Council Minutes
Pulaski, Va. August 16, 1955
The minutes of the regular serlti-monthly meeting of the
Town Council of the Town of Pulaski, Virginia, held on the
16th day of August, 1955, at 4 p. m. in the municipal offices.
.,There were present:
Mayor C. V. Jackson, presiding.
Councilmen: I. R. Carper, M.E. Lester, C. T. Brookman,
0. ~. Crowell, J. Ralph Martin, W. M.
Farmer, W. F. V'Thite, tN. ~. Larson
Also present: Town Manager: Julian F. Hirst

The meeting was opened with a prayer by Billy B. Flint.
The minutes of the regular meeting of August 2, 1955
were approved.
A letter received from Philip M. Sadler, President of
Pulaski County Chamber of Commerce, Inc. was read, wherein
Mr.Sadler stated that Board of Directors of the Chamber of
Commerce unalimously approved the plan for f lunridation of t
the Town water supply as suggested by the dentists and doctors
of t he Town .
Mr. William J.Whorrell appeared before Council and sug-
Bested that the traffic light at the intersection of Fifth
Street, North and Madison Avenue be placed on caution on a
txtal basis. He stated that he felt the light was not needed
and that it was hurting his business at the filling station
on the corner of Fifth and P.2adison. The matter was referred
to the Street Committee and Mr. Hirst for a recommendation.
W. F. White, Chairman of the V~ater Committee stated
that his committee had discussed fluoridation and recom-
mended that the Council ap?~rove the use of fluorine in the
Town Water.
Upon motion duly made by V~~.A. Larson, seconded by ~~S.F.
White, and. by a recorded vote as follows:

it was unanimously
RESOLVED, that the Council does hereby approve the
use of fluorine in the Town water and requests the Town
Manager to obtain approval and recommendation of the G
State Health Department.
Whereupon Dr. J. A. Haller appeared and thanked the~';~ouncil
_ for approving fluoridation, after which he and the other doctors
retired from the meeting.
J. R. Martin, Chairman of the Charter Study C ommitt~~,
stated that his committee had discussed the various prop~fials
they had submitted to Council and as there was to be a rekferen-
dum it was their recommendation that the proposal shown C~h the
ballot be to elect eight (8) councilmen at large. Whereupon,
W. A. Larson made a motion that eight (8~ councilmen elea~~ed

at large be shown on the ballot, which motion was seconde~tl by
I. R. Carper.
W. M. Farmer made a substitute motion, seconded by ~~ R.
Martin, that five (5) councilmen be elected at large. TY
motion was defeated by a recorded vote of 5 to 3 as fo1lo~Ws:

~. A. Larson reported to Council on the meeting with high
school officials concerning the wooden bleachers at Calfee
Park. Inasmuch as the high school officials were unable to
devise a plan to help finance the cost of repairing the
bleachers it was his recommendation that the wooden bleachers
be taken down.
Upon motion of I. R. Carper, seconded by J.R. Martin,
it was unanimously-
RESOLVED, that the wooden bleachers .at the north end
of Calfee Park be dismantled.
W.A. Larson submitted two plans for the financing of a
new municipal building and the East Third Street bridge. 'the
matter was discussed at some length by the Council but no
action was taken.
The Town Manager discussed with the Council the matter
of widening First Street, North between Washington Avenue and
- Bushong Motor Company. He stated that both Bushong Motor
Company and the post office had requested considerable
driveway entrance improvements and he felt that if Coupcil
would be interested in the widening job~at°this time that
it could be -done mare economically and practically than at
some later date. He stated the approximate cost of the pro-
ject would be ;800.00 and that Bush ong Ntotors would pa,y the
Town X175.00 and the post o~°f ice would pay X105.00. He
He further suggested that a 12-inch drain line from First
Street through the alley back of the post office to the creek
be built at this time at a cost of approximately X3'78.00 to
be taken from the sewer extension fund.
Upon motion duly made by Vif`.F.~ryI'hite, seconded by
0. 0. rrowell, it was unanimously
RESOLVED, that `800.00 be appropriated from the sidewalk,
curb and gutter account of Capital Oulay General Fund for
the widening of First Street, North, and that X378.00 be
appropriated from Sewer Extension Account in the same fund
for the construction of a 12-inch drain line from First
Street, North, through the alley behind the post office into
the creek.

I. R. Carver stated that Chief of Police Boothe had;
discussed with him the matter of new uniforms for the

police and had' asked him to brim the matter before Coun~kl~.
This matter was referred to the Police Committee for rec~tnmenda-~'

tion.
