There were, present: Mayor C. V. Jackson, presiding Councilmen O. Q. Crowell, C. T. ??rookman, I. R. ~ar~-~er, V'd. A. Larson, W. T~~. Farmer, J. R. Martin Absent: rye. E. Lester, VTR F. V~hite Also present: Town ~'~Zana~;er: Julian ~'. Hirst Clerk: Audrey E. Kingrea The- r~Iayor stated that the purpose of the special muting which had been called by due notice to all members of the Town Council was to cons'der the_ req?zest of the Virginia State Water Control Board, said request as contained in letter°dated October 3, 1955, from M r. A. H. Paessler, Executive Secretar~,r to theTown Ta~anager, th~.t the Town advise the Water Control Roard not later than November 15, 1955,:. of a "'definite sched~?_le showing when the remaining steps toward planning for and construction of necessary sewera improvements, includ-~ng treatment, will be completed." The Council discussed at length the various phases a~' the sewerage program under consideration. There was also] disc~zssion of matters of add~.tions to the water system including the Raines Hollow Dam project, and annexation as have been referred to in previous meetings of the Council. On motion of I. R.Carr~er, seconded b~,r 0. Q. Crowell,:, it was unanimously RFS~`LVL'~, that the Town Manager be instructed to prey bare a letter to the State Water Control Board advising that the Town would proceed in accordance with the following schedule: 1. r'f_ Forts yti.,11 '~e made immediately toward the accomplis}ament of the treatment 'plant s ite as would be necessary. 2. A bond issue election will be called in June 1956 on the subject of sewerage improvements. 4. If the' election is successful, 'immediately following Wiley ~c~~ilson will be asked to prepare final plans and specifications. 1 _ 8. After completion of plans and specifications construc- tion bids will be called. 6. If satisfactory construction bids are received construc- tion will be undertaken as early as nrac~ical,and BE IT F?TRTI~ER fiESOLVED, that the Town Council in its regular meeting of November 1, 1955, shall review the letter as will be ~p~~epared by the Town ~~~ianager prior to its being forwarded to the Water Control Board.
