beamer, Chairman of the Governmental
Affairs Committee of the Chamber of Commerce appeared bef ore
Cou~icil, together with the members of hia committee, and
stated that the Chamber of Commerce would like to express its
official position with regard to the proposed changes in
the Town Charter, with specific reference to the method of
electing the may or and council. He ask ed that the Clerk
read the _ letter which he had been ~tiret~ted by the Board of
Directors of the Chamber of Commerce to write, which
letter is of record in the Clerks files.
Mayor Jackson thanked the Committee for coming,
and stated he was always glad to have members of the Chamber
of Commerce present at the meetings.
Councilman lA~. F, NFhite advised Council that the
~'ater Committe-e had mat the previous week and it was their
recommendation that the water line extension in Claremont
Grove b® approved and was to be built at the expense of the
owners and at completion ownership was to revert to the Town.
Upon motion of I. R, Carper, seconded by 0. 0. Crowell
it was unanimously
RESOLVED, that permission to extend the water
line in Claremont Grove be granted under the same conditions
as other water lines have been installedin the area.
' The Town Manager stated that the Tenth Street
' playground area had been cleaned out and considerarble under-
brush removed with the idea of providing small children

with a play area. He advised Council that there was

insufficient space for baseball or softball and inasmu4h
as the area was some 200 feet from the hospital he would
recommend that such area be opened to small children.

RESOLVED, that the Tenth Street area be openec~to
small children under supervision of the Recreation D epaE~t-
went.
The Town Manager advised Council that due to several
minor changes necessary in the surveyed section of t1ak~Mpod
Cemetery it wasnecessary to prepare- a new map. He recolaYnended
that Council withdraw its action oP May 3rd in approving the
first map and that they approve the revised map which ti~
presented.

RESOLVED that the revised survey prepared by E~ H.
Millirons and R. L. Mathews, Registered Surveyors, and mated
April 23, 1955, of Oakwood Cemetery lots be approved an
that the same be put on record in the Clerk's Officeof the
Circuit Court of Pulaski County in place of map approved by
Council on May 3rd, 1955.

RESOLVE, that those firms desiring to base th~.r

R~OLVED, that the business license rate for Fr~bzen
Food or Cold Storage Plants be f iced at X25.00 for firsti'~
X2,000 gross receipts and X0.30 for each 100.00 above ~~,000,
effective with the current license year.

The Council took no action on the request of the
Odd Fellows Lodge that they not be assessed for garbage
collection.
Town Manager read a letter addressed to Councilman
Farmer from Mrs. Jean Hunt of 28 Fifth Street, North,
wherein Mrs. Hunt requested that something be done about
speed violators on Fifth Street. Council requested the
Town Manager to have police officers make a check of the
traffic on Fifth Street, North.
The Town Manager stated that he had received a letter
from the League of Virginia Municipalities requesting a
group picture of the Mayor and Gouncilment for the Virginia
Municipal Review. It was decided that such a picture
be made on July 5 at the next regular meeting.
It was decided by Council that another meeting to
discuss the 1985-56 budgetbe held on June 22 at 4 p.m.
The Town Manager read an agreement with the
Highway Department with reference to U,S. Route No. 11
at the North Corporate Limits at Meredithts service station,
and asked that the Mayor and Clerk be authorized to sign
the same on behalf of the Town of Pulaski.

RESOLVED, that the Mayor and Clerk be authorized
to sign the agreement with the Virginia State Highway Depart-
went with reference to sidewalk, curb and gutter at the
North Corporate Limitsof the Town of Pulaski.
IIpon motion duly made by I. R. Carper, seconded
by C. T. Brookman, it was unanimously
RESOLVED, that the construction of a curb and
gutter on Henry Avenue in front of the Roy Graham residence
be approved with the abutting property owners reimbursing
the Town for the entire expense and that an appropriation
of X300.00 be made from the General Fund ,tor tkie work.

After general discuss-ion and due to the uncertainty of`

Councilman Brookman al so presented a ~+equest did'
Mrs. Matheny for the opening of Lexington Avenue betwe-~h
First and Se~oond Streets, S.E. No action was taken on
.this request.
Mayor Jackson reminded Council of the League a~'
Virginia Municipalities Convention on September 11, 12,'
and 13, and asked that they be making plans to attend.

Councilman I. R. Carper expressed his desire tab
have Mr. Moor® write an~ ordinance on dog kennels and ar~r
other kennels inside the corporate limits. Councilman
Carper further advised Council of a situation in his ward
wherein a dog kennel was being constructed. The Town
Manager was directed to investigate the matter.
The meeting adjourned at 5:50 p.m.

The minutes of the regular monthly meeting of
the Town Council of the Town of Pulaski, Virginia, held on
the 5th day of July, 1955 at 4 p.m. in the municipal offices.
There were present:
Mayor C. V. Jackson, presiding

The meeting was opened with a prayer by the Rev.
Glenn Garner, pastor of the First Church of the Brethern.
Dr. R. 0. Smith appeared_bef ore Council to discuss
flouridation. He urged the use of f lourine in the munici-
pal water supply and stated he represented other doctors
and dentists in the commfinity. Council deferred discussion
on the matter until another date.
_ Mr. Frank Runyon neat appeared before Council with
petitions signed by 127 citizens of the Town of Pulaski
protesting the proposal before Council to alter the method
of electing Town officials.
Lt. Earl Bouldin, Sgt. Fred Ryan and Sgt. Bruce
Helton appeared before Council at the request of the -Town
Manager to discuss the merits of the electric speed checker
which they had borrowed from the Town of Dublin and operated
at three different locations within the Town of Pulaski
during the previous week.
Fire Chief Ray and Assistant Fire Chief Pearce advised
Council of the work that was being done by the volunteer fire-
went in refinishing all of the ladders, which work would

result in extending the life, safe-ty and usefullness off!
the ladders. They further advised Council that a eomp~-le-
hensive manual of ins truetion on al 1 of the equipment ,.
rolling cad otherwise, used by the department, was bei~jg
- ~ prepared, and all members of the department would be s ahooled
- from this book. They stated that an old ambulance had!been
given the Fire Department by one- of the ftiineral homes ~hd
that it was being repainted and put into satisfactory
running condition in order that the department could egiuip
it with items they were heretofore unable to carry on the
trucks, such as first aid supplies, etc.

Brockman, it was unanimously
RESOLVED, that the- achievements of the Fire D~~art-
went be recognized and commended.
Motion was made by C. T. Brockman, seconded b~!~ 111. M.
Farmer that Council reject ~ all proposals pertainin~to
revising the Charter as to the method of electing Towne,
officials. Dr. Martin offered a substitute motion, sed~bnded
by 11'. A. Larson, that Council postpone any action for a~~
least two months until they can weigh the full merits'bf
the proposed changes. This motion was carried by majori~i.ty
vote of Council, recorded as follows:
