There were present: Mayor C. V. Jackson, presiding,' Councilmen: I. R. Carper, C. T.Brookman, M. E. Lester, J. . Martin, W. M. Farmer, W. A. Larson and W. F. White. Absent: 0. 0. D. Strong Mr. Hubert Groseclose Attorney E. C. Sha~'f ear Rev. Eugene Vestal The meeting was opened with a prayer by the Rev. Eugene Ve~~al, pastor of Aldersgate Methodist Church. The minutes of the regular semi-monthl,p meeting of July 19 were read and araproved. The meeting was 'declared to be a public hearing at this tirr($ for persons desiring to appear for or against the proposed buc~~et f or the year beginning July 1, 1955 and ending June 30, 1956, aid public hearing having been duly advertised in the local newspa~¢er. t There having appear ~ no persons to be heard for or against the proposed budget, on motion duly made by W". A. Haller introduced`Dr. M. W'. Brockmeyer who presented a letter from Woodson Cummings, Chairman of Health Committee of the Pulaski Lion's Club stating that his committee had endorsed the fluoridation of the Town Water s,pstem. The Clerk read petitions received from The V~oman~ s Club of Pulaski, Inc., The Rotary Club of Pulaski, The Pulaski Junior Chamber of Commerce, Pulaski Junior W`oman~s Club, AJiadeline Harman Woman's Club, The Kiwanis Club and the Y's l~4en's Club, recommending fluoridation of the Town water system. 1 Upon motion duly made by W, A. Larson, seconded by W. F. White, it was unanimously - - RESOLVED, that the matter of fluoridation be referred to the Water Committee and that a recommendation be made by them at the next meeting of Council on August 16. Mr..Edwin G. Shaffear, Attorney, of Wytheville, Virginia appeared before Council stating that he represented Mr. John F. Charles of Wytheville who had purchased the Raines Dam property. His object in purchasing this land was to build a commercial dam for fish. Mr. Shaffear stated that he was advised that the Town Council might object to such dam because of the effect it might have on the Town water suppl,p. On motion of W. F. White, seconded by W. M. Farmer, it was unanimously RESOLVED, that the Town Attorney and Town Manager write a resolution to United States Forest Service expressing interest in having the United States Forest Service protect the Pulaski water shed. The Clerk read a petition received from five persons in Lottier Bottom requesting the construction of a water line to service their properties. Upon motion duly made b.y W. A. Larson, seconded by W;. August 2, 1955 The Town Manager advised Council that Pulaski High School had again requested permission to use Calfee Park+ for five home football games this fall. Upon motion duly made by I. R. Carper, seconded by ~. M. Farmer, it was unanimously RESOLVED, that Pulaski High School be allowed to use Galfee Park for five home football games this fall under {f the terms that have been used in previous years. The Town Manager further advised Council that the wooden bleachers _ at, the park which are most used during football; season are unsafe. He stated that the cost of repairing~al1 three sections would be approximately X650.00. It was agreed by Council that the Mayor, Town Manager and Councilman L~jrson meet with. high school officials to see what arrangernentscould is be worked out with regard to the wooden bleachers. Upon motion duly made by J. R. Martin, seconded by ll~. M. Farmer, it was unanimously RESOLVED, that Peak Creek through the center of Towel; be cleaned out as quickly as possible. On motion duly made by W. A. Larson, seconded by V~. ~'. 1~hite, it was unanimously RESOLVED, that the Town Attorney prepare an ordinanc~je restricting the parking of tractor-trailers on the street. ;, The matter of a license tax refund to Olan Mill's Studios for two years Bas referred to the Town Attorney to invest~~gate the legality of such refund. The Town Manager advised Council that a petition hack' been received from the School Board for c°ons-truction of crb ci and gutter on Pico Terrace in front of the new high schoo~.. Upon motion duly made by W`. 17. Farmer, seconded by ~~ F. White, it was unanimously RESf~LVED, that the petition of the school board for t~e ~.; construction of a curb and `` gutter be tabled. ~~~ Council Minutes Cont~d Pulaski, Va., August 2, 1955 The Town Manager advised Council that the proposed improvement of U. S. 11, at the North Corporate Limits was now in the stage of completing an agreement between Mr. 0. H. Meredith and the Town. Council was further advised that the four lots on Chest nut Street to be used as site for proposed million gallon water storage tank could be purchased for X975.00, and that the deed for same was being prepared. Upon motion duly made by J. R. 1!~artin, seconded by I.R. Carper, it was unanimously RESOLVET), that the Town purchase the four lots on Chestnut Street at a price of X975.00 and that the funds for the purchase be appropriated from Water Fund Capital Outlay account for the construction of the new tank, which account is already established. Upon motion duly made by I, R. Carper, seconded by tel. F. White, it was unanimously RESOLVED, that if the deed to the property on Chestnut Street is executed, that the Town Manager be directed to proceed with his contact with Wiley & Wilson to secure bids on proposed storage tank. Councilman V~~.A. Larson requested that the matter of the construction of the new municipal building and the East Twin Street bridge be put on the agenda for the next meeting of Council on August 16. Upon motion duly made by I. R. Carper, seconded by W'. F. White, it was unanimously RESOLVED, that because of the many and varied duties and responsibilities of the Town Manager and the prompt and ~. 1 1 Council Minutes Cont'd Pulaski, Va.
