Council Minutes
Pulaski, Va., December 6, 1955
The minutes o_f the regular monthly meeting of the
'Town Council of the Tovrn of Pulaski, Virginia, held on the
6th day of December, 1Q55, at 4 p.m. in the municipal office.
There were present:
Mayor C. V, Jackson, presiding,

The meeting was opened with a pra~,rer by Billy B. Flint.
The Clerk read a letter received from Womans 1V1emorial
Luthern Church opposing the issuance of a building permit
for a filling station on the i~Tortheast corner of Fifth Street
and North ~'~'ashington Avenue.
On motion of J. R. Martin, seconded by W. A. Larson,
it was unanimously
RES OLVE~3, that there be accepted and entered into the
iE~iinutes of the Town Council an abstract of votes cast in
the special referendum election cast in the Town of Pulaski,
County of Pulaski, Virginia, fir proposed chan?~e in the form
of Town government on Tuesday the 22nd day of November, 1955.

For the Proposed Change were Cast Five Hundred Four (504)
Votes.
Against the Proposed Change were Cast Three Hundred Fif teen
(315) Votes.
We,the undersigned Commissioners of the election held
in the said ToUrn of Pulaski, Virginia, on i~ovemoer 2.2, 1955,
do certify that the above is a true and correct abstract of
votes cast at said election and do therefore ~~etermine and
declare that for the proposed channe in Town Government were
cast the highest number of votes.

RESOLVED, that the matter of change in the form of

preparation of proper ordinance to provide for election o£
the members of the Town Council at large.
The Town Mara~er presented to the Council an application
for a building permit signed by haul C.,,Roop :for Paul. C.,~toop
and Bascom E. Hopkins, for the construction of service st~ltion
on the No-rt'neast corner of Fifth Street and North Washington
Avenue. After considerable d~.scussion by the Council, updn

it was unanimously RESOLVED that
WHEREAS, the Town PZanager acting in the capacity of ?
Building Inspector, has, upon trie request of this bod.v,
brow?~t to -the attention of the Town Council an applicatidn
dated December 1, 1955, for building permit wherein permis4-
sion is requested to construct gasoline and oil service

station on the prooerty located at the Northeast corner of
the intersection of Fifth Street, North and Washington
Avenue, and`
V~'HEREAS, petition has been made to the Town Council
by various interested citizens that such a permit be denied,
and
V~~EtiEAS, the Town Council has reviewed the said aopli-
cation and its intent and has considered the merits of the
petitions,
Now, therefore, BE IT'RESC~LVED, that the Town Council
of the Town of Pulaski, TTir~;inia, does hereb~;r deny the
application dated December 1, 1955, of Bascom E. Hopkins
and `Paul C. Roop for the construction of a gasoline service
station on Lots Nos. 16 and 1~3, Section 35 of Corrected
Plan A of the Town of Pulaski, such denial being on the
grounds that a service station at this location would be
detrimental to the nei~:hborhood and would thereby constitute
a nuisance, and on the .further grounds that the ingress and
egress of vehicular traffic to and from the service station
would constitute a traffic hazard on both W'ashin~ton Avenue
ar_d Fifth Street, Northeast, and
BE IT FLiRTHER RES~3LVE-, that the Building Inspector for
the Town is hereby directed to take such action as is in
order to brim to the attention of the az~plicants this denial.
Councilman Larson, Chairman of the Street Committee
reported that it was the recommendation of his committee
that the alley between n1[ain Street and. Third Street adjacent
to Martin-Beamer Hardware Company be made oneway the entire
length of said alley with the entrac~to said al ley being
from Third Street only. // ~~
Upon motion of W. A. Larson, seconded by Wi'. M~ Farmer,
it was unanimously
RES~JLVED, that the recommendation of the Street Com-
mittee as to the alle~,r between Main Street and Third Street
be accepted on a 60 da,y trial basis, and be it further

RESQLV'~D, that the Town P~~anager is instructed to erect
nNo Parking' signs on one side of said alley and "Loading
Zone" signs on the other.
The ToUm Manager stated that he had written several
towns in thi s section realuesti_ng information as to what
procedure they followed with reference to out of state
cemetery monument sales in municipally owned cemeteries.
After considerable discussion 'the Co»ncil referred
the matter to the Tpwn,Attorney for him to work out some
method of licensing such firms.
The Town Manager advised Council the bids for the
construction o:E' the new million gallon water storage tanl
on Bertha Street would be opened at 2 p. m., December l~j,

The Council decided to hold a special meeting at 4 p. m.
Thursday, December 15, 1955 to study said bids.
On motion of W. A. Larson, seconded by V+~. F. ~tUihite, ~,
it was unanimously
RES~LV~D, that Seven Thousand Dollars (7,000.00)
be transferred from the Street Bind Sinking Fund CTeneral
Account to the Street Bond Sinking Fund Savings Account
in the Peoples National Bank, as provided in the current`
budget, and that Five Hundred Thirty Seven Dollars and
Fifty Cents ( 53'7.50 ) being interest from Government Bona
investments of the Sinking Fund be likewise transferred
from present deposit in the Street Bond Sinking Fund GeneE~'al
Account to the Street Bond Sinking Fund Savings Account ah
the Peoples National Bank of Pulaski.
Upon motion duly made by J. R. ~~Zartin, seconded by
1N. P,2. Farmer, it was unanimously
RESOLVED, that the Town Attorney prepare a vehicle
towing ordinance to be considered by the Co?~.ncil.

The Plfayor brought up the matter of the recent citation
of the Town employee who lives on the municipal lot for
having no auto tag and stated that there was some question
as to the manner in which the Police Department had handled
the situation. After a brief deiscussion, upon motion of
J~ R. r,2arti_n, seconded by 0. 0. Crowell, it was unanimously

Committee for investigation.
Upon motion of W. F.V'~hite, seconded by J. R. iJiarti_n,
it was unanimously
R~S(~LVED, that the Council go on record as approving
and ratif,yin~; is of December 6, 1955, the postponement of
the delinquent tax sale scheduled for December 12, 1955,
for. the delinquent taxes for the ,years 1949, 1950, 1951 and
1952, and including 1953, until the second 1!Ionday in December,
1956. Be it further RESOLVL~, that the Town Treasurer is
authorized and directed to continue to make collection of
all delinquent taxes.
The Town 't'[anager advised the Council of the fifth
annual Town employees Christmas Party to be held Thursday
evening, December 15, 1955 at the Wurno ~omm~ar:,ity Club on
l~ew Bern Road.
Upon motion of W. ~"'.V'~h-~_te, seconded b,y J. R. T~Iartin,
it was unanimously
RESOLTED, that the monthly and semi-monthly pa,ych.ecks
issued to salar-,r employees at the end of each month, be
paid December 20, 1^55, in accor:~ance with action of
Council in previous years.
Upon motion of W. ;vl. Farmer, the meetin adjourned
at 5;35 p.m.
