There were present; P~ayor C.V. Jackson, presiding, Councilmen: J. R. n,2artin, W. rY'I.Parmer, W, A. Larson.:, W. F.White, M. E. Lester, I. R. Carper! C. T. Brookman Absent: 0, 0. Baker Gordon Mills The meeting was opened with a prayer by Mr. Gordon ~Zills. In the reading of the minutes of the meeting of the Town Council of September 6, it was observed that a reso lotion had been passed by a recorded ~.~ote of 7 - 0 that X500 be appropriated from General Fund Operating Budget too repair two sections of wooden bleachers at Calfee Park, ~tzt no action had been Faken to rescind the motion of August: 16, whereby it was resolved that the wooden bleachers be dismantled in their entirety. Whereupon, upon motion of ,' 'wI~`. A. Larson, seconded by C. T. Brookman, it was unanimollisly RESt~LVED, that the action taken by the Town Councilmen August 16, 1955, with reference to the dismantling of the " wooden bleachers, be rescinded. The minutes of the semi-monthly meeting of September 20 1955, were read and approved. Mr. R. I. Brown, Attorney for C. N. Tester appeared before Council in regard to the alley which extends through a lot owned by ~l~r.Tester on Tifth Street,S.E. ~~r. Brown stated that he had visited the alley in question and had' discovered that a house and a barn had been built in the' right of way and therefore, he was of the opinion that irk asmuch ~s the a7.le,y was not used and was obstructed by t1 ~--, ~~~ ~ Council Minutes Conttd Pulaski, Va., October 4, 1955 house and barn it should be closed. Mayor Jackson assured Pti7r. Brown that the matter was on the agenda and would be discussed by the Council later. Mrs. William R. Baker next appeared before Council with reference to a petition for a water line to be construe ted in Lottier Bottom. She stated that five out of seven families in Lottier Bottom were desirous of having; water in their homes and had their money ready to pa.y the con- nection fee. Upon motion of M~ E. Lester, seconded by I.R.Carper, it was unanimously RESC~L~~rED, that 700 be appropriated from the U~Fater Fund for the construction of a water line to Lottier Bottom, thereby increasing Water Fund Capital Outlay Account 8027 from X1,100 to X1,800. Councilman Larson advised Council of a meeting of the Merchant's Council of the Chamber of Commerce which he, Councilman P,Zartin and the Tovm Pdananer attended, wherein the Merchant's Council exbressed a desire to have parking meters installed on Third Street, N.Vft. Upon motion of W, F.White, seconded by J.R. Martin, it was unanimously RESOLVER, that as many two-hour parking meters as can be purchased with the~700.00 appropriated in the 1955-56 Budget be placed on Third Street, N.V1~., and that the present one-hour meters be lef t. Councilman Larson stated that he had talked with Mr. Edwin Fay Hall about the tree he waited removed in front of his shop, and that it was his ( Councilman Larson-s) opinion that Mr. Halls only reason for wanting the tree removed was to afford a better view of his building to the pu'ol i c . Upon motion of W. M. Farmer, seconded by J. R. Martin it was unanimously RESQLSi'ED, that the tree in front of Mr. Edwin Fay Halls s shoe shop on Jefferson Avenue not be removed. a ~~;~.~~ «~ ~_. Council AJiinu-tes Cont'd Pulaski, Va., October 4, 1955 Mayor Jackson reported on the hearing before the St~~e Water Control Board in ,Richmond on September 29. He stared the Board was very courteous and he felt they were willing to ~o along with the Town, and that the-r had asked the T~w+-n to prepare a res~~me of their plans and submit them to th$ Board and they would then determine the future procedure~+ The Town Manager advised Council that he had received a letter from Mr.A. H. Paessler, Executive Secretary of`the State Water Control Board, dated October 1, 1955, informing him the Board had met in executive session and that plan for the Town's sewerage treatment plant must be submitted to the Board not later than November 15. The Council derided to have a special meeting for the purpose of determining their course of action. The Town P~tana~er advised that minor changes in the ~ro- posed Subdivision Control Ordinance had been made and that it was now ready for copies to be made for distribution I~.nd study by the Council. Due to lack of time, it was decided by the Council ~o meet~`in special session for studying revisions to Auto License Tax ordinance. The Town Manager informed Council of the need for a. new backhoe and that he was procuring inform ation concerting new and used equipment. He stated he was interested ink 3~8 yard backhoe and that the cost of such equipment neva would be betweeen ten and thirteen thousand dollars, whi~Ch would be appropriated from the Equipment and Stores Capittal Outlay fund. The Town r.2anager inquired of Council as to the policy to be followed with regard to traffic violation notices` received by out of Town visitors. Upon motion of W.'. A. Larson, seconded by V~1`. F. V'khit~e, it was unanimously RESOLVET3, that first violations for out of Town visetors should be forgiven, in the case of ~ak~t~ non-moving paBrking violations, but second -..iolations irregardless of time elapsing between shall be charged for. Be it further .w..-..~.~.. ~~~~~ Council Minutes Cont'd Pulaski, Va., October 4, 1955 RESOLVED that more courtesy should be .shown visitors by the Police Department. After considerable discussion regarding the matter of the alley between Fourth and Fifth Streets and Graham and Pierce Avenues, in t'ne Southwestern part of Town, upon motion of fit. M.F'armer, seconded by C. T.Brookman, it was unanimously RESOLVED, that the situation be left as it was found wit1~ no further action being taken. The Town T~Zana~erread a letter received from the Y.M.C.A. thanking the Council for water used during the summer for the swimming ppol at the Monticello Club. The Town F~ananer advised Council that the Bo?~z~ heirs offered to sell to the Town the 15 foot wide and 541.92 foot long Lane at the West end of the Eastwest runway at Zoving Field. He stated that if it is bought at the price of the occupied property the cost would anount to about "37.20 and it is bought at the optioned property rate, the cost would be X27.90. Upon motion of 1N'. F.~ihite, seconded by I.R. Carper, it was unanimously RESQL~sE~, that the Town purchase the 15 foot hide and 541.92 foot long lane at the West end of the Eastwest runway at Loving ~''ield. The Council was inf ormed of the request of a local citizen who is interested in purchas.ng 300 feet frontage of mountain land on the East side of the highway on Draper 1VTountain. It was the consensus of the Council that the Tov~an should no t. sell any of its property at this time. Mayor Jackson stated he felt the Junior Chamber of Commerce should be commended for the nice job done on the pla.y,~round behind Central Elementary School. Upon motion of J.R. Farmer, it was unanimously i ~~~ Council Minutes Conttd Pulaski, Va., October 4, 1955 RESOLVED, that the Town Council does hereby commend= the Junior Chamber of Corrmlerce for the playground which thzey had built Behind Central Elementary School. Councilman Carper requested a street light on Crest~ine Drive. The matter was turned over to theTown T~,Zana~er fo$ inspection. The Town 1`dana~er advised Council that he did not feA1 an additional street light which had been discussed at a'. previous meeting, on Third Street, N.~V. between Randolph. and Jefferson Avenues was necessary.
