,Council Minutes
Pulaski, Va., July 5, 1955
The minutes of the regular monthly meeting of
the. Town Council of the- Town of Pulaski,. Virginia, held on
the 5th day of July, 1955 at 4 p.m. in the municipal offices.
There were present:

The meeting was opened with a prayer by the Rev.
Glenn Garner, pastor of the First Church of the Brethern.
Dr. R. 0. Smith appeared before Council to discuss
ā€˛flouridation. He urged the use of f lourine in the munici-
pal water supply and stated he represented other doctors
and dentists in the commthriity. Council deferred discussion
on the matter until another date.
Mr. Frank Runyon next appeared before Council with
petitions signed by 127 citizens of the Town of Pulaski
protesting the proposal be-fore Council to alter the method
of electing Town officials.
Lt. Earl Bouldin, Sgt. Fred Ryan and Sgt. Bruce
Helton appeared before- Council at the request of the -Town
Manager to discuss the merits of the electric speed checker
which they had borrowed from the Town of Dublin and operated
at three different locations within the Town of Pulaski
during the previous wee~t.
Fire Chief Ray and. Assistant Fire Chief Pearce advised
Council of the work that was being done by the volunteer fire-
ment in refinishing all of the ladders, which work would

result in extending the life, safety and usefullness o
the ladders. They further advised Council that a comp~?e-
hensive manual of instruction on all of the equipment,;
rolling egad otherwise, used by the department, was bei~1S
prepared, and all members of the department would be s ~hooled
from this book. They stated that an old ambulance had%been
given the Fire Department by one of the funeral homes Ind
that it was being repainted and put into satisfactory
running condition in order that the department could equip
it with items they Were heretofore unable to carry on She
trucks, such as first aid supplies, etc.

Brnokman, it was unanimously
RESOLVED, that the achievements of the Fire D~jpart-

went be recognized and commended.
Motion was made by C. T. Brookman, seconded b~ Y~1. M.
Farmer that C®uncil re-jest !~ gll proposals pertaining to
revising the Charter as to the method of electing Town;
officials. Dr. Martin offered a substitute motion, se~londed
by ~', A. Larson, that Council postpone any action for ~?t
least two months until they can weigh the full meritsof
the proposed changes. This motion was carried by majo~ity

RESOLVID, that if and when the Council does deride
on any change in the charter as to the method of electi~hg
councilmen and mayor, that there be a public referendum~to

determine the expression of the voters.

After a discussion of a proposal made by C. T.
Brookman at a previous meeting, to let the Negro Y.M.C.A.
have free water service to their canteen which is operated
three nights a week in the Corbin building, it was decided
to turn the matter over to the ~`ater Committee for investi-
gation and recommendation.
Upon motion of ~. A. Larson, seconded by J. R.
Martin, it rows unanimously
RESOLVED, that the services of J. P. Miller, Certi-
fied Public Accountant, b e engaged to audit the Townts
finances for the year ending Duns 30, 1955, at a maximum
contract price not to exceed $800.00.
IIpon motion duly mad® by I.R. Carper, seconded
by M. E. Lester, it was, by majority vote:
RESOLVED, that a dog kennel ordinance be written
send presented to Council.
It was decided that another meeting to discuss the
proposed budget for the new fiscal year bs held on July 6
at 7:30 p.m.
Upbn motion duly made by O.~O.Crowell, seconded
by ~. M. FaY~mer, it was unanimously
RESOLVED, that the Town ~;o ahead with the construc-
tion of a sidewalk, curb and gutter on the S outh side of
Fourth Street, North, between ll~ashing and Jefferson Avenue
funds to be included in and appropriated from the 1955-56
Budget.
Councilman W. A. Larson, Chairman of the Street
Con9nittee recommended the construction of a driveway across
the sidewalk beside the Silcox Cleaners as requested by
Mr. Tommy Silcox on June 21st.

Councilman Larson advised Council that Mr. J.;E.
Bunts had made ~ proposal to sell his foundry propertyito
the Town for X15,000 to provide right of way for Madison
Avenue. No action was taken on this offer.
The meeting ad3ourned at 5:35 in order that t~le
Councilts photograph could b® made for the League of
Virginia Municipalities.
