The minutes of the regular monthly meeting of the
Town Council of the Toti~rn of Pulaski, Virginia, held on the
nth day of February, 1956, at ~+ p.m., i-n the municipal
offices.
There were present:

Billy B. Flint opened. the meeting with a prayer.
The iY'ayor welcomed the Pulaski High School Seniors
who had. been elected to serve as Councilmen and other Town
positions on Youth Day to be observed February 14.
Councilman T~. M. Farmer stated his Cemetery Committee
wished to defer a report on the mausoleum until the nest
meeting of Council.
The Tot~rr. Manager read a proposed ordinance regul_~ting
markers and gravestones in Oa'.-wood Cemetery. After di_s-
cussion, on motion of J. R. N`artir_, seconded by ~rl. M. Farmer,
it was unanimously,
RESOLVED, that the following ordinance be adopted.

BE IT ORDAIPTED THAT it shall be unlawful for any person,
firm or corporation, or any agent thereof, or for any one
else, to erect, install, dace or set a monument or gave
marker of any kind in Oakj~rood. Cemetery without first securing
from the Town Manager, or his agent, a permit for the erection,
installation, or setting of said marker.
Before the To:tirn Manager shall issue said permit, he

must determine that erection, .nstallir_g or settir_g of
marker ~-ri1.1 be in accordance with all the terms of Chapter
13 of the Code of the Town of Pulaski, Virginia, and
further, that the erection, etc., shall comply with the
standards generally required for such installations, etc.,
For the first Hermit, applicant shall pay the sum cif
X25.00, anal for each perrr:it thereafter issued to the same
applicant within the same license year, said applicant s}~all
pay for each the sure of `1.00.
Any person. erecting or instGlling a marker at the
grave of a member of his or her immed ia_te fami7_y shall
obtain. a permit for the installation, but shall not be
charged a fee for said permit.
Any person, firm, or corporation, who holds a mercl~aant's
license from the Tot,rn. of Pulaski shall secure the permit here-
in required, but shall be exempt from the payment of any;+fee
under this section providing, hoz.7ever, that the total grc~~ss
sale price of the said morumer~t is included ir. their gross
sales used in the calculation of their merchant's license
fee.
Ar_y person violating the provisions of this ord.ir.a~ce
shall be punished upon conviction of said offense by a fine
of n.ot less than `~10.00,nor more than '200.00. Each failure
to secure a permit shall constitute a separate offense
hereunder.
Upon motion of J. ?~. Martin, seconded by I. R. Carer,
it ti~ras unanimously,
RES~`LVED, the.t the Circuit Court of Pulaski County±,be
petitioned for Declaratory Judgment in the matter of the:
issuance of a building permit to ~-1. D. Macgill, Jr., for the
construction of a gasoline service station at the rforthw~st
corner of First Street and South 1Jashington Avenue.
Councilman I. R. Carper stated he had received several
calls from people on Crestline DriTae requesting water se~crice.
Th.e cost of a two inch water line to serve the four families
interested ~rould cost approximately X1400.00.
On motion of W. M. Farmer, seconded by ~~1. A. Larson,
it was unanimously
RESOLVED, that the request for water line extension
nn Crestline Drive be tabled.
The T~1~Tn Manager advised Council that he had talked:

On motion of 'rd. F. White, seconded by W. A. Larson,
it was unanimously
RESOLVED, th~~t Irliley & ~~ilson be authorized to r. evise
their 19~~5 report on the t?~ro projects for a fee of '~7r0.00.
Unor. motior_ of J. R. Martin, seconded by TJd. I~~~. Farmer,
it was unanimously
RESOLVED, that the building permit applications of
Roscoe Davidson, Roy Bevil ar_d ?~d. H. Powers be denied at
the present time, as the requested ccnstruction would be in
conflict T.•rith the Interim Zoning Ordi.n.ance.
On motion. of I. R. Carper, seconded by ?~7. F. ti~Jhite,
it was unanimously
RESOLVED, that the request of Ezra L. Sheffer for a
private grater line to his property on Thaxton Road be
refused.
The Town Manager reported on meeting of County
Planning Commission ~~;ith regard to the Subdivision Ordinance.
Mayor Jac?~son also made a report on a meeting of several
memrers of the Council with Mr. Cole of the Board of
Supervisors and also of their appearance before the Board
of Supervisors.
On motion of T,d. F . ?,Ihite, seconded by I. R. Carper,
it was unanimously
RESOLVED, that the Board of Supervisors be requested to
reconsider the Subdivision Ordinance and. let the Town have
a definite answer before March 6.
The Town Manager presented the Council ~•rith a 17.st of
street repairs he felt would be necessary this spring and
the approximate total cost. On motion of J. R. Niartiri,
seconded by C. T. Brookman, it was unanimously
RESOLVED, that the matter of the street repair
program be referred to the Street Committee for inspection
and recommendation.
After considerable discussion, on motion of W. F'.
lydhite, seconded by W. A. Larsor_, it was unanimously

RESOLVID, that the Town take a 30 day option at a
price of ~4~,000.00 on the Bur_ts property at the corner
of First Street and. T?orth ~Jashin~ton, i f acceptable to N.r.
E. P. Bunts.
Councilman Martin read a letter from the Curb Market
Committee of the Pulasl~i County Chamber of Commerce staying
the needs and desires of the curb market for the 1956 se.son.
On motion of Councilman Martin the meeting adjourned
at 6:20 p.m.
